شرح: What they're talking about is plaster that has been smoothed with a float. Although the description in Wikipedia describes an older three-coat method, they refer to the second coat as a "floating coat". Modern plasterers in German only use two coats, but finish the second in a manner very similar to that described here for the "floating coat".
