Source text - English Adjustment and collapse: the power of internationally mobile capital
The environment in which countries launched the new system of fixed exchange rates after World War II was fundamentally different from the environment that supported the fixed gold parities prior to World War I. As noted earlier, the spread of universal suffrage, and the more general breakdown of limits on the extent of democracy within countries—in part a reaction to the economic environment that the international gold standard regime had helped to shape—had considerably strengthened the political influence of the working classes and altered the incentives of economic policymakers. Before World War I, most countries attached high priority to maintaining their gold parities, which endowed the parities with strong credibility. In contrast, in the aftermath of World War II, elected officials who opted to incur high domestic economic costs for the sake of defending exchange rates faced dire political consequences.
As the incentives of economic policymakers changed, so did the behavior of international capital flows. As long as forward-looking market participants had no doubts about the commitment to maintaining fixed gold parities, internationally mobile capital had incentives to flow in directions that supported the parities rather than to speculate that parities would be adjusted. Thus, prior to World War I, international capital flows served to reinforce the commitment to fixed exchange rates, and governments had little or no incentive to impose controls on international capital movements. However, once it was no longer very credible that governments would incur high domestic costs, if need be, to defend their exchange rate pegs, capital controls were necessary to insulate national economies from speculative attacks on their currencies.
Through periodic adjustments of exchange rate pegs and a resort to capital controls, the Bretton Woods system survived for a quarter century. The demise came after internationally mobile private capital had grown substantially in both volume and agility, thereby becoming a major force that was difficult to control.
During the early years of the Bretton Woods period, par value changes occurred infrequently. In September 1949, the United Kingdom and most other European countries, with encouragement from the United States, devalued their currencies by about 30 percent against the U.S. dollar. In September 1950, after a 10 percent devaluation during the previous year, the par value of the Canadian dollar was suspended in favor of a floating exchange rate for a period that would last nearly a dozen years, albeit with very moderate fluctuations in the exchange rate between Canadian and U.S. dollars. And during 1957—58, the French franc was devalued in two steps by a total of 29 percent.

Ce nouveau système de taux de changes fixes lancé après 1945 s’inscrit dans un contexte nettement différent de l’époque des parités-or fixes d’avant 1914. Comme nous l’avons remarqué auparavant, la généralisation du suffrage universel et la victoire de la démocratie dans un grand nombre de pays (en partie grâce à l’environnement économique favorisé par le régime de l’étalon-or) renforcent le pouvoir politique des classes ouvrières et change les motivations des dirigeants économiques. Avant la Première Guerre mondiale, la plupart des Etats attachaient une importance primordiale au maintien des parités-or, conférant à celles-ci une grande crédibilité. A l’inverse, au lendemain de la Seconde Guerre mondiale, les dirigeants qui préfèrent défendre les taux de change au détriment de l’économie domestique peuvent s’attendre à de graves conséquences politiques.
Si les motivations des dirigeants économiques changent, le comportement des capitaux change également. Tant que les agents économiques, prévoyants, avaient confiance en la stabilité du système de taux de changes fixes, les capitaux mobiles à l’échelle internationale allaient plutôt aller dans des directions favorables aux parités, et n’allaient pas déclencher des spéculations au sujet d’un éventuel ajustement des parités. Avant la Première Guerre mondiale, les mouvements de capitaux internationaux servaient donc à renforcer la confiance dans le système de taux de changes fixes, et les gouvernements n’avaient pas vraiment de raison d’imposer des contrôles sur ces mouvements. Cependant, dès que les gouvernements n’ont plus besoin d’engager d’importantes dépenses nationales pour défendre leur parité, les contrôles de capitaux deviennent nécessaires : il faut éviter que les économies nationales ne fassent l’objet d’attaques spéculatives.
Grâce à des ajustements périodiques des parités de taux de change et à un contrôle des capitaux, le système de Bretton Woods survit pendant un quart de siècle. La fin du système sonne lorsque les capitaux privés mobiles à l’échelle internationale sont devenus à la fois trop rapides et trop importants pour pouvoir être contrôlés.
Au début de l’ère Bretton Woods, les fluctuations des parités sont peu fréquentes. En septembre 1949, la Grande-Bretagne et la plupart des pays européens, encouragés dans ce sens par les Etats-Unis, dévaluent leurs monnaies d’environ 30 pour cent par rapport au dollar. Au mois de septembre 1950, après une dévaluation de 10 pour cent effectuée l’année précédente, la parité du dollar canadien est suspendue. Celui-ci va alors flotter pendant pratiquement douze ans, bien que les fluctuations du taux de change entre le dollar américain et le dollar canadien restent limitées. D’autre part, le franc français fait l’objet d’une dévaluation de 29 pour cent, en deux étapes qui s’étendent de 1957 à 1958.
