Source text - French C’est pour moi un grand honneur et un agréable devoir de prendre la parole ce jour devant l’auguste Commission des Finances et du Budget du Sénat, à l’effet de présenter le projet de budget du Ministère des Sports et de l’Education Physique (MINSEP) au titre de l’Exercice 2020. En cette circonstance solennelle, qu’il me soit tout d’abord permis de remercier avec une profonde déférence, le Président du sénat, Monsieur NIAT NJIFENDI Marcel, pour le grand intérêt qu’il a toujours porté à l’essor du sous-secteur « Sport et Education Physique ». Je tiens en outre à traduire à vous-même, Monsieur le Président ainsi qu’aux distingués membres de la Commission des Finances et du Budget de cette auguste chambre, ma profonde gratitude pour l’attention soutenue avec laquelle les activités fort sensibles du Ministère des Sports et de l’Education Physique sont suivies au quotidien. Au chapitre des préparatifs de la Coupe d’Afrique des Nations de football masculin « CAN Total Cameroun 2021 », les activités se poursuivent en s’intensifiant avec un accent particulier sur la construction et la réhabilitation des infrastructures sportives devant accueillir cette compétition. La Confédération Africaine de Football (CAF) a effectué au cours de cette année une visite d’inspection à l’effet de s’enquérir du niveau d’avancement des préparatifs. Au niveau de préparation de l’évènementiel et celle de l’organisation technique du CHAN 2020 et de la CAN 2021, en appui à la CAF, le COCAN 20-21 et ses démembrements mis en place à la faveur du décret n° 2019/295 du 04 juin 2019 portant création, organisation et fonctionnement du Comité d’organisation Local du Championnat d’Afrique des Nations de Football « CHAN Total 2020 » et de la Coupe d’Afrique des Nations de Football « CAN Total 2021 » ; Et des décisions du Président du COCAN, sont déjà à pied d’œuvre. Un mémento sur l’enseignement de l’EPS selon l’approche par compétence a été élaboré et présenté aux différentes parties prenantes. Des actions de vulgarisation de ce précieux document sont en cours sur l’étendue du territoire national. Dans le même sillage, un groupe de travail dénommé « Groupe Technique Disciplinaire » a été mis en place pour la relecture et la réécriture concertées des textes et programmes officiels d’enseignement de l’EPS selon l’approche par les compétences ; la mouture du document final issu de ses travaux est en cours de production. En application des missions qui lui sont assignées et conformément aux orientations prescrites dans la feuille de route 2019, le MINSEP s’est employé à la mise en œuvre son plan d’actions dans les volets de la coopération et du partenariat, au triple plan national, bilatéral et multilatéral. Au plan national, il s’est agi de poursuivre la consolidation du partenariat secteur public/secteur privé, notamment à travers l’implémentation du partenariat MINSEP/FEICOM qui a permis à la FECAFOOT de parachever la réhabilitation d’une dizaine de stades de football sur l’étendue du territoire. Elle a bénéficié à ce sujet grâce aux des facilités offertes par le guichet du FEICOM pour le co-financement des projets, notamment dans le cadre de mise en œuvre de la décentralisation. Dans la même veine, les concertations avec les Communautés Urbaines de Douala et de Bafoussam en vue de la signature des conventions de collaboration, se sont poursuivies. Il en est de même de notre action vers à l’égard des différents acteurs de la décentralisation, afin de s’assurer une meilleure appropriation des textes et règlements qui encadrent le transfert des compétences relevant du Sous-secteur « Sports et Education Physique ». Les termes de référence d’un atelier d’appropriation des mécanismes de la Décentralisation ont été élaborés. Faisant suite aux résolutions du Forum de la Diaspora (FODIAS) au MINREX, en 2018, les bases de la mobilisation de la diaspora sportive nationale en 2020 ont été jetées à travers la rédaction des Termes de Référence de cet évènement. En somme, ces actions de promotion du partenariat et la coopération au plan national seront intensifiées en 2020 avec une emphase sur la mise en place des plates-formes de collaboration avec les Communautés Urbaines des villes qui accueilleront la CAN 2021, l’implication des communautés locales dans la gestion des Activités Physiques et Sportives et l’exploration de nouvelles opportunités. Le MINSEP a également été présent aux réunions des experts, du Bureau de la CONFEJES et à la Conférence des Ministres, tenues respectivement au Togo et au Maroc. Le Cameroun a bénéficié, du 23 au 30 novembre 2019, d’un séminaire de renforcement des capacités des entraîneurs de haut niveau en lutte et judo. Dans