1. Kurzbeschreibung des Vorhabens
Das „KV Kapazitätsentwicklung für nachhaltige Waldbewirtschaftung und Naturschutz in Xxx“ ergänzt die bisherige laufende und geplante xxxesisch-deutsche Zusammenarbeit im Schwerpunktbereich „Umwelt, Schutz und nachhaltige Nutzung natürlicher Ressourcen“. Die FZ-Forstvorhaben konzentrieren sich auf Schaffung, Rehabilitierung, Schutz und nun auch den nachhaltigen Betrieb und die Nutzung von privaten und dörflichen Waldressourcen. Im TZ-Forstsektor wurden erste Methoden und Verfahren entwickelt, um die Beratungsdienste für die neuen Aufgaben in der Dorfwaldbewirtschaftung zu befähigen. Obwohl weitgehend bekannt und allgemein anerkannt, werden die Konzepte, Erfahrungen und Qualitätsstandards der TZ- und FZ-Vorhaben bisher kaum in die nationale Sektorpolitik eingebracht und nicht über die Projektgebiete hinaus in den Umsetzungsprogrammen angewandt. Die Kapazitäten und Strukturen in Verwaltung, Ausbildung und Forschung reichen derzeit nicht aus, um diese neuen dezentralen Herausforderungen der privaten und dörflichen Waldbewirtschaftung bei Wahrung der ökologischen, sozialen und wirtschaftlichen Funktionen der Waldressourcen zu meistern (Kernproblem).
Das KV schafft über die wirksame Verknüpfung der TZ und FZ bei gleichzeitig vereinbarter enger Kooperation mit dem geplanten TZ-Vorhaben „Programm zur Förderung nachhaltiger Waldbewirtschaftung, Handel und Vermarktung wichtiger Waldprodukte in Xxx“ die nötigen Rahmenbedingungen zur Lösung dieses Problems. Das Gesamtziel lautet „Xxx führt Investitionen im Forstsektor nach etablierten Qualitätsstandards selbständig durch“. Dies trägt zur besseren Effizienz und Nachhaltigkeit der Waldbewirtschaftung und der Forstindustrie in Xxx bei (TZ-Programmziel). Es steht weiterhin im Einklang mit den Zielen der FZ-Forstvorhaben und mit den sektoralen und übergeordneten Entwicklungszielen und Politiken der xxxesischen Regierung.
Der Aufbau von Kapazitäten und Strukturen für nachhaltige Waldbewirtschaftung und Naturschutz durch das KV ist eine Voraussetzung für das xxxesiche Sektorziel einer nachhaltigen Forstentwicklung unter gestärkter Verantwortung auf dezentraler Ebene, wie sie in der „Nationalen Forstentwicklungstrategie“ und im „5 Millionen-Hektar-Aufforstungprogramm“ formuliert wurde (Relevanz). Die nationale Strategie zur Armutsbekämfung und die nationale Umweltstrategie betrachten Schutz und Inwertsetzung des Waldes als prioritäre Bereiche. Die Beiträge der Gebergemeinschaft zur Unterstützung der nationalen Prioritäten sind im „Forest Sector Support Programme“ gebündelt. Das KV füllt hier eine wesentliche Lücke, da dort die Themen zur Schaffung von Kapazitäten und Stukturen für private und dörfliche Waldbewirtschaftung bisher nicht bzw. nur unzureichend abgedeckt sind (Signifikanz).

1. Short Description of the Project
The project “Capacity Building for Sustainable Forest Management and Biodiversity in Xxx” complements current and future Xxxese-German cooperation in the priority area "Environment, Conservation and Sustainable Management of Natural Resources”. FC forestry projects focus on creation, rehabilitation, protection and the sustainable management and use of private and communal forest resources. Initial methods and procedures have been developed in the TC forestry sector to enable those authorities providing advisory services to fulfill their new tasks in community forest management. Although widely known and generally recognized, the concepts, experience and quality standards of TC and FC projects have been integrated into national sector policy only to a very limited degree - they are not replicated in implementation programmes outside the project areas. Capacities and structures in administration, training and research are currently insufficient to meet the new challenges faced by private and community forest management at the provincial level while safeguarding the ecological, social and economic functions of forest resources (core problem).
The project will create the enabling conditions to solve this problem by efficiently linking TC and FC, while cooperating closely with the planned TC project “Programme for the Promotion of Sustainable Management and Utilisation of Natural Forest and Marketing of Important Forest Products in Xxx”. The overall objective is “Xxx independently conducts investments in the forest sector according to established quality standards”. This will improve the efficiency and sustainability of forest management and the Xxxese forest industry (TC programme target). In addition, the project is in line with the objectives of the FC forestry projects and with the sectoral and cross-cutting development targets and policies of the Xxxese Government.
The building of capacity and structures for sustainable management of forests and biodiversity through the project is a pre-requisite for the achievement of the Xxxese sector target, i.e. sustainable forest development with strengthened responsibility at the de-centralized level, as formulated in the “National Forest Development Strategy” and in the “5-milion Hectare Afforestation Programme” (relevance). Protection and valuation of the forest are considered as priority areas both in the National Poverty Alleviation Strategy and the National Environment Strategy. The donor community’s contributions for the support of national priorities are packaged in the “Forest Sector Support Programme” (FSSP). The project fills a considerable gap in this programme, as to date the FSPP does not cover the building of capacities and structures for private and community forest management - or does so to an insufficient degree (significance).

