شرح:
In fluid engineering, there is volumetric balance when the volume of a container is constant, or the algebraic sum of the volume changes of the floating substances, free gas, and water volumes must be zero.(2) A mass balance in which all materials entering an area under study are equated to all materials leaving an area.
In your context, volumetric balance in cables (perhaps) means that the input and output voltage are identical, nothing is lost during passage through the cables.
