I have tried and searched for what these letters stand for, but I don't have a clue. "B.C." keeps coming up in my search results, but I have a feeling that it's wrong.

امنطقياً: الطعن رقم 11881 لسنة 47 ليس مادة واردة في قانون عقوبات أو مدني أو تجاري ، بل هو طعن ورد على لسان أحد المحامين الأكفاء وأصبح سنداً أو حجة يحتج بها محام آخر في موضع آخر ، لذلك أشير إلى تلك الواقعة بالطعن التي أخذت الرقم كذا في سنة كذا في جلسة كذا
وهذا الطعن قد يستشهد به محام آخر لاحقاً في موضع طعن مماثل وهكذا.
فالطعن هو من ذكاء وكفاءة وخبرة المحامي في المرور من ثغرة معينة في القضية وغياب لنص قانوني ، وليس استناداً إلى مادة قانونية في قانون العقوبات رقمها 11881
أو أن
ق.ع=قضية عمالية
وهناك احتمال آخر وهو الأقوى
هي قضية حقوق عمالية

more context is needed to get to the bottom of this , what type of the case we are talking about will determine the right rendering for the controversially ق.ع
and i agree it's not criminal law and strongly recommend ق.ع=قضية عمالية
