Please note that Fuel Cell Van is also another van that generate electricity by combining oxygen from the air with hydrogen. This can be supplied to the fuel cell in a number of ways.

There are two issues here: cell and van.

1. Cell: All of my colleagues seem to have treated the word "cell" here as a prison cell. I have never heard of a prisoner transport van referred to as a "cell van." I believe that the cell in question here is a police force unit. It could be used for surveillance (stakeout) or other purposes. This does not preclude prisoner transport, but I don't think this is its main function, because the name does not clearly indicate that.

2. Van: There does not seem to be a satisfactory Arabic word for "van." The word فان is widely used, so it is safe, but there are alternatives. The closest approximation would be حافلة ("bus"). I would use a generic term like عربة and let the accompanying description take care of the specifics.
