el pago - (Not really an answer) Explanation: After reading this a dozen times, I don't actually think "retorno" means anything more than "payment", i.e. "retorno del pago" would be simply the "payment for their services" It seems to be talking about initiatives, esp. in Asia/Africa relating to mini/micro-loans to women (who are more trustworthy than the men, apparently - not my words) to form cooperatives but, lacking standby capital to cope with long payment dates, fail to continue. Or, of course, I may be totally wrong. |
