Discussion

Mike (de Oliveira) Brady (asker) Dec 14, 2020:
Destruction of previous licences required in RS Thanks to Bruno Dutra posting below the regulations for Rio Grande do Sul showing that previous licences are collected and destroyed in this state when new licences are issued. This doesn't happen everywhere (I still have my old licences). http://stdetranrs.rs.gov.br/conteudo/38321
Mike (de Oliveira) Brady (asker) Dec 14, 2020:
Further details The licence appears to be current as the summary details show it is valid to a future date. So it doesn't appear to be a record of it being destroyed.

The preceding entries do not include any suggestion that the licence has been suspended (which I've seen on other driver logs).

The licence is for one category only (category B), so it isn't the case that it is being split into different categories.

Destruction of a Driving Licence

Parece se trata da destruição da CNH, pela instituição que a expede

Ação ou resultado de (se) fragmentar, de quebrar em pedaços pequenos, ou reduzir a fragmentos

It seems to be the destruction of CNH, by the institution that produces it

Action or result of (if) fragmenting, breaking into small pieces, or reducing to fragments

http://stdetranrs.rs.gov.br/conteudo/38321 =

the CFC professional must make it unusable by using a paper punch.

But It seems to be customary that the fragmentation occur only upon delivery of the new document

Art. 4 The qualification documents, collected and rendered unusable by issuing a new document, must be sent to the printer, via pouch, for fragmentation.

It is curious because in my case here in RS I remember that they took my CNH before give me the new one... they gave me some kind of temporary license in a paper sheet and then fragmented after, in my presence, with a scissor
Note from asker:
Thanks, Bruno. Possibly, but the summary of the prontuário shows the licence still to be valid until a date in the future.
Also, the previous entries do not include records of penalties or the licence being suspended, which I've seen before. It appears to be a current licence.
Thanks for the addition, Bruno. That seems to the explanation. It is the destruction of the previous licence. I still have all my old driving licences as they are not collected and destroyed in São Paulo. This must be specific to this state, which is Rio Grande do Sul.

4 KudoZ points awarded for this answer. Comment: "I have modified the translation to make it clear that it is the previous licence being destroyed (following the issuing of the new licence), as per the regulations. This is secure destruction performed by the original printer of the licences."
