Source text - English WHY DO WE UNDERVALUE COMPETENT MANAGEMENT?
NEITHER GREAT LEADERSHIP NOR BRILLIANT STRATEGY MATTERS WITHOUT OPERATIONAL EXCELLENCE.

In MBA programs, students are taught that companies can’t expect to compete on the basis of internal managerial competencies because they’re just too easy to copy. Operational effectiveness—doing the same thing as other companies but doing it exceptionally well—is not a path to sustainable advantage in the competitive universe. To stay ahead, the thinking goes, a company must stake out a distinctive strategic position—doing something different than its rivals. This is what the C-suite should focus on, leaving middle and lower-level managers to handle the nuts and bolts of managing the organization and executing plans.
Michael Porter articulated the difference between strategy and operational effectiveness in his seminal 1996 HBR article, “What Is Strategy?” The arti-cle’s analysis of strategy and the strategist’s role is rightly influential, but our research shows that simple managerial competence is more important—and less imitable—than Porter argued.
If you look at the data, it becomes clear that core management practices can’t be taken for granted. There are vast differences in how well companies execute basic tasks like setting targets and grooming talent, and those differences matter: Firms with strong managerial processes perform significantly better on high-level metrics such as productivity, profitability, growth, and longevity. In addition, the differences in the quality of those processes—and in performance—persist over time, suggesting that competent management is not easy to replicate.
Nobody has ever argued that operational excellence doesn’t matter. But we contend that it should be treated as a crucial complement to strategy—and that this is true now more than ever. After all, if a firm can’t get the operational basics right, it doesn’t matter how brilliant its strategy is. On the other hand, if firms have sound fundamental management practices, they can build on them, developing more-sophisticated capabilities—such as data analytics, evidence-based decision making, and cross-functional communication—that are essential to success in uncertain, volatile industries.
Achieving managerial competence takes effort, though: It requires sizable investments in people and processes throughout good times and bad. These investments, we argue, represent a major barrier to imitation.
In this article we’ll review our research findings and then discuss the obstacles that often prevent executives from devoting sufficient resources to improving management skills and practices. Throughout, we’ll show that such investments are a powerful way to become more competitive. If the world has really entered a “new normal” of low productivity growth, as Robert Gordon and others have argued, pushing managerial capital up a level could be the best route out of the performance doldrums.

마이클 포터는 지금은 고전이 된 1996년 HBR 아티클 “전략이란 무엇인가?What Is Strategy?”에서 전략과 운영 효과성을 명확히 구분했다. 전략의 의미와 역할에 대한 포터의 분석은 그 탁월함만큼이나 지대한 영향을 미치고 있다. 하지만, 우리는 연구를 통해 조직의 관리 역량이 포터가 생각하는 것보다 중요하며 모방하기도 어렵다는 결론을 얻었다.
데이터를 보면, 핵심 관리 프랙티스를 너무 쉽게 생각해서는 안 된다는 점이 명백해진다. 목표 설정, 인재 양성 등 기본 과제를 탁월하게 실행하는 조직과 그렇지 않은 조직 사이에는 격차가 엄청나다. 이런 차이는 경쟁력을 좌우할 정도로 중요하다. 관리 프로세스에 강한 조직은 생산성, 수익성, 성장률, 기업 수명 등 거시 지표에서도 성과가 월등한 것으로 나타났다. 더욱이, 관리 프로세스와 성과에서 나타나는 이런 격차는 시간이 흘러도 좀처럼 좁혀지지 않는다. 탁월한 관리 역량은 모방하기 쉽지 않음을 알 수 있다.
탁월한 운영 역량이 중요치 않다고 말하는 사람은 없다. 다만, 우리는 한 걸음 더 나아가 운영 역량을 전략과 쌍벽을 이루는 핵심 요소로 대우해야 한다고 주장한다. 이런 관점은 지금 그 어느 때보다 타당하다. 운영의 기본이 바로 서지 않은 조직에서, 전략이 아무리 뛰어난들 무슨 소용이란 말인가? 반대로, 기본 관리 프랙티스가 탄탄한 조직은 이를 발판 삼아 데이터 분석, 증거 기반 의사결정, 기능부서 간 커뮤니케이션 등 한층 정교한 역량을 개발할 수 있다. 불확실성과 변동성이 큰 산업에서 이런 역량은 필수다.