Die Unternehmen verpflichten sich selbst zur Beachtung sozialer, menschenrechts- und umweltrelevanter Grundsätze bei ihrer Geschäftstätigkeit und ihren Beziehungen zu Arbeitnehmern, Anteilseignern, Konsumenten, Investoren oder Organisationen der Zivilgesellschaft. CSR orientiert sich am Grundgedanken des nachhaltigen Wirtschaftens und fordert die gleichzeitige Beachtung ökonomischer, sozialer und ökologischer Ziele im Wertschöpfungsprozess.
Ein modernes CSR Verständnis sieht verantwortliche Unternehmensführung nicht in einer ethisch-philanthropischen Motivation begründet, sondern steht für die Integration von Prinzipien des nachhaltigen Wirtschaftens in die eigentliche Geschäftstätigkeit des Unternehmens. General Understanding
CSR is the private sector’s avowal to socially and ecologically responsible business management. Enterprises commit themselves to observe social, human rights and environmentally relevant principles when conducting their business and in their relationships to employees, shareholders, consumers, investors and civil society organisations. CSR is oriented towards the idea of sustainable management while at the same time requiring that economic, social and ecological objectives in the value process are kept in mind.
The modern idea of CSR does not see corporate social responsibility as being ethically/philanthropically motivated; rather, CSR is seen as the integration of sustainable management principles into actual business activities of enterprises, and outlining the social, ecological and economic responsibility of enterprises in all areas of their activities from the actual net product all the way to the interrelationships between employees, suppliers, clients and the community. Therefore, the implementation of CSR in the enterprises has both an internal dimension (responsibility towards staff) and an external dimension (responsibility towards third parties such as local communities, business partners, etc.). Social corporate responsibility can be expressed as four fields of action: in the core business, in the value chain, as a contribution to site development, and as collective involvement to improve the structural framework conditions (see Fig. 1).

Murmeltiere
Sehr wahrscheinlich sind es die Murmeltiere (Marmota sibirica), die in den letzten Jahren am dramatischsten unter dem illegalen Wildtierhandel gelitten haben. Um an ihr begehrtes Fell zu kommen wurden sie intensiv bejagt und in zunehmendem Maße auch mit Fallen gefangen.
Nur noch in wenigen Gebieten der XXX, darunter vor allem im XXX-Nationalpark, können die einst so weit verbreiteten Tiere beobachtet werden.
2005 wurde ein generelles Jagdverbot für die mittlerweile stark gefährdeten Murmeltiere erlassen.
2009 ist die Lage noch immer kritisch, wenn auch erste Anzeichen einer Bestandserholung zu erkennen sind.
In xxx besiedeln die Murmeltiere etwa ein Viertel der Parkfläche. Ihr Bestand wird auf über 25.000 Tiere geschätzt. Ein Paar kann 5-6 Jungtiere großziehen.
Durch ihre Grabtätigkeit bringen sie Mineralien an die Oberfläche und tragen so zur Düngung der Steppe bei. Große Murmeltierbauten sind landschaftsgestaltend und fördern besondere Grasarten, die gerne von Takhi gefressen werden.
Doch da die Murmeltiere vermehrt im Umfeld ihrer Bauten fressen, erzeugen sie vegetationsarme Flächen, die erosionsgefährdet sind (xx).
In xxx besiedeln sie auch felsige Regionen (xx) und nutzen dort große Steine als Sichtwarten um konzentriert den Himmel nach den Flugsilhouetten ihrer Fressfeinde, den großen Greifvögeln, abzusuchen (xx, xx, xx).
Nur selten gelingt es, ein Murmeltierpaar bei seinem Hochzeitstanz im Frühjahr zu beobachten (xx).

