Source text - English HEALTH, ENVIRONMENT AND CLIMATE CHANGE
The Kingdom of Eswatini [SWAZILAND] intervenes on this topic on behalf of the 47 African Group members.
The environment is a primary determinant of individual and community health. Exposure to traditional environmental risks is higher in the African region when compared with global levels. Known avoidable, environmental risks and determinants account for 23% of the burden of disease impacting both communicable and non-communicable diseases in the African Region. Environmental risk factors now compare in magnitude to tobacco use, unhealthy diets, harmful use of alcohol and physical inactivity. Air pollution, water, sanitation and hygiene are the main drivers of these diseases. Member States are faced with a combination of both new and long-standing environmental and health challenges impacting negatively on sustainable development.
Environmental hazards impact greatly on the poor and most vulnerable groups in developing countries. Many communities in Africa live in habitats that are profoundly vulnerable to environmental change whether natural or man-made. Human influence on the environment contributes towards climate change. Changes in the frequency and intensity of weather extremes, shifts in distribution of infectious diseases and areas suitable for food production often have deleterious effects on human health. Africa experienced extreme El Nino induced weather patterns (drought and flooding) in the past few years resulting in loss of life, damage to crucial health infrastructure, conditions often contributing and worsening the malnutrition burden.
The Libreville Declaration on Health and Environment in Africa (2008) committed to jointly address environmental determinants of human health and ecosystems integrity. The adoption of the SDGs also generated renewed impetus in addressing environmental determinants of health. Climate change must be halted and its impacts dealt with urgently.
Focus must be on universal access to safe drinking-water, sanitation and hygiene, air pollution and clean energy, chemicals and wastes, climate change, vector control and health in the workplace, indoor air quality included. Many contemporary environmental risks to health are also interdependent and transboundary in nature and lie outside the direct control of individuals or the health sector alone. This therefore calls for a wider societal, intersectoral, Health-in-All-Policies and population-based public health approach. The health sector must lead this process and work with other sectors to assume its obligations in shaping a healthy and sustainable future, including intersectoral governance, evidence-based advocacy, operational programmes, surveillance and monitoring.

L’environnement est l’un des principaux déterminant de la santé individuelle et communautaire. L’exposition liée aux risques environnementaux traditionnels est plus élevée en Afrique que dans le reste du monde. Les risques et déterminants environnementaux connus et évitables représentent 23% du poids des maladies ayant un impact à la fois sur les maladies transmissibles et non transmissibles en Afrique. A l’heure actuelle,les facteurs de risques environnementaux se comparent à la consommation du tabac, aux mauvaises habitudes alimentaires, à la consommation abusive d’alcool et à l’inactivité physique. La pollution atmosphérique, l’eau, l’assainissement et l’hygiène sont les principaux vecteurs de ces maladies. Les États membres font face à une combinaison de défis nouveaux et de longues date en matière d’environnement et de santé qui ont un impact négatif sur le développement durable.
Les risques liés à l’environnement agissent considérablement sur les groupes pauvres et vulnérables dans les pays en voie de développement. Plusieurs communautés en Afrique vivent dans les habitats propices aux changements environnementaux qu’ils soient d’origine naturel ou humaine. L’action de l’homme sur l’environnement contribue aux changements climatiques. Les changements dans la fréquence et l’intensité des phénomènes météorologiques extrêmes dans la distribution des maladies infectieuses et les zones propices à la production alimentaire ont souvent des effets néfastes sur la santé de l’Homme. l’Afrique a connu des conditions climatiques extrêmes/rudes causées par El Nino ( sécheresse et inondations) au cours des dernières années, entrainant des pertes en vies humaines, des dommages à des infrastructures sanitaires cruciales, des conditions qui contribuent souvent à aggraver le problème de la malnutrition
La déclaration de Libreville sur la santé et l’environnement en Afrique (2008) s’est engagé conjointement à combattre les déterminants environnementaux sur la santé humaine et l’intégrité des écosystèmes. L’adoption des ODD a également insufflé un nouvel élan concernant les déterminants environnementaux de la santé. Le changement climatique doit être stoppé et ces conséquences doivent être examinées de toute urgence.
L’accent doit être mis sur l’accès universel à l’eau potable, l’assainissement et l’hygiène, la pollution atmosphérique et l’énergie propre, les produits chimiques et les déchets, le changement climatique, la lutte antivectorielle et la santé sur le lieu de travail, y compris la qualité de l’air intérieur. Plusieurs risques environnementaux contemporains liés à la santé sont également interdépendants et transfrontaliers par nature et échappent au contrôle direct des individus ou du seul secteur de la santé. Cette situation exige donc une approche sociétale, intersectorielle plus large de la santé pour tous et de la santé publique basée sur la population. Le secteur de la santé doit être en charge de ce processus et travailler en collaboration avec d’autres secteurs en vue d’assumer ses obligations et de façonner un avenir sain et durable, y compris la gouvernance intersectorielle, le plaidoyer fondé sur des données probantes, les programmes opérationnels, la surveillance et le suivi.