le cadre de la même coopération, nous avons accompagné le processus de régularisation et de mise en conformité du statut des camerounais en poste au secrétariat général de la CONFEJES en collaboration avec le MINREX et le MINFI, poursuivi le plaidoyer pour la création d’une école doctorale à l’INJS de Yaoundé et, déclenché au sein de la Cellule Nationale CONFEJES, le processus de sélection du candidat camerounais au poste de SG/CONFEJES. Relativement au Commonwealth, l’accent a été mis sur le fonctionnement effectif de la Cameroon Commonwealth Games Association. A ce titre, cette organisation a pris part à toutes les réunions statutaires du Commonwealth Advisory Body on Sport (CABOS). Par ailleurs, notre contribution a été déterminante dans la finalisation des pourparlers en vue de la résolution de la crise à l’Union des Confédérations Sportives Africaines (UCSA) et du maintien de son siège au Cameroun, ainsi que l’installation effective du siège du Conseil du Sport de l’Union Africaine (CSUA) au Cameroun et l’élaboration du dossier technique (TDR, projet de Budget, comité d’organisation) de la 1ère réunion du Conseil des Ministres des Sports de la CEEAC. L’encadrement du sport sur le plan national a davantage porté sur la régularisation du fonctionnement des organisations et associations sportives dont bon nombre étaient encore soit victimes des dissidences post-électorales de 2013, soit dysfonctionnements ponctuels. Cet accompagnement des Pouvoirs publics a consisté à assurer l’amélioration du contrôle et de la gestion des organisations et associations sportives, dans le but d’asseoir une action plus efficace en vue de la réalisation des projets associatifs plus constructifs et durables. Le processus de renouvellement des organes dirigeants, au sein des fédérations sportives civiles nationales d’ores et déjà enclenché, se poursuit après la révision de la loi n° 2011/018 du 15 juillet 2011 relative à l’organisation et la promotion des Activités Physique et Sportives, par des séminaires d’appropriation des différents acteurs à l’effet d’un meilleur arrimage des textes des différentes fédérations à la nouvelle loi. D’autres textes spécifiques plus coercitifs sont élaborés et devraient permettre de juguler le phénomène des crises post-électorales, tributaires en partie du refus du verdict des urnes et des sanctions arbitraires internes visant à disqualifier de potentiels adversaires électoraux. S’agissant de la promotion et du développement du sport à la base, dont l’objectif est d’assurer le développement de la performance sportive locale et le rayonnement de l’image de marque du Cameroun sur l’échiquier international, le MINSEP a renforcé l’accompagnement, l’encadrement et le suivi des fédérations sportives et autres organismes exerçant dans ce domaine. Le contrôle et le suivi des associations sportives (environ 300) toutes les compétitions locales (environ une centaine) et championnats locaux (47) a pu être effectif, par le déploiement permanent des personnels auprès de ces associations. Une réflexion a été initiée dans le sens de l’amélioration de l’organisation et de l’arrimage des jeux nationaux à une stratégie globale de développement du sport de haut niveau. Dans le cadre des préparatifs inhérents à l’organisation honorable du CHAN 2020 et de la CAN Total-Cameroun 2021, le MINSEP s’est investi, grâce aux moyens mobilisés par le Gouvernement, pour le succès de ces évènements. Outre ces deux évènements sportifs, de nombreuses autres compétitions internationales ont été organisées à l’instar du Grand Prix International de cyclisme « Chantal BIYA », Course de l’Espoir etc. En ce qui concerne la participation du Cameroun aux compétitions sportives internationales, la saison sportive qui s’achève a permis aux athlètes des différentes sélections nationales d’engranger une abondante moisson soit 155 lauriers, dont 66 en or, 45 en argent et 44 en bronze. Au plan organisationnel, notre pays a pris part à 43 compétitions sportives internationales, dont 08 organisées à l’intérieur du territoire national et 35 en terre étrangère. 