This is a column heading in a military book, after "Kommandobehörde" and "Datum". Should be an easy phrase, but my brain doesn't seem to be working today - case of the Mondays I assume! With "personal" are they meaning the "personal" meaning or the "personnel" meaning (which I know would be a different word in the army)?

That's what it means, imo. But I don't know whether or not there are other expressions that are preferred in a military context.

: "Personnel/staffing notes" would be kept centrally and not in a Wehrpass (see Dr Timm's link). Your link is to a completely different context.

Since they use the plural '...notizEN', it probably refers to a group of individuals.
