Both words are in a Tunisian birth certificate and I don't know what they mean. They must be type of locations. Any help is highly appreciated.

Thank you for placing the words in some context. You see, the words appear next to other words that shed some light on their meaning. The way you stated your question at first made it look as if the two words ������� ����� ran together in a single phrase.

That's the problem. The words stand alone. It says :

We cannot help you unless you state how the two words appear in the birth ceritificate. Words usually appear in sentences or full phrases. State as much inofrmation as would bring out the meaning. Remember, we do not have the birth certiciate to look at.

You've actually posted two terms which should be two separate entries.
معتمدية = sub-prefecture: an administrative division
عمادة is strange here as in فصحي it normally means mayoralty or the office of the mayor, which wouldn't make sense here. I have seen it in texts from Tunisia to mean "(trade) union" (syndicat en français) but again, this doesn't make too much sense here either, hence I am not 100% sure about this second term. Could you possibly give more context? The sentence before or after it, maybe?
