This is a wild guess.
Egyptian group 40 Pax = Egyptian group of 40 persons.
Oriental restaurant 90$, 10 Pax > 60 Pax = Oriental restaurant 90$, 10 persons to 60 persons.
This document seems to be using rather unorthodox symbology. I would verify with the agency or client, whichever is more easily accessible or reliable as a source of information. No one will fault you for not knowing these symbols, since they seem to have been capriciously invented.

In Arabic, you would say شخص or شـخصاً according to the grammatical rules of numbers. For 40 individuals, you would useشـخصاً

In addition to the generic term شـخص or أشـخاص you can also use a context-specific term, as follows:
If they are on a bus or another vehicle, you can call them رُّكاب
If they are at a hotel, you can call them نُزلاء or ضُـيوف
If they are at a tourist attraction, you can all them زُوّار or سُــوّاح
etc.
But شـخص or أشـخاص would fit in all contexts.
