The English definition of "malignant" from dictionary.com is:
1.
disposed to cause harm, suffering, or distress deliberately; feeling or showing ill will or hatred.

So to do something "malignantly" would be "to do something deliberately to cause harm." Exact statement is required for a more fine tuned translation. Also, legally a term may have a very specific meaning, so it should definitely be checked.

For legal purposes I think the portion about "intending to cause harm" seems important. Client should be consulted if there is any doubt...since merely treating someone with کینہ، بغض، عداوت is not a crime, but the intention to cause harm is definitely a crime.

I would also caution fellow translators not to rely too much on the online dictionaries since they sometimes only translate one meaning of a word, which may not even be the most common meaning, and may completely fail to fit given context, so an English to English or Urdu to Urdu dictionary should always be consulted for source term.