그렇지만, 탁월한 관리 역량은 공짜가 아니다. 회사 사정이 좋든 나쁘든 사람과 프로세스에 적극적으로 투자해야 한다. 이런 투자는 일종의 방어벽 역할을 한다. 경쟁자가 관리역량을 쉽게 모방할 수 없는 이유가 여기에 있다.

Source text - Korean 바야흐로 미래 기업 경쟁력의 핵심은 ‘여성’이라고 경제 경영 전문가들은 강조하고 있다. 시대의 흐름에 맞추어 글로벌 인적자원 컨설팅 회사 DDI (Development Dimensions International)도 45년 역사상 처음으로 아시아 총괄 본부장 자리에 여성이 맞게 되었다. Suchada 본부장이 그 주인공이다.
마침 수차다 본부장이 지난 6월 중 2박3일 일정으로 한국을 방문하여 6월 17일 여의도에서 만남을 가졌다.
남성과 여성의 역량 큰 차이 없다
Q. 글로벌 측면에서 여성과 남성의 임원 비율이 어느 정도입니까?
A. DDI에서는 매년 ‘글로벌 리더십 조사’를 실시하고 있습니다. 조사내용 중 여성과 남성의 성비조사가 있는데 일반 직원 비율에서는 동일하지만 리더, 즉 임원으로 올라갈수록 여성의 숫자가 적습니다. 72 대 25 정도 됩니다. 이는 2만 명의 리더들을 대상으로 조사한 데이터입니다. CEO의 경우에는 90 대 10으로 나타났습니다.
Q. 왜 이러한 현상이 나타난 것일까요?
A. DDI에서도 궁금하여 38년 간 리더십 조사한 결과를 분석하여 추적해 보았더니, 남성과 여성의 역량에는 큰 차이가 없는 것으로 나타났어요. 단지 남성은 경영자 마인드 및 사업가적 기질이 여성보다 좀 더 우월한 편이고, 반면 여성은 협력성 역량과 원활한 커뮤니케이션 역량이 남성보다 좀 더 뛰어나다는 것이 다를 뿐입니다. 물론 해당 회사 업의 특성, 문화적 특성, 제도 및 시스템적 특성 등 다양한 제반 여건으로 여성 리더가 상대적으로 적은 숫자를 보일 수도 있습니다. 하지만 역량만 놓고 볼 때 남성과 여성은 성비별 특징이 있을 뿐 우월성에 차이가 있지는 않습니다. 그럼에도 결과론적으로 조직에서는 높은 포지션에 남성이 90%를 차지하고 있다는 것은 왜일까?라고 한번쯤 의문을 던져볼 필요는 있어 보입니다.
여성 스스로가 일할 욕구 강해야
Q. 기업 규모별로도 차이가 있을 것으로 생각됩니다. 이 부분도 조사하였는지요?
A. 상위 20% 안에 속하는 회사, 즉 수익이 높은 기업 조직에서는 High Potential Poll 안에 업의 성격과 회사의 규모를 고려하는 조건에서 남성과 여성은 적절한 비율인것으로 나타났습니다. 이러한 조직구성원의 성비구조는 경영관리 방법적인 면에서 상호보완성을 가져오는 것으로 조사되었습니다. 즉, 남성은 의사결정 과정에서 빠르고 추진력 있는 결정력을 활용하지만, 여성은 이때 균형감을 잡아주어 구성원이 이 결정에 참여할 수 있도록 하는 역량을 활용하기 때문에 상호 보완적이 될 수 있다고 할 수 있습니다.
Q. 아시아 기업의 경우는 어떻습니까?
A. 현재 제가 태국, 말레이시아, 싱가폴, 한국, 필리핀 등 아시아 5개국 총괄 본부장으로 있습니다. 이 5개국 대부분은 여성의 사회진출이 활발함과 동시에 기업내 여성 리더들 포지션도 높은 편입니다. 서두에 글로벌 기업의 경우 남성 대 여성의 비율이 75 대 25라고 말씀드렸는데요 이 5개국은 평균 여성 리더 비율이 35%로 글로벌 평균을 웃돌고 있을 정도로 여성의 사회진출 비율과 높은 직급의 여성 리더가 많습니다. 처우도 남성과 동등하게 받고 있어요. 반면 한국과 일본 기업은 여성리더 비율이 낮은 상황인 것으로 알고 있습니다.
