: I think UNAMA's Afghani translator has made a mistake! This word does not mean 'eskAn-e ashAyer' (as we once used in Iran) or 'melki-sAzi' (as you want to use in Afghanistan) since this term refers to combatants, not tribes that move around.

The term استقرار عشایر is by no means equivalent to ملکی سازی. The term ملکی سازی means transfer of former military personal to civilian jobs, and that is what exactly being done by this program in Afghanistan
