'regulations for the maintenance of a clean and orderly condition within the municipality/commune'
The 'clean and orderly' seems to be the most common if you look on Google and it's more common in this context to use 'clean' rather than 'cleanness', I would say.
But if your text demands that you keep the noun forms, then you could try:
'regulations for the maintenance of cleanness and order within the.....'
I would be careful of 'cleanliness' which also carries religious and moral overtones
