Source text - Spanish La obra de Federico García Lorca ha sido y es constantemente diseccionada por los críticos literarios y por un público ávido de sus palabras. Este interés, sin embargo, se ha centrado casi exclusivamente en su labor poética y teatral, pero no se ha extendido apenas a una de sus múltiples facetas: la de conferenciante, un área en la cual el escritor andaluz tuvo un gran éxito tanto en España como en América. Parte de este éxito se debe al carisma personal de Lorca y al hecho de que se aproximara a este género huyendo del frío academicismo que lo suele caracterizar. En efecto, sus conferencias son textos poéticos y vivos y de ahí las diversas versiones que se han hallado de ellas. En este sentido, Christopher Maurer afirma: "Sospecho que García Lorca era incapaz de leer la misma conferencia dos veces seguidas: las reseñas de prensa contienen variantes, algunas de ellas muy hermosas, que no constan en ningún manuscrito" (11-12). Esta sospecha se confirma en una carta que el poeta dirigió a su familia en 1933 durante su viaje a Buenos Aires, en la que afirma haber estado "puli[endo] y arregla[ndo] las [conferencias] que llevaba hechas" (Epistolario 768). No sólo existen diversas versiones de las mismas conferencias, sino que éstas, aun cuando se basan en las experiencias personales del autor, son recreaciones libres de la realidad. Ian Gibson ejemplifica este hecho aludiendo a una conferencia en la que Lorca se refiere a dos ancianas maestras que conoció en Vermont y a las cuales, según dice, entretenía tocando la espineta, circunstancia ésta negada por Philip Cummings, su anfitrión en ese momento (262). Esta reelaboración de la realidad es similar a la que existe en los textos poéticos de Lorca¹, lo que evidencia su ruptura de las barreras entre texto académico y texto literario, al someter sus conferencias a la misma labor artística que sus obras poéticas o dramáticas.
Translation - English Federico García Lorca's work has been and continues to be under constant scrutiny by literary critics and an eager audience. This interest, however, has focused almost exclusively on his poetic and theatrical work, but it has not quite spread to one of his many roles: that of lecturer, an area in which the Andalusian writer had great success, both in Spain and in America. This success is due in part to Lorca's personal charisma and the fact that he approached this genre without the cold academicism that usually characterizes him. Indeed, his lectures are poetic and living texts, hence the different versions of them that have been discovered. In that regard, Christopher Maurer states: "I suspect that García Lorca was incapable of reading the same lecture twice in a row: the press reviews contain variants, some of them very beautiful, which are not found in any manuscript" (11-12). This suspicion is confirmed in a letter that the poet wrote to his family in 1933 during his trip to Buenos Aires, in which he claims to have been "refin[ing] and fix[ing] the [lectures] he had done" (Epistolario 768). Not only do different versions of the same lectures exist, but these, even when based on the author's personal experiences, are loose recreations of reality. Ian Gibson illustrates this by referencing a lecture in which Lorca spoke of two elderly teachers he met in Vermont whom he claimed to have entertained by playing the clavichord, a fact denied by Philip Cummings, his host at the time (262). This reworking of reality is similar to that found in Lorca's poetic writings, which demonstrates how he breaks down the barriers between academic and literary texts by subjecting his lectures to the same artistic labor as his poetic or dramatic works.

Distinguidos Jefes de Estado y de Gobierno;
Representantes nacionales y de organismos internacionales;
Señoras y señores;
Traigo el saludo de la República Oriental del Uruguay, un país pequeño con una fuerte institucionalidad democrática, estabilidad social y económica, valores y principios nítidamente definidos, y progresos tangibles en todos los órdenes.
No es ni será un país perfecto (.... acaso existen los países perfectos?), pero es un país que trabaja día tras día para avanzar sin que ninguno de sus habitantes quede atrás. Porque eso es el desarrollo: un proceso multidimensional y dinámico para el bienestar de cada uno y la prosperidad de todos.
En el Informe publicado en enero de 2018 por el Foro Económico Mundial sobre Desarrollo Inclusivo, se ubica al Uruguay como uno de los diez países emergentes más incluyentes del mundo y segundo en América Latina, al registrar políticas públicas eficientes que permiten traducir el crecimiento económico en reducción de las desigualdades, fomento de la inclusión social y equidad intergeneracional.
