A continuación un poco de contexto:

Existen experiencias de parte de grupos de mujeres de asociarse para obtener préstamos, de emprender las iniciativas, pero al no disponer de suficiente capital para esperar el retorno del pago por sus servicios, no han logrado consolidarse.

Pienso que debe haber algún término en el ambito financiero que describa dicha acción.

Explanation:
After reading this a dozen times, I don't actually think "retorno" means anything more than "payment", i.e. "retorno del pago" would be simply the "payment for their services"

It seems to be talking about initiatives, esp. in Asia/Africa relating to mini/micro-loans to women (who are more trustworthy than the men, apparently - not my words) to form cooperatives but, lacking standby capital to cope with long payment dates, fail to continue.

Or, of course, I may be totally wrong.

Explanation:

agree  Gillian Holmes: I think what it actually refers to is that because they are so poor, many small business owners will provide products and services up front and then hope for payment, which doesn't always arrive.

->
not having enough capital to await the return of their investment (i.e. payment for their services)

As I understand it, they have grouped together to obtain funding/loans as the intial investment or outlay for their business activity, but lack sufficient capital to be able to wait until they finally get paid for their services (=the return on their investment)
