Source text - English Regarding EU’s external relations the Constitution introduces some major innovations. One is the creation of a Foreign Affairs Minister post. The incumbent will conduct and implement the Common Foreign and Security Policy (CFSP) on behalf of the European Council and be one of the Vice-Presidents of the European Commission. He or she will be responsible for handling external relations and for coordinating other aspects of the Union's external action. Article I-13 of the Constitution lists development cooperation as an area of shared competence between the Union and the Member States.

La persona incaricata condurrà ed attuerà la Politica Estera e di Sicurezza Comunitaria (PESC) per conto del Consiglio d’Europa e sarà uno dei Vicepresidenti della Commissione Europea. 3.1 Unless otherwise agreed upon in writing, any date or time period for delivery indicated on the order and however agreed by the parties must be considered indicative only and not binding on the seller.
3.2 Delays in the delivery of goods do not allow the purchaser to refuse the goods, rescind the contract or take action for reimbursement for damages deriving to him from delays or failure of delivery of all or part of the goods.