A pesar de ello, nos queda mucho por hacer. Y en ese sentido, hay un asunto puntual que afecta a varios países, entre ellos el nuestro, al que quiero referirme brevemente: los criterios y la metodología, que la Organización para la Cooperación y el Desarrollo aplica para calificar el desarrollo de los países según su ingreso per cápita.
Consecuencia de ello, Uruguay, como otros países de la región, desde el año 2013 es considerado país de renta alta y desde el presente año ha dejado de calificar para beneficiarse de la Ayuda Oficial al Desarrollo.
Que se reconozcan nuestros avances es alentador, pero la nueva graduación no la compartimos por una razón fundamental: crecimiento y desarrollo están vinculados, pero no son lo mismo. El Uruguay ha tenido un importante crecimiento económico durante los últimos 15 años que ha permitido a miles de sus habitantes salir de la pobreza. Sin embargo, las brechas estructurales aún persisten.
El desarrollo en transición no es un concepto caprichoso. Es la expresión más cabal de la situación de países qué, como Uruguay, están en la senda del desarrollo pero aún necesitan de una cooperación repensada y reorientada que los acompañen.
Se reconocen los avances, pero al mismo tiempo se dificulta su continuidad. Paradójico: parecería que se castiga a quien hace las cosas bien….
Señoras y señores:
Más allá de lo dicho anteriormente, creemos que en la vida de los países, no todo es desarrollo económico y distribución de recursos. En Uruguay lo sabemos y hemos abogado a nivel nacional e internacional por una agenda que apunte hacia el cumplimiento de los Objetivos de Desarrollo Sostenible aprobados por esta misma Asamblea en el marco de la Agenda 2030, con especial énfasis en la transformación de la matriz energética hacia fuentes renovables y la adaptación al cambio climático; y a avanzar en la irrevocable responsabilidad en la protección medioambiental; y como Ustedes conocen, a la lucha por la salud de nuestra gente, que es la lucha por la vida.
En consecuencia, hemos implementado estrictas políticas para el control del consumo de tabaco y la prevención de enfermedades no transmisibles. Además de tener una activa participación
internacional copresidiendo la Comisión de Alto Nivel sobre las ENT de la OMS y acogiendo la Conferencia Mundial sobre las ENT en octubre de 2017 ((Donde se aprobó la Hoja de Ruta de Montevideo 2018-2030 en la que se reafirmó el compromiso de emprender acciones audaces para reducir en un tercio la mortalidad prematura por estas enfermedades. A todos, los invito a aplicar las medidas allí dispuestas)).
Estos y otros elementos (como por ejemplo la agenda digital universal: Plan Ceibal y Plan Ibirapitá) que por razones de tiempo es imposible enumerar aquí, dan cuenta de un país confiado en sí mismo que avanza hacia una dirección concreta que es mejorar la calidad de vida de sus habitantes.
Ahora bien, Uruguay también es su región y el mundo.
En ese sentido, reafirmamos nuestro histórico compromiso con un sistema internacional más participativo, justo, equilibrado y multipolar que se traduce en los principios básicos de nuestra política exterior tales como:
1º) el compromiso con el mantenimiento de la paz, el desarme y seguridad internacionales, así como la participación en las Operaciones para el Mantenimiento de la Paz
2º) el firme rechazo de nuestro país al terrorismo, el crimen organizado y a todo tipo de violencia y discriminación;
3º) el apoyo a la solución pacífica de las controversias y a la igualdad soberana de los Estados,
4º) el irrestricto apego y el respeto al Derecho Internacional (que es la mayor garantía para la soberanía de los pueblos y su convivencia pacífica);
5º) nuestro irrenunciable compromiso con la promoción y protección de los Derechos Humanos;
6º) la adhesión a preceptos sustanciales como la no intervención en asuntos internos de otros Estados, la soberanía y la autodeterminación de los pueblos.
7º) La promoción del multilateralismo en todas sus facetas (política, económica, cultural, etc) como la mejor forma de enfrentar los desafíos globales que enfrenta la humanidad.
En un contexto internacional turbulento, reivindicamos más que siempre nuestros valores y principios enumerados, y en ese marco, llamamos a trabajar conjunta y comprometidamente para afianzar y modernizar el sistema internacional.
