Если перевод не для РФ, то лучше избегать слова *kill*, по крайней мере, оно в таких документах встречается редко, даже если речь идет об обязательном уничтожении животных, подозреваемых или больных бешенством. Несомненно, этих животных следует убивать, но если у нас можно встретить термины типа "отстрел", "уничтожение поголовья скота", то в английском языке выражаются более осторожно.
