I understand that "taarifa" is "tariff" and "maaleem" usually means fees or taxes, but what are these 2 terms doing together in this Tunisian document, and what do they mean? Here is the sentence:
ضبط تعريفة المعاليم المرخص للجماعات المحلية في استخلاصها
Any idea what this two-term gobbledygook is all about? Thanks.

As you may know, Tunisians speak French more than Arabic. So, On one of the Tunisian government-related websites, they used this phrase "TARIF DES TAXE " as the French translation of the phrase "تعريفة المعاليم".
The full French sentence: "ARRÊTE DE FIXATION DES TARIF DES TAXE APPLIQUE A COMMUNE JENDOUBA".
The Arabic translation they used for the French sentence: "قرار ضبط تعريفة المعاليم المرخص للجماعات المحلية في استخلاصها - بلديّة جندوبة".
The English translation of the phrase "TARIF DES TAXE" is "TARIFF OF TAX."
Plus, if you want to know more about the differences between tariff and tax, you can follow the link attached to this answer.
