I've found the expression "2x pay review" in two LinkedIn pages, both for people working for Nike, which may possibly be relevant given the reference to athletes in your text. Here's one:

It generally refers to the hourly rate of pay. If the regular rate is $10 per hour, 2x pay is $20 per hour. The review might cover how many hours can be worked at the double rate, for example.
