Brake Cooling Ducts
In high performance cars, small brake cooling ducts are built into the body work near the front and/or rear wheels. On the air dam, the duct is a small opening. Behind the opening, a small tube runs to the backing plate. This allows cool air to be directed onto the brakes, increasing braking potential and reducing brake fade. Brakes tend to "fade" (lose their effectiveness) if they get hot. Lots of cars have very small sheet metal projections on the backing plate that serve as an air scoop for the front disc brakes.
Master Cylinder
The master cylinder displaces hydraulic brake fluid under pressure to the rest of the brake system. When the brake pedal is depressed, the push rod moves the primary piston forward in the cylinder. The hydraulic pressure created and the force of the primary piston spring moves the secondary piston forward. When the forward movement of the pistons causes their primary cups to cover the bypass holes, hydraulic pressure builds up and is transmitted to the wheel cylinders. When the pedal retracts, the pistons allow fluid from the reservoir to fill the chamber if needed. Special sensors within the master cylinder are used to monitor the level of the fluid in the reservoir, and to alert the driver if a pressure imbalance develops. The standard dual master cylinder gives the front and rear brakes separate hydraulic systems. If a brake fluid leak occurs in one system, the other system will still operate, making it possible to stop the car.

DEFINE ECONOMIC TERMS
When you can’t get rid of economic jargon, define and explain it. Some economic terms have such a specialized meaning that to avoid them would confuse rather than clarify. But remember that these terms still are mysterious code words for most people; the journalist needs to decode them.
Here’s an excerpt from a front page newspaper article headlined “Jitters as interest rates shoot up:”
Volatile inter-bank interest rates, which have been relatively stable in the past three months, shot up by about three percentage points last week...
Midway through the same story, the reporter writes:
Inter-bank interest rates [are] the rates at which banks lend money to and among themselves; they are usually a fundamental factor taken into consideration by banks in arriving at final interest rates on loans to their customers.
Bravo! Without that helpful definition, the story is virtually meaningless to the many educated readers who don’t know what inter-bank interest rates are. Definitions of this sort are all too rare in business stories.
Some journalists say that definitions are fine for the front page of a general newspaper, but that readers of the business page or business publications already are familiar with economic terms.
Maybe. But The Wall Street Journal, whose readers are a fairly sophisticated group, regularly defines even common economic terms. For example, when the term Gross Domestic Product first appears in a story, it is often followed with the explanation that GDP is the “total value of a nation’s output of goods and services.”
Previously, I said that a journalist should try to use few words rather than many. Defining terms takes extra words. But sometimes clarity is more important than brevity. And a cumbersome definition isn’t always necessary when a brief example will make a term’s meaning clear. For example, a story might refer to a company’s “fringe benefits, such as annual holiday leave and health insurance.”
But often a full definition is needed. A newspaper in a country with a large foreign debt published a thoughtful article on the pros and cons of “debt conversion” — without ever saying what it is. A simple explanation might have read something like: “Debt-conversion is a plan under which foreign lenders would forgive national debts in exchange for a stake in local companies.”
Such concise, objective definitions look easy, but they are difficult to write. That is why reporters or their publications should create a list of definitions written in advance. These definitions then can be easily inserted into a story when a term is used. Such a list isn’t created overnight; it grows over time.
Some terms to begin with: balance of payments, prime rate, International Monetary Fund, currency devaluation, privatization, initial public offering, General Agreement on Tariffs and Trade, or GATT — and so on.
As a guide, a glossary is included at the end of this booklet. Keep in mind, though, that definitions must be relevant to a particular country’s economy.
In many countries with developing economies people often talk about the government’s “structural adjustment program” — without really knowing what it means. I’ve argued that even a frequently-used term such as this, bandied about by ordinary citizens, should always be defined to remind readers what it is: “A package of government programs designed to revitalize the country’s economy, in part by reducing imports and encouraging domestic production.” The definition may differ somewhat from country to country. But readers will welcome the explanation.

Adapting to the impact of climate change is already an urgent priority for some developing countries — particularly the poorest and most vulnerable. It will soon become a priority for many more. Adaptation is about reducing the risks posed by climate change to people’s lives and Livelihoods. Sustainable development would help poor countries become less vulnerable. Education, health, savings and access to markets are important. Economic diversification is one of the best defences against climate shocks. But specific action to manage the impact of climate change is also needed. Adaptation and financing for adaptation should be part of developing countries’ development plans. The Group of Eight (G8) has agreed to develop, with the World Bank, ways of ensuring that the impact of climate change is taken into account in the design of development programmes.
