完成に向けて

Dear ProZ members,

could you please doublecheck if I got the translation of the following sentences right? The speaker is a secret agent who's trying to pin down an elusive criminal. His boss gave him full access to the informations about the criminal only long after the beginning of the mission.

彼のプロファイルは完成に向けて埋まりつつあるクロスワードパズルだ
(His profile is a crossword puzzle getting gradually filled in towards completion.)
Does 完成に向けて mean that each information they get brings them closer to the completion of the puzzle here?

最初からすべてを開示してくれていればというのが我々の見解だ
(Our opinion is that it would have been better if they'd diclosed everything to us from the beginning.)
"It would have been better" is not in the original sentence, but I think that's the meaning. Is that right?
