عربي إلى أنجليزي القانون/براءات الاختراع القانون عموماً Lebanese Palestinian ID Card

This is on the second page of the ID card followed by the person's name, father's name, mother's name, etc:

جرى الإحصاء مع: اكريم

Is الإحصاء referring to "census"???
I am not familiar with the procedures for obtaining Palestinian ID cards in Lebanon but I read that Palestinians can send an older family member or middle-man to represent them. I would be grateful for some background info. Many thanks in advance.