24 ont été entièrement financées par l’Etat, tandis que 19 ont bénéficié des fonds privés des associations nationales et internationales. Les diverses compétitions internationales tenues au Cameroun ont servi de galop d’essai pour l’organisation de la « CAN Total-Cameroun 2021 ». Dans le souci de démontrer le savoir-faire légendaire de notre peuple en matière d’organisation de grands événements sportifs, ces compétitions ont donné lieu à de grandes célébrations populaires fastes et solennelles, destinées à renforcer l’unité et l’intégration nationales, à consolider l’idéal du Cameroun qui gagne et à démontrer la dense et riche diversité de notre patrimoine culturel, touristique et artistique. En ce qui concerne la construction du complexe sportif d’Olembé, rendu à ce jour, les études concernant le Projet d’Exécution des Ouvrages (PEO), elles sont déjà réalisées à 100 % pour les stades. Au 28 octobre 2019, le niveau d’exécution physique des travaux a été évalué à 59 %. Le 29 novembre 2019, en notre qualité de Maitre d’ouvrage avons résilié le contrat passé avec l’entreprise PICCINI. Il convient de rappeler que cette décision a été prise au regard de graves défaillances de l’entreprise et de la violation de dispositions réglementaires et contractuelles, intervient par ailleurs à la suite de nombreux efforts consentis par le Gouvernement pour l’heureux aboutissement du projet, dans le strict respect de ses propres engagements. La résiliation a été décidée suite au constat de l’impossibilité pour PICCINI, de livrer l’infrastructure dans les délais requis, à cause d’une longue période d’arrêt unilatéral des travaux suivi d’un abandon du chantier. Toutefois, le gros œuvre du stade principal de 60 000 places assises est achevé. Reste à poursuivre les travaux sur l’aire de jeu et les travaux de second œuvre (Enduits, électricité, plomberie, climatisation …). A ce jour, ce site fait la fierté de tous car le stade de compétition et ses annexes sont quasiment achevés. Ces infrastructures ont été très appréciées par les inspecteurs de la CAF lors de la récente visite d’inspection en septembre 2019. Les aires de jeu des stades annexes et du stade principal sont en cours de maintenance. Le groupement LEONARDO assure la mission d’Assistance à Maîtrise d’Ouvrage et la surveillance des travaux. Les autres ouvrages du complexe sportif (Gymnase Multisports, Piscine Olympique, cours de tennis …) seront livrés en mars 2020 selon le dernier planning de l’entreprise YENIGÜN. DU SITE E : GAROUA Tous les stades de ce site avaient été identifiés pour être réhabilités, et les travaux sont en cours d’achèvement sur certains stades. Il s’agit : - du stade Omnisports de ROUMDE-ADJA pour la compétition quasiment achevé ; - du Centre Technique de Coton Sport, du stade de POUMPOUMRE, du stade du CENAJES, du stade de la Gendarmerie et du stade annexe ROUMDE-ADJA pour les entraînements. Les travaux des aires de jeu sur ces stades sont en cours de reprise suite aux défauts de mise en œuvre constaté. Sur Hautes Instructions de la Haute Hiérarchie, les stades de Poumpoumre et Gendarmerie ont été retirés du cahier de charge de PRIME POTOMAC et confiés à MOTA ENGIL. L’entreprise PRIME POTOMAC désormais est chargée des travaux des stades du CENAJES, et du Centre Technique de Coton sport de Garoua. Les maîtrises d’œuvres AMA CONSULTANTS et SOCOTEC/BETA sont en charge du suivi et du contrôle des travaux des chantiers des stades de la ville de Garoua. Les travaux du gros œuvre sont achevés dans les stades du Centre Technique de Coton Sport, de POUMPOUMRE, du CENAJES et de la Gendarmerie. Les aires de jeu dans ces stades d’entraînement sont en cours de reprise ; les vestiaires sont en cours de finition. Au stade de ROUMDE ADJIA, le gros œuvre des travaux d’extension est achevé ; les travaux de l’aire de jeu sont également achevés. Le stade annexe est achevé. Les opérations de test de mise en services sont en cours, sous la supervision de l’assistant à Maîtrise d’Ouvrage AMA Consultant. BAFOUSSAM Les travaux sur tous les stades d’entrainement de l’Ouest sont quasiment achevés. Lors de la récente visite d’inspection de la CAF, ceux-ci ont posé le problème de distances entre les sites d’entraînement et d’hébergement des équipes. C’est ainsi que la CAF a émis l’idée de construire un stade d’entrainement dans l’emprise de l’Hôtel TAGIDOR GARDEN à BANGOU. Il est également envisagé l’achèvement en urgence du stade municipal de Bafang qui pourra servir de site d’entrainement pour les équipes logés à l’Hôtel la Valée de Bana. Hôtel déjà prêt pour accueillir deux (02) équipes d’après les observations des inspecteurs de la CAF en septembre 2019.	