I have a translation doubt about this sentence, found in a cartoon:

あの子を誰よりも大事に思っている人がそばにいる
(There is someone beside her who trasures her above anyone else.)

I was wondering: does this mean that 人 is the one who cares more about あの子 in the world or that 人 cares for あの子 more than he cares for any other person?

I see that there are two possibilities, but I would think that this 人 cares for あの子 more than anyone else in the world. In other words, his (人's) love is stronger than anyone else's. It is assumed that he cares for her more than he cares for any other girl so he does not have to say it.
