: I beg to differ, Mr. Ahmad! I think there is a difference between إلحاقاً ل and بالإشارة إلى. Referring to means بالإشارة إلى أو إيماءً إلى but إلحاقاً ل means "further to" indicating that this letter follows the letter No.

Normally I translated “إلحاقاً لخطاب رقم” by Further to our letter no. And also usually this phrase appears at the beginning of the main text after date, greeting and subject.
But I noticed that your phrase appears in the preamble to a letter (before date, greeting and subject. Here we should notice the following.
First: from a superior to inferior
1. Who is the addresser or who is the addressee
2. The importance of the text
If it is a normal letter we should translate as above
If it implies an instruction from a superior entity, this means that this superior entity has made a new regulation or modification to an important letter or law etc. and wants to draw attention to this change and implement it.
We shall translate it as it is implied by the letter text but we shall keep it as near as possible to “Further to our letter??) or adding regarding and mention the letter subject.
Second: From equivalent entities
When the addresser and addressee have a lot of correspondence and issues, we shall translate it:
“A reference to our letter” or any equivalent phrase.
In all cases it shall be in a special font to indicate the importance.