Q. 한국과 일본을 제외한 국가의 여성이 활발하게 일할 수 있는 배경은 무엇입니까?
A. 여성이 일할 수 있는 환경이 잘 갖추어져 있습니다. 대부분 대가족 하에서 여러 가족의 도움을 받을 수 있고, 사회적 시스템도 비교적 잘 구축되어 있다고 할 수 있지요. 하지만 이러한 제도 및 시스템만 잘 갖추어져 있다고 해서 그것이 여성의 사회적 진출을 가능하게 한 이유의 전부는 아닙니다. 중요한 것은 ‘여성 자신’이라고 생각합니다. 즉 여성 스스로가 일하고자 하는 의욕 및 욕구가 강해야 한다는 것입니다.
기회는 자기 스스로 만들어야
Q. 여성이 남성보다 약한 측면은 무엇이라고 보시는지요?
A. 이 또한 조사결과 데이터를 근거로 말씀을 드립니다. 예를 들어 A기업이 이러이러한 사람을 채용한다고 모집공고를 냈을 때 그 모집공고에서 요구하는 자격요건에 대해서 여성은 100% 모두 갖추고 있지 않으면 지원하지 않는 성향을 보이는 반면, 남성은 지원자격 중 60% 정도만 갖춰졌어요 (즉, 40%가 미달하여도) 지원함에 주저 없다는 것이 밝혀졌습니다. 이는 어떠한 기회가 왔을 때 남성이 보다 더 적극적이라는 것이지요. 비록 약간의 미미한 점이 있더라도 혹시나 떨어질 수도 있을 상황에 대해 감수하고 해보는 것이 바로 남성이었습니다. 달리 표현하면 여성이 남성보다 위험감당(risk taking) 정도 면에서 상대적으로 낮은 경향을 보였습니다.
Q. 여성들은 어떠한 노력을 해야 할까요?
A. ‘자신감’과 ‘책임감’이 필요하다고 생각합니다. 예를 들어 제가 예전에 컨퍼런스를 가진 적이 있습니다. 그런데 대부분의 여성들이 뒷좌석으로 가서 앉는 거에요. 이에 제가 왜 뒷좌석으로 가느냐 앞으로 가서 앉으라고 말했더니, 어정쩡한 몸짓으로 괜찮다고 그거는 것을 보고 아직도 여성들이 어느 환경에서든 앞에 나서는 것을 꺼려한다는 사실을 새삼 느꼈습니다. 이것은 곧 자신감이 부족하기 때문입니다. 그런데 이 자신감은 책임감이 수반되었을 때 나타납니다. ‘이렇게 하라’고 자신 있게 말할 수 있는 행동의 근거가 책임감인 것입니다.
Q. 자신감과 책임감을 얻으려면 어떻게 해야 합니까?
A. 가장 좋은 방법은 실패를 해도 좋으니까 ‘프로젝트’를 자청해서 해보는 것입니다. 작은 프로젝트라도 괜찮습니다. 시도 그 자체가 중요한 것이지요. 다만 스스로가 실패와 위험을 감당할 수 있는 굳건한 마음자세를 가진 후 시도하는 것이 효과적입니다. 프로젝트 자체가 곧 트레이닝이기 때문에 프로젝트 하나를 마치면 자신감이 월등하게 높아졌음을 실감할 수 있을거에요. 또 하나는 ‘멘토’가 될 것을 강조하고 싶습니다. 이는 책임감 강화 측면에서 많은 도움이 됩니다. 자신의 업무경험과 노하우 등을 들려줌으로써 후배 직원헤게는 도전의식 및 미래 가능성을 열어줄 수 있습니다. 인적 네트워크를 하게 되면 다른 사람의 조언 등을 통해 그 사람을 롤 모델로도 삼을 수 있을 것입니다. 자신의 구체적인 경력개발을 그려나가는 데도 도움이 됩니다.
수차다 본부장은, 결국 여성이 사회 및 기업에서 인정을 받으려면 ‘문화와 제도 및 시스템이 뒷받침되어 있지 않다’라고 불평 불만을 털어놓는 것이 능사가 아니라 문제는 자신에게 있고, 스스로 역량을 키워 나가며, 기회가 왔을 때 ‘내가 해 볼게!’라는 강한 도전의식이 있어야 한다고 끝으로 강조한다.

