So in terms of trains, maybe "entering/leaving the depot prohibited" for the first part. 番禁 I am less certain, but I believe this 番 is read as つがい not ばん - this may refer to the joining of trains/carriages or "coupling". Maybe someone with more knowledge of train jargon might be able to help fill in the gaps here.

Since 番禁 follows suspension of electricity, maybe it means to the effect that the trains in the depot should not to be used for scheduled services.