Translation - English It is a great honour and a pleasant duty for me to address the August Finance and Budget Committee of the Senate today to present the draft budget of the Ministry of Sports and Physical Education (MINSEP) for the 2020 financial year. On this solemn occasion, may you, first of all, allow me to thank with deep respect the President of the Senate, Mr NIAT NJIFENDI Marcel, for the great interest he has always shown in the development of the "Sport and Physical Education" sub-sector. I would also like to express to you, President, and to the distinguished members of the Finance and Budget Committee of this august chamber, my deep gratitude for the sustained attention with which the very sensitive activities of the Ministry of Sport and Physical Education are monitored on a daily basis. With regard to preparations for the AFCON Total Cameroon 2021 Men's African Cup of Nations, activities are continuing and intensifying, with particular emphasis on the construction and rehabilitation of sports infrastructure to host this competition. The African Football Confederation (CAF) carried out an inspection visit during the year to check on the progress of preparations. In terms of preparation of the event and the technical organisation of the CHAN 2020 and AFCON 2021, in support of CAF, COCAN 20-21 and its branches set up under Decree No. 2019/295 of 4 June 2019 to create, organise and operate the Local Organising Committee of the African Football Championship "CHAN Total 2020" and the Football African Cup of Nations "CAN Total 2021"; And decisions from the COCAN's ¨President are already at work. A memo on the teaching of Sport and physical Education (SPE) using the competency-based approach was developed and presented to the various stakeholders. Actions to disseminate this precious document are underway throughout the country. In the same vein, a working group called the "Technical Disciplinary Group" has been set up to review and rewrite the official texts and curricula of the Sport and Physical Education (SPE) according to the competency-based approach; the final document resulting from its work is currently being drafted. In accordance with the missions assigned to it and in accordance with the guidelines set out in the 2019 roadmap, the MINSEP has worked to implement its action plan in the areas of co-operation and partnership at the national, bilateral and multilateral levels. At the national level, the question is to continue to consolidate the public-private partnership, especially through the implementation of the MINSEP/FEICOM partnership, which enabled FECAFOOT to complete the rehabilitation of some ten football stadiums throughout the country. It has benefited in this respect, from the facilities offered by the FEICOM window to co-finance the projects, particularly in the context of implementing decentralisation. In the same vein, consultations with the Douala and Bafoussam Urban Councils, with a view to signing collaboration agreements continued. The same applies to our action towards the various decentralisation actors, in order to ensure a better appropriation of the texts and regulations that govern the transfer of competences within the "Sports and Physical Education" Subsector. The terms of reference for a workshop on the appropriation of Decentralisation mechanisms have been drawn up. Following the resolutions of the Diaspora Forum (FODIAS) at MINREX in 2018, the foundations for mobilising the national diaspora sports in 2020 were laid through the drafting of the Terms of Reference for this event. In short, these actions to promote partnership and co-operation at the national level will be intensified in 2020 with an emphasis on setting up collaboration platforms with the Urban Councils of the cities hosting the 2021 AFCON, involving local communities in the management of Physical and Sports Activities and exploring new opportunities. The MINSEP was also present at the meetings of experts, the Bureau of the CONFEJES and the Conference of Ministers, held in Togo and Morocco respectively. From 23 to 30 November 2019, Cameroon benefited from a seminar to strengthen the capacities of high-level coaches in wrestling and judo. As part of the same co-operation, we accompanied the process of regularising and bringing into conformity the status of Cameroonians serving in the CONFEJES General Secretariat in collaboration with MINREX and MINFI, we also continued the advocacy for the creation of a doctoral school at INJS Yaoundé and, initiated within the CONFEJES National Cell, the process of selecting the Cameroonian candidate for the SG/CONFEJES position. With regard to the Commonwealth, emphasis was laid on the effective functioning of the Cameroon Commonwealth Games Association. As such, this organisation took part in all statutory meetings of the Commonwealth Advisory Body on Sport (CABOS). In addition, our contribution was decisive in the finalisation of the talks for the resolution of the crisis at the Union of African Sports Confederations (UCSA) and the maintenance of its headquarters in Cameroon, as well as the effective installation of the headquarters of the African Union Sports Council (CSUA) in Cameroon and the preparation of the technical file (TDR, draft budget, organising committee) of the 1st meeting of the Council