Raubtiere
Die vielen Murmeltiere and andere Nager bilden eine gute Nahrungsgrundlage für die zahlreich vorkommenden, doch äusserst schwer zu beobachtenden Raubtiere. Am ehesten bekommt man die beiden Fuchsarten, Rotfuchs (Vulpes vulpes) und Korsach (Vulpes corsac) zu Gesicht. Mit etwas Glück begegnet man auch mal einem Wolf (Canis lupus). Doch die ebenfalls vorkommenden heimlichen und überwiegend nachtaktiven Räuber, wie Luchs (Lynx lynx), Dachs (Meles meles), Manul Katze (Otocolobus manul), sibirische Polkatze (Mustela eversmannii) und ermine (Mustela erminea) sind nur sehr selten zu beobachten.
Wölfe sind die bedeutendsten Prädatoren im Park. Kotanalysen zeigen, dass ihre Nahrung etwa zu 35% aus Haustieren, zu 35% aus großen Wildtieren (Hirsch, Wildpferd etc.) und zu 20% aus Murmeltieren besteht. Die restlichen 10% teilen sich eine Vielzahl von Kleinsäuger-, Vogel- und Insektenarten. Die Zahl der Wölfe im Park wird auf 20-50 Tiere geschätzt.

Kleinsäuger
Die Nagetiere sind in xxx mit 16 Arten vertreten. Am auffälligsten sind die dahinhuschenden Ziesel, die in Mitteleuropa bereits in den sechziger Jahren ausgestorben sind. Wie die Murmeltiere leben auch sie in unterirdischen Bauten und halten in sitzender (XX) oder aufrecht stehender Position (XX) Ausschau nach eventuellen Feinden.
Dem Tolai-Hasen (XX) und dem Igel (XX) begegnet man eher nach Anbruch der Dunkelheit, doch ab und zu trifft man sie auch tagsüber an.
Die Kleinsäuger kommen in hoher Dichte vor. Sie bilden daher eine wichtige Futterresource für die Raubtiere und die großen Greifvogelarten. Wissenschaftler führen zur Zeit Untersuchungen über Verbreitung und Häufigkeit ihres Vorkommens im Park durch.

Marmots
The Siberian marmot Marmota sibirica is probably the animal worst affected by the illegal trade in wild species over recent years. They have been hunted intensively for their much sought-after fur, increasingly with traps rather than guns.
These animals used to occur widely over XXX and the region; they can now been seen in only a few areas of XXX, mainly in the XXX.
Hunting of Marmots was made illegal in 2005 as they were already severely threatened by then. In 2009 the situation remains critical, although there are initial signs that the population is recovering.
Marmots occur over approximately a quarter of the area of the Park. Their population is estimated to be over 25,000 animals. One pair can raise five to six young at a time.
Marmots excavate large amounts of soil whilst building their burrows: they bring minerals up to the surface and thus contribute to the fertilisation of the steppe. Extensive Marmot burrows are characteristic of the landscape and promote the growth of certain species of grass eaten by the takhi.
However, as Marmots feed close to their burrows, the surrounding areas are denuded of vegetation and become susceptible to erosion (xx).
Marmots also occur in rocky sections of the Park (xx) where they use large rocks as vantage points to search the sky for aerial predators, the large raptors (xx, xx, xx).
In spring, if you are very lucky, you may succeed in observing a marmot pair during their mating dance (xx).

Predators
The large number of marmots and other rodents in the Park are the basic food for the predators which are numerous but extremely difficult to observe. Most likely, the visitor will see the two species of fox, the Red fox Vulpes vulpes and the Corsac fox Vulpes corsac. A lucky visitor might encounter a Wolf Canis lupus. The secretive and predominantly nocturnal predators are observed only very rarely: these include Lynx Lynx lynx, Badger Meles meles, Pallas’s cat Otocolobus manul, Siberian polecat Mustela eversmannii and Ermine Mustela ermina.
Wolves are the most important predators in the park. Analysis of their faeces has shown that domestic animals and large game animals such as deer and wild horses each make up 35% of the wolves’ diet, with marmots making up 20%. The remaining 10% is divided between many species of small mammals, birds and insects. It is estimated that there are between 20 and 50 wolves in the park.

Small Mammals
There are 16 species of rodents in the XXX National Park. Sousliks are the most conspicuous – these are the rodents that dart across the road in front of passing cars. Sousliks disappeared from central Europe during the 1960s. Similarly to Marmots, Sousliks live in subterranean burrows and watch for potential enemies from a sitting (XX) or a standing position (xx).
Visitors are more likely to see the Tolai hare (XX) and the Desert hedgehog after the night has fallen; only occasionally can you catch a glimpse of them during the day.
Small mammals have a high population density and are an important food resource for predators and the large raptor species. Scientists are currently conducting studies on their distribution and frequency of occurrence in the Park.

