You could write "post-nomenklatura", but then - for non-specialist English readers - you'd have to explain what the nomenklatura was. But, if the first paragraph you typed in is part of your text, maybe you've done that? In which case, "post-n" is also an option.

The article could be the definite, rather than the indefinite, depending on how the whole list, in which this is "fourthly", sounds.

"New type of patronage, which replaced the so called "patronage of nomenklatura" (high-ranking functionaries enjoying special priviledges).

A bit too long but gives the idea of what "nomenklatura" means in Russian. Not just "post-Soviet", which also can be a bit confuzing