of Sports Ministers of ECCAS. The national sports framework focused more on regularising the functioning of sports organisations and associations, many of which were still either victims of the post-election dissidents of 2013 or occasional dysfunctions. This support to the public authorities consisted in ensuring the improvement of the control and management of sports organisations and associations, with the aim of establishing a more effective action for the implementation of more constructive and sustainable association projects. The renewal process of the governing bodies, within the national civil sports federations already underway, continues after the revision of Law No. 2011/018 of 15 July 2011 to organise and promote Sport and Physical Activities, through seminars to familiarise the various stakeholders with the new law in order to better align the texts of the various federations with it. Other more coercive specific texts are being drafted and should make it possible to curb the phenomenon of post-electoral crises, which partly depend on rejecting the verdict of the ballot boxes and internal arbitrary sanctions aiming at disqualifying potential electoral opponents. With regard to the promotion and development of grassroots sport, the objective of which is to ensure the development of local sporting performance and the influence of Cameroon's brand image on the international scene, the MINSEP has strengthened the support,the supervision and the monitoring of sports federations and other bodies working in this field. The monitoring and the follow-up of sports associations (about 300), all local competitions (about 100) and local championships (47) could be effective through the permanent deployment of staff to these associations. A reflection has been initiated to improve the organisation and linking of the national games to a global strategy for the development of top-level sport. As part of the preparations for the honourable organisation of CHAN 2020 and AFCON Total-Cameroon 2021, the MINSEP has invested, thanks to the resources mobilised by the Government, in the success of these events. In addition to these two sporting events, many other international competitions have been organised, such as the Cycling International Grand Prix "Chantal BIYA", the Race of Hope, etc. With regard to Cameroon's participation in international sports competitions, the sporting season that is coming to an end has enabled athletes from the various national teams to reap an abundant harvest, that is, 155 laurels, including 66 in gold, 45 in silver and 44 in bronze. At the organisational level, our country has taken part in 43 international sports competitions, including 08 organised the country and 35 in foreign countries. 24 countries were fully funded by the State, while 19 benefited from private funds from national and international associations. As for the construction of the Olembe sports complex, the studies for the Project for the Execution of the Works (PEO) have already been completed at 100% for the stadiums. Until 28 October 2019, the level of physical execution of the work was estimated at 59%. On 29 November 2019, in our capacity as Contracting Authority, we terminated the contract with the company PICCINI. It should be recalled that this decision was taken in the light of the company's serious shortcomings and the violation of regulatory and contractual provisions, following numerous efforts made by the Government to ensure the successful completion of the project, in strict compliance with its own commitments. The termination was decided following the finding that it was impossible for PICCINI to deliver the infrastructure within the required time limits, due to a long period of unilateral cessation of work followed by an abandonment of the site. However, the big work of the main stadium of 60,000-seat has been completed. The national sports framework focused more on regularising the functioning of sports organisations and associations, many of which were still either victims of the post-election dissidents of 2013 or occasional dysfunctions. This support to the public authorities consisted in ensuring the improvement of the control and management of sports organisations and associations, with the aim of establishing a more effective action for the implementation of more constructive and sustainable association projects. The renewal process of the governing bodies, within the national civil sports federations already underway, continues after the revision of Law No. 2011/018 of 15 July 2011 to organise and promote Sport and Physical Activities, through seminars to familiarise the various stakeholders with the