उमसदार can be used if the text relates to the season. Sultry has other meanings as well:
# sensual: sexually exciting or gratifying; "sensual excesses"; "a sultry look"; "a sultry dance"
# characterized by oppressive heat and humidity; "the summer was sultry and oppressive"; "the stifling atmosphere"; "the sulfurous atmosphere preceding a thunderstorm"
If it is used in the sense of vehement, you may translate it as teevra or utkat (तीव्र, उत्कट). If it is used alluring, you may translate it as kAmottejak (कामोत्तेजक).

In view of the slim context provided by you,I think it can be translated as
kAmottejak souten = कामोत्तेजक सौतन
kAmuk souten = कामुक सौतन

Reference: your note above.
Chhichhoree sautan i.e. छिछोरी सौतन would mean frivolous co-wife. I think we can afford to exercise some sort of liberty in this case. You could also consider using
jhagDaloo -----झगड़ालू
bigDel-------बिगड़ैल
sharArti------शरारती
tez-tarrAr ------तेजृ-तर्रार
moo(n)hzor------मुंहज़ोर
moo(n)hfat--------मुंहफट
auchhii-------------ओछी
chanchal----------चंचल
on the basis of available context.

Keshab, since we don't have the context,we perhaps can't suggest a definite word. The asker might be having the details. If the souten is quarrelsome, blunt, truculent or short-tempered and mean, she can use jhagDaloo, moo(n)hfat, bigDel, auchhee respectively.

कामुक
I think 'Sautan' here is the hindi word which means 'co-wife'
sultry = saxually attractive = कामुक
depending upon the context नमकीन (namkeen) can also be used.

Namkeen
I anticipate this word is commonly spoken for nakhrel or similar description. Particularly used for a girl as 'namkeen' (Salty). Of course I am not sure in detail.

nakhrewaali - नखरेवाली
I found in dictionary the word "Sultry" which means "अति उश्ण "or " कामोत्तेजक" but I never find any saans-bahu-sautan topic in this word. If you want simple word then "nakhrewaali" covers the whole thing