Every developing country needs to know how climate change might affect poverty and economic growth, what it might cost, and the options for reducing the risk. Before initiating negotiations on any future international agreement, it will be essential to understand the costs of adapting now and the costs that will arise if no action is taken to reduce emissions. For much of the developing world, these costs are currently unknown. The United Nations has set up funds — to which the United Kingdom has contributed £20 million over three years — to help poor countries develop strategies for adaptation. The World Bank is looking at the potential costs of adaptation and possible sources of finding. As in the case of finance for cleaner energy, the costs are likely to be well beyond the scope of current and planned aid.
For the purposes of adaptation, countries will also need reliable climate records and accurate projections of climate change. In most poor countries there is inadequate information on the climate and insufficient capacity to use it. This is particularly true of Africa. The G8 has agreed to support the Global Climate Observation System to address these gaps. But greater investment is needed to build and use better local climate information, not only in Africa but also in South Asia and other regions. Reducing risk will mean diversifying the economy, investing in alternative crops and livestock or responding to changing disease patterns. Raising awareness about the impact of climate change, and improving consultation between at levels of government and civil society is essential. Through consultation with stakeholders, Bangladesh has prepared a National Adaptation Programme of Action to work out the implications of climate change. The Government of Bangladesh is now working with local communities to plant trees along the coast, educate children about climate change, and introduce fish that can live in inland water which, owing to rising sea levels, has become more salty. The Climate Change Adaptation in Africa programme will help governments develop different approaches to protect the Livelihoods of the poorest people.
Adapting to climate change also means finding ways to manage existing variations in the climate, and pressures on natural resources — such as water, soil and forests. For example, water resource management is already critical due to population growth. urbanization and greater demand for water-intensive products Like paper and textiles. Water supplies need to be monitored and managed to meet priorities for development — including agriculture, drinking water and sanitation. Close coordination is needed between different branches of government, and sometimes with neighbouring governments. And better infrastructure is needed to store and distribute water. This is particularly important in Africa where the majority of agriculture is rain-dependent and the capacity to store water is inadequate.
‘Disaster risk reduction’ is a crucial part of adaptation and particularly important Lo vulnerable communities. Natural disasters are already claiming a growing share of aid. The United Nations Hyogo Framework for Action aims to reduce the risk of natural disasters, and the effect they have on the lives and livelihoods of the poor, over the next ten years. Implementing the Framework will mean building awareness about actions that governments and people can take, such as building hurricane-proof houses, preparing for disasters by improving early warning systems, and putting supplies and people in place to respond quickly. Such investment is well worthwhile. A Tearfund study in India found that preparing for disasters was up to thirteen times more cost-effective than responding to them afterwards.

All the United Nations Member States are called on to freeze the funds and other financial resources controlled directly or indirectly by those individuals and entities. A United Nations Sanctions Committee has the task of identifying the persons concerned and the financial resources to be frozen and of considering requests for exemption.
Within the European Community, those resolutions were put into effect by Council regulations ordering the freezing of the funds of the persons and entities concerned. Those persons and entities are included in a list annexed lo the regulations, which is regularly reviewable by the European Commission. Derogations from the freezing of funds may be granted by States on humanitarian grounds. Several of the persons and entities concerned have requested annulment of those regulations before the Court of First Instance.
The Treaty establishing the European Community empowers the Council to impose economic and financial sanctions on third countries, when a common position adopted by the European Union under the common foreign and security policy so provides. The Court of First Instance rules that the Council is competent also, under similar conditions, to impose economic and financial sanctions such as the freezing of funds on individuals, in connection with the fight against international terrorism.
The Court finds that, according to international law, the obligations of United Nations Member States under the Charter of the United Nations prevail over any other obligation, including their obligations under the European Convention for the Protection of Human Rights and Fundamental Freedoms and under the Treaty establishing the European Community. This paramountcy extends to decisions of the Security Council although it is not a member of the United Nations, the Community must also be considered to be bound by the obligations flowing from the Charter of the United Nations, in the same way as are its Member States, by virtue of the Treaty establishing it. First, the Community may not infringe the obligations imposed on its Member States by virtue of the Charter or impede their performance. Second, it is required to adopt all the provisions necessary to allow its Member States to fulfil those obligations.
