Source text - English - Do you think that collective historical memory is important for the relations between states?
In answering this question, the first problem arises from the term we use to define the phenomenon we are interested in, collective memory. The very redundancy of the term used in the question "collective historical memory" tells us about the difficulty we encounter in defining just what is "historical" and "collective" about memory. I would therefore begin to answer the question by stating that we should use the term institutionalized historic memory when we speak of states and states relations. Institutionalized because we are speaking of memory that is ritualized in anniversary commemorations, monument inaugurations, museums, etc... sponsored in one way or another by the state. Historic, because as different from "historical" which means simply "belonging to the past," historic means something in the present or in the past which maintains its "significance" for the present and the future, as in "historic events" like the Fall of the Berlin Wall or 9/11. I would thus say that states are in the business of constructing and making events "historic" by means of public commemorations and rituals, and that this activity is always fostering a "national" framework for collectivizing memories that can easily become "nationalistic." If this is the case, relations between states can easily be impacted, but normally, politics of memory maintain a strong nation-building or maintaining character.

Первая проблема при попытке ответить на этот вопрос возникает, когда мы пытаемся дать определение интересующему нас феномену - коллективной памяти. Избыточность термина "коллективная историческая память", использованного в этом вопросе, говорит нам о трудностях, с которыми мы сталкиваемся, определяя, что такое "исторический" и "коллективный" в связи с памятью. Поэтому я хочу начать свой ответ с заявления о том, что, когда мы говорим о государствах и их взаимоотношениях, нам следует использовать термин "институализированная" (превращенная в институт, наделенная законным статусом) историческая память". Институализированная - потому что ты говорим о памяти, которая ритуализирована в празднованиях годовщин, торжественных открытиях памятников, музеях и так далее, в той или иной мере, организованных государством. Историческая - потому что, помимо термина "исторический", означающего "принадлежащий прошлому", "исторический" также значит "нечто в настоящем или в прошлом, что сохраняет важность (значительность) в настоящем и будущем" в качестве "исторических событий", как, например, Падение Берлинской стены или 11 сентября. Таким образом, я хочу сказать, что государства занимаются делом построения и "назначения" событий "историческими" посредством публичных празднований и ритуалов, и эта деятельность всегда способствует развитию "национальной" системы для коллективизации национальной памяти.
