This seems to be the most plausible option when looking at Le Petit Robert. Some context would help to understand the nature of the hope that was being given.
LPR says: - (VIELLI) Conte Bleu: recit fabuleux, discours en l'air. This could explain the use of 'planer' - float, fly, soar. There is no example of 'planer' used with 'espoir' and 'bleu' nor the the latter two used together in conjunction.

in English, hopes are stirred up..they are not allowed to float as in French
I suspect your sentence continues with: by stirring up vain hopes that x would not occur
It would help to have the full sentence...
