In Pt azenha is (should be, at any rate) specifc for "water ..."; moínho is generic; and moínho de vento is very common for its specific purpose; whereas moínho de água or ... de rodízio are rarely heard. Of course, you can write anything that is right (!!) and then some, but that is a different story.