The Court observes that the contested regulation is limited to putting into effect at Community level decisions of the Security Council. Any review of the internal lawfulness of the regulation would therefore require the Court to examine, indirectly, the lawfulness of the decisions in question. Having regard to the rule of paramountcy set out above, those decisions fall, in principle, outside the ambit of the Court’s judicial review and the Court has no authority to call into question, even indirectly, their lawfulness in the light of Community law or of fundamental rights as recognised in the Community legal order. On the contrary, the Court is bound, so far as possible, to interpret and apply that law in a manner compatible with the obligations of the Member States under the Charter of the United Nations. Nevertheless, the Court is empowered to check the lawfulness of the contested regulation and, indirectly, of the Security Council resolutions implemented by that regulation in the light of the higher rules of general international law falling within the scope of jus cogens, understood as a peremptory norm of public international law from which neither the Member States nor the bodies of the United Nations may derogate. It includes, in particular, the mandatory provisions intended to secure universal protection of fundamental human rights.
The Court finds that the freezing of funds provided for by the contested regulation does not infringe the applicants’ fundamental rights as protected by jus cogens. Indeed, the contested regulation makes express provision for possible derogations, at the request of interested persons, allowing access to funds necessary to cover basic expenses. It is therefore neither the purpose nor the effect of those measures to subject the applicants lo inhuman or degrading treatment. Nor have the applicants been arbitrarily deprived of their right to property, in so far as that right is protected by Jus cogens. Indeed, the freezing of funds constitutes one aspect of the United Nations’ legitimate fight against international terrorism and is a precautionary measure which, unlike confiscation, does not affect the very substance of the right of the persons concerned to property in their financial assets but only the use thereof.

It takes some imagination, as you drive in from Mumbai airport, to realize that this will be the world’s third largest economy before most of today’s undergraduates are in their 50s. The toad is bumpy, choked with traffic, and the buildings ramshackle. Everywhere, there are signs of under-investment and poverty. But India also has a new-found economic momentum.
Its rapidly growing middle class exudes a sense of self confidence and pride. No longer do the country’s businessmen talk enviously of what China has achieved. Instead, there is a growing realization that India has some advantages that China lacks, arid that may well sustain the growth once China loses momentum. The big question for India is whether it can exploit those advantages. To do so, it will need to transform education, and especially higher education, in the course of the next decade.
Even in the past 18 months, India has gone through a period of great change. Under its technocratic Prime Minister, Manmohan Singh, it has begun to dismantle some of the bureaucratic controls that have hampered the economy for so long: in March, the Government proposed a hefty reduction in foreign exchange controls. The economy is growing almost as fast as China’s, at 7 per cent a year, although it is still only half as large; and foreign investment is beginning to flow, although last year’s influx of $6 billion was only a tenth of the amount that China attracted.
There is far to go. But India has begun to develop a growth model that differs from China’s, That country’s fabulous economic growth over the past two decades has come from manufacturing on behalf of companies elsewhere, mainly in the United States. The boom in global telecommunications and computer use has occurred largely on gadgets made in China. At the same time, China has invested massively in new roads, buildings and caber physical infrastructure. A big Chinese City is a forest of cranes and Construction projects.
India has, by common consent, invested far too little in roads, railways and airports. That is now starting to change — a great initiative called the Golden Quadrilateral is connecting the country’s four largest cities with four- and six-lane highways in the world’s largest single road-building project. Manufacturing has grown relatively slowly, burdened by bureaucracy and bad investments. But India has built a services sector that now accounts for more than half the country’s economy. That includes information technology (IT) services, such as software design or repair, and the outsourcing of business processes such as call centres and other back-office services. IT services are still only a tiny part of India’s economy — 3 per cent — but growing at a stupendous rate.
India is also building a group of companies with global reach. IT offers the most striking examples, with companies such as TCS and Infosys. Services sold across the ether do not suffer the interference and obstructions that thwart physical exports from India: bureaucratic officials, overcrowded roads and chaotic ports. But India has a growing number of companies, for instance in heavy engineering and pharmaceuticals that are making a mark on the rest of the world: companies such as Mahindra and Ranbaxy that are building markets and buying companies in other parts of the world.
This breakneck expansion, though, has sparked a national debate on the quantity and quality of education, and particularly of higher education. India’s burgeoning new industries, many keen to move up-market, have an insatiable demand for well-educated young people. Employment for Indian IT companies has been growing by almost 25 per cent a year. The three biggest employers — Wipro, TCS and Infosys — are each recruiting roughly the equivalent to the entire annual output of 14,000 IT graduates from American universities. Not surprisingly, demand has shot ahead of supply.
