While bombarding with cobalt particles is not unheard of (e.g., in medical contexts), in nuclear physics it is usually the fairly large cobalt nucleus that is bombarded by other particles, e.g. neutrons. The French construction "tir au" (= shoot at) confirms this interpretation.
The grammatical structure of "Tir CS" ("cesium bombardment") is, nonetheless, ambiguous - perhaps other parts of the text are clearer.
