I believe ’irti’ here refers to the distance between the filter and the cover of the tank or container, i.e. that the filter should not be mounted directly onto the cover, but requires a gap or standoff of 75 mm. This could be achieved for example by using a pipe with a lenght of 75 mm, running between the filter and tank.
I am assuming here that the filter is required for the ventilation of the headspace of the tank.