The thriving atmosphere of Vietnam’s capital and second-largest city, Hanoi, became the backdrop for two high-ranking delegations from the Lao People’s Democratic Republic and the Philippines in the past month. Interested to learn about the country’s initiatives in reforming the business sector, the participants of the study tour could draw on the extensive experience of the XX Small and Medium Enterprise Development Programme (SMEDP) in Vietnam, which has been actively supporting the sector for nearly a decade.
SMEDP facilitated the visit and was keen to host the representatives from the Ministries for Planning and Investment, the Lao Chamber of Commerce and Industry and SME Promotion and Development offices. “We are excited that XX can provide a platform for knowledge transfer and encourage this exchange of experiences between our Vietnamese partners and colleagues and our visitors from Lao and the Philippines” said Mrs. X, Chief Technical Advisor of SMEDP. “It proves that countries in Asia can utilise lessons learned in the region.”
The focus of the study tour was on reform initiatives of the business environment, specifically Vietnam’s Enterprise Law and its Investment Law. During their field visits to the provinces of Hai Phong and Hung Yen, the delegations expressed a specific interest in learning how the Enterprise Law’s implementation had affected the daily operations of small businesses. A further central question was how policies related to SMEs, and the business sector in general, that are drafted at the national level experience implementation at the provincial level. In meeting with the Vietnam Chamber of Commerce and Industry (VCCI), the visit also paid particular attention to the method of public private dialogues, a mechanism to allow diverse and comprehensive contributions to policy-making and improve the quality of business laws in Vietnam. “What financial support structures does the Vietnamese Government offer in their promotion of SMEs at provincial level?” “How has business licensing reform been seen by owners of SMEs? Answers to these questions and other issues have offered new insights and inputs to their own processes and structures, which both delegations are taking back to their own countries.

Die dynamische Atmosphäre in Hanoi, Vietnams zweitgrößter Stadt und Hauptstadt, diente letzten Monat als der geeignete Hintergrund für den Besuch zweier hochrangiger Delegationen, einer aus der Demokratischen Volksrepublik Laos und einer von den Philippinen. Um ihr Interesse an Vietnams Wirtschaftsreforminitiativen zu befriedigen konnten die Teilnehmer der Studienreise von der umfassenden Erfahrung des XX-Programms zur Förderung von Klein- und Mittelbetrieben (SMEDP) in Vietnam Gebrauch machen, das den privatwirtschaftlichen Sektor seit fast zehn Jahren aktiv unterstützt.
SMEDP richtete den Delegationsbesuch aus und freute sich sehr, die Vertreter des Ministeriums für Planung und Investition, der laotischen Industrie- und Handelskammer und der Behörden, die für die Förderung und Entwicklung von KMU zuständig sind, begrüßen zu dürfen. „Wir sind hocherfreut, dass die XX die Gelegenheit hat als Forum zur Wissensvermittlung und zum Erfahrungsaustausch zwischen unseren vietnamesischen Partnern und Kollegen und unseren Besuchern aus Laos und den Philippinen zu dienen“, sagte Frau X, die leitende technische Beraterin des SMEDP. „Das zeigt, dass andere Länder in Asien die Erfahrungen, die in der Region schon gemacht worden sind, für sich selber nutzen können.“
Im Mittelpunkt der Studienreise standen die Initiativen, mit denen derzeit die vietnamesische Wirtschaftswelt reformiert werden, vor allem das Unternehmens- und das Investitionsgesetz. Im Laufe von Exkursionen zu den Provinzen von Hai Phong und Hung Yen äußerten die Delegierten ihr besonderes Interesse an der Frage, wie die Umsetzung des Unternehmensgesetzes die täglichen Arbeitsabläufe kleiner Unternehmen beeinflussen. Eine weitere wichtige Frage war, wie auf nationaler Ebene entworfene politische Entscheidungen, die KMU und die Wirtschaft im allgemeinen betreffen, auf der Ebene der Provinzen umgesetzt werden. In einem Gespräch mit der vietnamesischen Industrie- und Handelskammer (VCCI) richteten die Delegationen ihre Aufmerksamkeit auch besonders auf die Methode des öffentlichen-privaten Dialogs, ein Mechanismus, der diverse und umfangreiche Beiträge zu politischen Entscheidungsprozessen ermöglicht und die Qualität der Wirtschaftsgesetze in Vietnam verbessert. „Welche finanzielle Unterstützung bietet die vietnamesischen Regierung, um KMU auf der Ebene der Provinzen zu fördern?“ „Wie sehen die Eigentümer von KMU die Reform der Geschäftslizenzierung?“ Die Antworten auf diese und viele andere Fragen gaben den Vertretern von Laos und den Philippinen neue Einsichten und Ideen, die sie von dieser Studienreise in ihre Heimatländer für ihre eigenen Prozesse und Strukturen mitgenommen haben.
