Source text - Russian While some aid groups prepare to spend billions of dollars Dn reconstructing Haiti’s capital after the Jan. 12 earthquake— among the worst disasters ever in the Western hemisphere—the emergency operations may continue up to a year and half, aid experts said May 25 in Washington. .
“Four months after the quake, we are still into the emergency phase and will be for a long time,” said Paul Weisenfeld, USAID Haiti Task Team coordi¬nator. He spoke at a panel held by the Society for International Development in Washington.
“Everyone has lost someone,” said Mark Schneider, former USAID assistant administrator in the Bureau for Latin America and the Caribbean and currently senior vice president of the International Crisis Group. “The emergency will go on for some lime. This is a long-term project. It will take a generation to move Haiti forward."
Haiti's disaster came after two years of relative progress under President René Préval. said Sch¬neider. The Caribbean nation of 9 million is also benefiting from the presence of 7.000 U.N. peacekeepers. 3.000 U.N. police, and 1.000 international civilians.
William Canny, director of emergency operations for Catho¬lic Relief Services (CRS). said aid was difficult to deliver aftei the quake left 230.000 dead and destroyed much of the city— including government offices. Among the challenges:
► staff care was needed for Hai¬tian and foreign employees who lost family and homes;
► needs assessments and deliv¬ery of relief supplies faced blocked roads, thousands of homeless survivors, and loss of skilled staff;
► security became a problem in the first week as some aid trucks were pillaged and crim¬inals escaped from jail; and
► supplies were blocked by damage to the airport and seaport.
Canny said that troops from the U.S. Army 82'"' Airborne Division broke the logjam, helped reopen the airport and seaport, and helped with secu¬rity so that "we began to see humanitarian space to do our w ork." By the third week. CRS. w orking w ith the World Food Program, was able to organize large scale distribution of relief supplies.

«Уже прошло четыре месяца после землетрясения, но вы все еще находимся в фазе экстренной помощи, которая продлится еще неопределенное время» - отметил Пол Вейсенфельд, координатор Группы помощи Гаити Агентства США по международному развитию. Он выступил на встрече экспертов, организованной АСМР.
«То что случилось – это трагедия для каждого» - Марк Шнайдер, бывший помощник администратора АСМР в Бюро Латинской Америки и Карибского бассейна и текущий старший вице-президент Международной кризисной группы. «Экстренная помощь еще продлится некоторое время. -безопасность – является большей проблемой, т.к. наблюдались случаи грабежа грузовиков с экстренной помощью пострадавшим, также, часть преступников, воспользовавшись последствиями катастрофы, сбежали из тюрьмы;
-материалы и запасы для пострадавших поставляются в замедленном режиме из-за повреждений аэропорта и морского порта Гаити.
По словам г-на Кэнни с помощью вооруженных сил США (82я ВДД) была расчищена дорога в аэропорт и морской порт, что помогло возобновить их работу. Также войска помогают с безопасностью в регионе. В итоге, на данный момент можно увидеть кое-какой результат работы и векторы будущей деятельности спасательных групп. За три недели работы КСП с Всемирной продовольственной программой, удалось организовать большой объем поставок для оказания помощи.
