The hay dogs keep the hay from moving back(or foreward depending on how you look at it) as the ble is being tied. They should have a spring to push them into the chamber but be able to move up out of the way when hay is pushed past them. Not sure how the ones work on your baler, but most are held by a pin or bolt which also holds the spring. Heat should work but if the spring is there you may take temper out of it.

I can't speak for IH or NH but my ford ties with the plunger all the way back and bale compressed (slots in the plunger for the needles). Tieing without the plunger back is a quick way to break a needle. The hay dogs are more for bale formation than anything else. With the dogs not working properly the hay fed in would bunch up on one side creating uneven density problems or banna bales.""""""""""" One side containing less hay than the other, causing the bale to curl to that side. (been there done that) That could affect tying I spose. By not providing proper tension to the uncompressed side during the tie cycle the knot may not form properly and come untied. Or not pulled off/out of the mechinism properly.
