Meine Vermutung, auch wenn ich den Begriff hier etwas merkwürdig finde. Das Gegenteil von "dienstlich" wäre normalerweise "privat" , hier meint er wahrscheinlich "dienstlich" im Gegensatz zu seiner persönlichen, nicht objektivierbaren Interpretation.