No son solo palabras. Sino que en la práctica hemos trabajado intensamente como miembros no permanentes del Consejo de Seguridad en el bienio 2016/2017, y ahora nos encontramos haciendo lo propio en el Consejo Económico y Social y proponemos para el futuro nuestra candidatura para integrar el Consejo de Derechos Humanos entre los años 2019 y 2021.
La vocación del Uruguay es pacifista, solidaria y comprometida con la paz y la seguridad mundial.
Señoras y señores:
Desde este lugar, en el que podemos hablar de infinitos temas que interesan a la humanidad, hemos elegido uno de ellos que humildemente entendemos necesario priorizar frente a todos. Hablo de la afectación que sufre el medio ambiente y el cambio climático.
Señoras y Señores:
Esta crisis que estamos experimentando a nivel global, debe ser tratada decididamente por los líderes de cada una de las naciones aquí representadas. Esta es una lucha de todos. La lucha por la vida.
Tenemos que tomar medidas activas para proteger a todas las personas que habitan en nuestro mundo, especialmente los más pobres. Ese mundo también está sufriendo, así como sufre un ser vivo, de distintos factores de riesgo que lo destruyen poco a poco, día tras día, el mundo, nuestra casa, sufre de las guerras, del afán de lucro indiscriminado de industrias que no tienen consideración por el medio ambiente, de la contaminación y de las consecuencias del consumismo salvaje.
Así como la forma en la que nos comportamos afecta directamente nuestra salud, y es deber de los Estados luchar por la vida de sus habitantes, es deber de todos los que habitamos este Planeta luchar por el lugar en el que vivimos.
Tal el caso del Acuerdo de París de diciembre/ 2015 en el marco de la Convención para el Cambio Climático vigente desde 1994. Siendo la mejor esperanza posible para la supervivencia y seguridad global así como un compromiso fundamental para el cumplimiento de la Agenda 2030, ratificamos nuestro compromiso con este Acuerdo. Los acuerdos se firman para ser cumplidos. Y éste muy especialmente.
Asimismo, nos sumamos al llamado a todos aquellos Estados que aún no lo han ratificado, a hacerlo cuánto antes. En esta temática, como en tantos otros órdenes de la vida, no hay que apurarse pero tampoco llegar tarde...
Señoras y señores:
Para finalizar, estamos convencidos que el Sistema de las Naciones Unidas es la mejor oportunidad posible que tiene humanidad para abordar con confianza y optimismo las problemáticas que el presente y el futuro plantean. Y actuamos en consecuencia.
En esta tarea común todos somos necesarios. Pueden contar con nosotros como nosotros contamos con ustedes.

Madame President of the General Assembly of the United Nations,

Distinguished Heads of State and Government;
National Representatives and Representatives of International Organizations;
Ladies and gentlemen;
I bring greetings from the Eastern Republic of Uruguay, a small country with a strong democratic institutional framework, social and economic stability, clearly defined values and principles, and tangible progress at all levels.
It is not, nor will it be, a perfect country (…do perfect countries even exist?), but it is a country that works day after day toward advancement without leaving any of its residents behind. Because that’s what development is: a multidimensional and dynamic process for the well-being of every individual and prosperity for all.
In the Report published in January of 2018 by the World Economic Forum over Inclusive Development, Uruguay is identified as one of the ten most inclusive emerging countries in the world, and the second in Latin America, to implement efficient public policies that allow for economic growth to be translated into the reduction of inequality, promotion of social inclusion, and intergenerational equality.
Despite this, we still have much left to do. And in this regard, there is a particular issue that affects several countries, ours among them, to which I would like to briefly refer: the criteria and the methodology used by the Organization for Economic Cooperation and Development to rate the development of countries according to their per capita income.
As a consequence, Uruguay, like other countries in the region, has been considered a high-income country since 2013, and has this year ceased to qualify for benefits from official development aid.
That our progress has been recognized is heartening, but we do not share the new rank for one fundamental reason: growth and development are linked, but they are not the same. Uruguay has experienced vital economic growth over the past 15 years that has allowed thousands of its residents to escape poverty. However, structural divides still remain.
Development in transition is not a capricious concept. It is the most thorough expression of the situation of countries that, like Uruguay, are on the path of development but still require cooperation that is rethought and redirected to accompany them.
