In Italian “Dr.”, although similar to English, is the same as “Dott.”/“Dott.ssa”.
In Latvian, the established abbreviation is also “Dr.”

You might guess that someone who works at a court is “Dr. iur.” (doctor in law), however it would be safer to follow the source text and use just “Dr.”, even if it's unusual. Notice also that the person works in administration, so not necessarily has a degree in law.