new law in order to better align the texts of the various federations with it. Other more coercive specific texts are being drafted and should make it possible to curb the phenomenon of post-electoral crises, which partly depend on rejecting the verdict of the ballot boxes and internal arbitrary sanctions aiming at disqualifying potential electoral opponents. The support also consisted in providing technical and financial support to certain bodies such as the Cameroon Professional Football League for 560,000,000 CFA francs, the FENASSCO A and B Leagues and the FENASU for the organisation of school and university games for an annual average of 50,000,000 francs. The monitoring and the follow-up of sports associations (about 300), all local competitions (about 100) and local championships (47) could be effective through the permanent deployment of staff to these associations. A reflection has been initiated to improve the organisation and linking of the national games to a global strategy for the development of top-level sport. Until 28 October 2019, the level of physical execution of the work was estimated at 59%. On 29 November 2019, in our capacity as Contracting Authority, we terminated the contract with the company PICCINI. It should be recalled that this decision was taken in the light of the company's serious shortcomings and the violation of regulatory and contractual provisions, following numerous efforts made by the Government to ensure the successful completion of the project, in strict compliance with its own commitments. The termination was decided following the finding that it was impossible for PICCINI to deliver the infrastructure within the required time limits, due to a long period of unilateral cessation of work followed by an abandonment of the site. However, the big work of the main stadium of 60,000-seat has been completed. OF SITE B : DOUALA For this site, a 50,000-seat competition stadium and the annex stadia N°1 and 2 for training are under construction in the locality of JAPOMA. To date, this site is the pride of all because the competition stadium and its annexes are almost completed. These facilities were highly appreciated by CAF inspectors during the recent inspection visit in September 2019. The playgrounds in the annex stada and the main stadium are being maintained. The LEONARDO group ensures the mission of Assistance to the Contracting Authority and the supervision of the works. The other structures of the sports complex (Multisports Gymnasium, Olympic Swimming Pool, tennis courts, etc.) will be delivered in March 2020 according to the latest planning of the YENIGÜN company. OF SITE E: GAROUA All the stages of this site had been identified for rehabilitation, and work is being completed on some stadia. They are: - The ROUMDE-ADJA Omnisports Stadium for the competition almost completed; - the Cotton Sport Technical Centre, the POUMPOUMRE stadium, the CENAJES stadium, the Gendarmerie stadium and the ROUMDE-ADJA annex stadium for training. Works on the playgrounds on these stadia are being resumed following the implementation shortcomings noted. On High Instructions from the High Hierarchy, the stadia of Poumpoumre and Gendarmerie were removed from the PRIME POTOMAC specifications and entrusted to MOTA ENGIL. PRIME POTOMAC is now in charge of the work on the CENAJES stadia and the Garoua Technical Cotton Sports Centre. The project managers AMA CONSULTANTS and SOCOTEC/BETA are in charge of monitoring and controlling the work on the construction sites of the stadia in the city of Garoua. The structural work has been completed in the stadia of the Technical Centre for Cotton Sport, POUMPOUMRE, CENAJES and the Gendarmerie. The playgrounds in these training stadiums are being resumed; the changing rooms are being completed. At the ROUMDE ADJIA stadium, the structural work for the extension work has been completed; the playground work has also been completed. The annex stadium has been completed. Commissioning test operations are in progress, under the supervision of the AMA Consultant Project Owner Assistant. BAFOUSSAM Works on all training stadia in the West are almost complete. During CAF's recent inspection visit, they raised the issue of distances between training and team accommodation sites. This is why CAF put forward the idea of building a training stadium in the right-of-way of the TAGIDOR GARDEN Hotel in BANGOU. The urgent completion of the Bafang municipal stadium is also envisaged , which stadium could serve as a training site for the teams housed at the Hôtel la Valée of Bana, already ready to accommodate two (02) teams according to the observations of CAF inspectors in September 2019.