Progress is recognized, but at the same time its continuity is hindered. It’s paradoxical: it seems to punish those who are doing things the right way…
Ladies and gentlemen:
Beyond what has been said previously, we believe in the lives of countries. Not everything is economic development and distribution of resources. In Uruguay, we know this and we have advocated at the national and international level for an agenda that is directed toward the implementation of sustainable development goals endorsed by this very Assembly in the framework of the 2030 Agenda with particular emphasis on the transformation of the energy matrix into renewable sources and adaptation to climate change; and progress in the irrevocable responsibility of environmental protection; and as all of you know, our people’s fight for health, which is a fight for life.
Consequently, we have implemented strict policies for the control of tobacco consumption and the prevention of non-communicable diseases. Not to mention the active international participation co-chairing the High-Level Commission over NCDs by the WHO and hosting the World Conference over NCDs in October of 2017 ((Where the Montevideo Roadmap 2018-2030 was endorsed, wherein the commitment to take bold action to reduce the premature mortality rate of these diseases by one third is reaffirmed. I invite everyone to apply the methods available there.))
These and other elements (such as the universal digital agenda: Plan Ceibal and Plan Ibirapitá), which are impossible to list here due to time constraints, give an account of a country that is confident in itself and is progressing in a concrete direction toward improving the quality of life of its inhabitants.
Nevertheless, Uruguay is also their region and world.
In that regard, we reaffirm our historic commitment to an international system that is more inclusive, just, balanced and multipolar, which is translated into the basic principles of our foreign policy, such as:
1st) the commitment to maintain peace, disarmament and international security, along with peacekeeping operations,
2nd) our country’s firm rejection of terrorism, organized crime and all manner of violence and discrimination;
3rd) the support for peaceful solutions to controversy and for the sovereign equality of the States,
4th) the unrestricted adherence to and respect for International Law (which is the best guarantee for the sovereignty of the people and their peaceful coexistence);
5th) our inalienable commitment to the promotion and protection of Human Rights;
6th) the adherence to substantial precepts such as non-intervention in the internal affairs of other States, and the sovereignty and self-determination of the peoples.
7th) The promotion of multilateralism in all its facets (political, economic, cultural, etc.) as the best way to face the global challenges that face humanity.
In a turbulent international environment, we assert more than ever our values and above principles, and within this framework we call upon joint and resolute work to strengthen and modernize the international system.
They are not just words. We have in fact worked intensively as non-permanent members of the Security Council in the biennium 2016/2017, and we now find ourselves doing the same on the Economic and Social Council, and we submit for the future our candidacy to join the Council of Human Rights between the years 2019 and 2021.
The vocation of Uruguay is peaceful, solidary and committed to peace and global security.
Ladies and gentlemen:
From this place in which we may speak of infinite topics of interest to humanity, we have chosen one of these which we humbly recognize as a priority above all of them. I am speaking of negative environmental impacts and climate change.
Ladies and Gentlemen:
This crisis that we are experiencing on a global level should be treated decisively by the leaders of each nation represented here. This is everyone’s fight. The fight for life.
We must take active measures to protect all people who inhabit our world, especially the poorest. This world is also suffering, just as a living being suffers, from various risk factors that are destroying it little by little, day after day. Our world, our home, suffers from war, from the effects of the indiscriminate quest for profit by industries that have no concern for the environment, from pollution and the consequences of uncontrolled consumerism.
In the same way that our behavior directly affects our health, and that it is the duty of the State to fight for the lives of its residents, it is the duty of all of us that inhabit this Planet to fight for the place in which we live.
Such is the case of the Paris Agreement of December/2015 in the framework of the Climate Change Convention existing since 1994. Being the best possible hope for global survival and security as well as a fundamental commitment to the fulfillment of Agenda 2030, we ratify our commitment to this Agreement. Agreements are signed to be fulfilled. And this one most especially.
Furthermore, we join in the call to all those States that still have not ratified it to do so promptly. In this area, as in most spheres of life, we need not rush, but nor should we arrive too late…
Ladies and gentlemen:
In conclusion, we are convinced that the United Nations System is the best possible opportunity that humanity has to address with confidence and optimism the problems raised both in the present and in the future. And we act accordingly.
In this common endeavor, we are all needed. You may count on us as we count on all of you.