For years, India has had appallingly low levels of literacy: until recently, the country had half the world’s entire population of children who were not in school. The effects of such neglect will handicap India for years to come: a study of the population in 2000 found that 44 per cent of people over 15 had no education — compared with only 18 per cent in China. Now, there is a drive to achieve universal primary education within the next decade.
At the university level, the numbers are mind-boggling. The number of people attending university in India has nearly doubled in the past decade, rising from about 5 million to about 10 million today. And India has some of the best universities in the developing world.

Testing for Cystic Fibrosis in Heel Pricks
Information for parents
During the first week after the birth of your child, blood will be taken from the child’s heel. This blood is tested in the laboratory for a number of disorders. The test is very important, as the early tracing of such disorders may prevent or limit damage to the child’s physical and mental development. From January 2008, cystic fibrosis tests (CF) will be carried out also in your region. This brochure is intended to inform you about these supplementary tests.
The test
The test will be carried out with the same blood that is normally taken in heel pricks. In other words, the CF test will not put extra stress on your child.
The result
As is usual in the case of heel pricks, you will not be informed if the test shows that your child does not suffer from cystic fibrosis. If you have not been informed three weeks after the heel prick, you may assume that your child does not suffer from CF. In case of a different result, your GP will contact you.
What is CF?
CF occurs on average in one in 4,000 newly born children. In children who suffer from CF, the mucous in their bodies becomes thicker and tougher in some parts of their bodies than is normally the case. These changes cause problems in the airways and in the gastrointestinal tract. Early treatment may help reduce these problems.
Heredity
CF is one of the most widespread hereditary disorders in the Netherlands. ‘Hereditary’ means that children who have the disease were born with it. A child with CF has 2 “diseased” CF genes. This means they received one “diseased” gene each from both their parents, causing the disease. Some children receive a single “diseased” gene and one “healthy” gene. These children do not become ill and are called ‘carriers’ of the disease. CF heel prick tests do not test for carriers of a single CF gene.
Permission
We request your permission to carry out a supplementary CF test on your child. The test is free of charge. If you do not wish to give permission for a supplementary CF test, you should inform the person who carries out the heel prick test. He or she will record this on the test form, and the CF test will not be carried out.
Privacy
The Dutch Personal Data Protection Act applies to the personal and medical details involved in the blood test. This means that such data will only be used for the CF test and will not be made available to third parties.

Aqua-Mission is a unique humidity extraction system developed from proven technology used over more than three decades in the mining industry. The technology provides an integrated system delivering drinking quality water, cooling air and using the by-product heat energy to process recovered water or for the generation of electrical energy. Aqua-Mission is a system which is unique in its capabilities and effectiveness as well as in it cost efficiency.
The output water quality has been tested and certified for drinking and other uses such as for the irrigation of sensitive plants. Water extraction units can be fitted with an integrated solar or wind power generation unit allowing the system to be wholly independent of fixed power supplies making the technology significant in emergency situations as well as within the normal domestic or industrial environment.
The Aqua-Mission system is fully protected under international patent law. Aqua Society, the manufacturer, provides a comprehensive production, installation, commissioning and support service.
Capability
The Aqua-Mission system extracts water from the humidity in air, delivers cool air for air conditioning and can be used to heat water for domestic or industrial use, all from a single integrated unit.
The Aqua-Mission 25 comes on a wheeled frame measuring 2m x 1.4m x 1.8m and can produce 600 litres of drinking water during a typical 16 hour operating day, while delivering air conditioning to a 160m2 building and while being able to heat 4,000 litres of water from 10oC to 65oC. Larger units, such as the Aqua-Mission 350 operate from within a standard shipping container and can deliver 6,000 litres of drinking water each day.
Maintenance is easy as it is a very robust system which has been proven under the extreme conditions of coal mines. Reliability is an essential condition for compliance with the exceptionally rigorous German regulations and industrial standards.
Local Application
The Aqua-Mission range of products is ideally suited to countries and regions where conditions of high temperature and high humidity prevail for much of the year and in the vicinity of many of the major population centres. The potential for Aqua-Mission units to generate high quality water using their own solar power generation sources allows them to be independent of all mains supplies giving users complete confidence in their ability to withstand emergency situations of whatever sort. Systems can be tailor made for different applications and requirements.
