I think this speaker gets carried away by his passion, the only way this sounds right (to me) is by interpreting "otorga" as "appoints," considering that the context seems to be referring to people that Obama appointed to positions of authority. That's how I see it.

Rewards here is a bit more general than the term otorga in Spanish, but I believe it gets the message across. I'm inclined to use it because it does not require an object, whereas in one of your examples above, I would wonder what exactly Barack bestows upon humans.