Economics and business experts highlight that women are at the core of competitiveness of future enterprises. Reflecting this trend of rising female leadership, Development Dimensions International or DDI, a global human resources development consultancy, has appointed a female Asia Pacific regional director for the first time in its 45-year history. Suchada Chuensuksawadi is the person.
She was on a 3-day trip to South Korea when Monthly HR Magazine sat down with her in Yeouido on June 17th. Here are some excerpts from the interview:
No significant gap in leadership abilities
Q. How is the gender distribution of executive-level positions globally?
A. Every year, DDI conducts a series of surveys to publish the Global Leadership Forecast. In the studies, we've looked into the gender distribution of leadership roles and found that women are more likely than men to fall off the management ladder before reaching the top, while the gender ratio is somewhat more balanced at lower level positions. Women account for only 25% of executive roles. This data is from surveys of 20,000 leaders across the globe. Furthermore, women hold only 10% of all CEO positions.
Q. Why is there such a big gender imbalance in leadership?
A. DDI had the same question. So, we have tracked and analyzed leadership survey results of the past 38 years and concluded there is no significant gap in leadership abilities between men and women. It's just that men tend to have a higher entrepreneurial mindset, and women are usually better in such competencies as cooperation and communication. Of course, organizations can have fewer female leaders due to characteristics of their business areas, cultures, policies, and systems. Even so, regarding leadership competencies alone, it is fair to say no one gender excels the other. All we could observe were characteristics of each gender. Then why are the 90% of the top leadership positions occupied by males? This is a question we still need to ask.
Women should have strong desire to work
Q. I assume the survey results would be different between companies of different sizes. Have you examined this aspect?
A. Our statistics show organizations in the top 20 percent for financial performance have more balanced gender distributions in leadership roles, considering their areas of business and their sizes. The two sexes in this balanced structure turned out to be complementary in business management aspects. For example, when it comes to making decisions, men tend to be quick and bold. Women can complement men by engaging other members in the decision-making process.
Q. How is the gender diversity in Asian firms?
A. Currently, I am the regional director of five Asian countries: Thailand, Malaysia, Singapore, South Korea, and the Philippines. In most of them, women are actively participating in social activities, and many female leaders are at higher-level positions at work. As I told you, only 25% of executive-level leaders are women globally. But these Asian countries, except South Korea, have female leaders at a proportion of 35% on average. Women in these countries also receive equal treatment. In contrast, Korea and Japan have lower percentages of female leaders.
Q. What are the backgrounds for the active work participation of women in those Asian countries, other than South Korea and Japan?
A. They have favorable conditions for working women. Most working women can get support from extended family members and their social systems. But these external conditions are not the only reasons for women's higher social participation. I think what's important is the women themselves. What I mean is that women themselves should have strong willingness and desire to work.
Women need to create opportunities on their own
Q. Compared with men, what do you think women's weaknesses are?
A. Let me answer using our survey results. Let's say a company has announced a job opening, laying out a list of requirements. We've found that women tend not to apply unless they think they meet the qualifications 100%. In contrast, men showed no hesitation to apply even when they meet only 60% of the conditions. This shows men tend to be more proactive in seizing opportunities. Men didn't care that they might not qualify or fail. They just took on the challenge. In other words, women had a lower tendency to take risks than men.
Q. What kind of efforts do women have to make?
A. I think women need confidence and a sense of responsibility. I once attended a conference where I saw most of the female participants were sitting in the back. I asked, "Why don't you sit at the front?" They timidly replied, "We're all right." Then it dawned on me that women might be afraid of taking a step forward under given circumstances. This is because they lack confidence. Confidence comes along with a sense of responsibility. We can confidently say "do something this way" when we have a sense of responsibility.
Q. How can women get such confidence and sense of responsibility?
A. The best way is to volunteer to work on a project. The size of the project doesn't matter. What's important is the attempt itself. But it is more effective to try after you have a bold mindset, to bear the risk and possible failure. Projects themselves are training, and completing one project will boost your confidence. There's one more thing I'd like to emphasize. It is about being a mentor. Mentoring really helps develop your sense of responsibility. By sharing your work experiences and know-how, you can challenge young employees and help them unleash their potential. Through networking with people, you can seek advice and find role models. It will also help you draw up a concrete career development plan.
Suchada ended the interview by reiterating her key message: Women should not resort to complaining about inadequate cultural, institutional, and systemic support. They need to acknowledge their own problems and move forward with can-do spirit, developing their competencies and seizing opportunities.
