This really needs an explanation. It is income tax on individuals, not companies (ires) and it is an additional quota levied by municipalities (comuni). For some reason, in this case this tax has been suspended (exempted) on certain items. For example tax on the capital gains on an investment (shares) might be suspended until you actually sell the investment and realise a profit in cash.
