Certain govt bodies seem intent on translating their own official names into English without proper consultation, meaning I have to leave words like "Deputyship of XYZ" instead of "XYZ Agency/Department/etc" in the translation because that is their established title. Interestingly, some of these mis-translations become so widespread that they are essentially standard English within a certain region. I really shouldn't judge, but prescriptivism is so alluring when you're a reviewer 😅...more, + 1 other entry »

في تلك البقعة من شمال الدلتا حيث يمتد التفتيش واسعًا عريضًا لا يكاد البصر يصل الى مداه، كانت الدنيا تمر بلحظة السكون التام، حين يون الليل وما فيه من نقيق وصرير قد ولى وحين لا يكون النهار الكامل بأصواته وضجيجه قد أقبل بعد، سكون تام مطبق وكأنما ستقوم القيامة بعده، سكون جليل مهيب تتردد حتى أدق الكائنات في خدشه. لم يكن يجرؤ على خدشه الا نصف كرة أبيض كان يغوص في ماء الترعة ثم يطفو ليعود يغوص محدثا عددا غير قليل من المرات، ثم حدث أن غاص نصف الكرة مرة، وغاب أكثر من المعتاد غير أنه لم يلبث أن طفا فجأة مخترقًا الماء في ضجة عظمى، وهذه المرة وضح أن لنصف الكرة جبهة ما لبث أن وضح أن لها غينين ثم فما، ثم لم يلبث الوجه أن تكامل واستدار الرأس آخذًا طريقه الى الحافة، وكلما تقدم ينحسر الماء عن رقبة، ثم جسد أبيض من الخلف كثيف السواد من الأمام، وقرب الحافة ظهرت الذراعان، هزيلتين بالقياس الى الجدس الضخم ولكن على بطن الذراع اليمنى وشم فتاة ممسكة سيفًا وكتابة لو دققنا النظر فيها لوجدنا أنها لاسم، والاسم هو عبد المطلب محمد البحراوي.
خرج عبد المطلب من الماء، ومع أن المنطقة بأسرها كانت خالية من الأحياء، الا أنه حين أصبح في العراء انثنى على نفسه وضم يديه يخفي بهما عورته، وبسرعة كان قد ارتدى ملابسه، ملابس كثيرة مهرأة يضمها جميعًا ( بالطو ) سميك مهيب أصفر اللون ذو تاريخ حافل اذ قد اشترك في الحرب العالمية الأخيرة مع الحلفاء على هيئة خيمة، ثم انتهى كما ينتهي المحاربون القدماء الى تلك النهاية.

At this spot of land in the northern Nile Delta, where the estate spreads as far as the eye can see, the world was passing through that moment of silence, when the night with all its all the croaking and squeaking had passed, but the day, full of sounds, had not yet risen. Complete and utter silence, as if the Day of Judgement were close at hand. A sublime, awe-inspiring silence, which even the minutest of creatures hesitated to break. No one dared to disturb it, save a white sphere, which was dipping under the water of the canal and resurfacing only to dip under again, making a splashing sound which rose and resounded in the vast silence. This happened more than a few times, then at one point the half-circle sank and disappeared for longer than normal, only to suddenly resurface, breaking the surface of the water with a great noise. This time, it became clear that the sphere was a forehead, and shortly after that it had eyes, then a mouth – and then the face took shape, and the head turned to make its way toward the shore. Meanwhile, the water was receding from the neck, from a body – white on the back and dark black on the front. Near the shore appeared two arms, gaunt compared to the heavy body, but there was a tattoo on the inside of the right arm, of a girl holding a sword, and some writing. If we look closer, we find that it is a name, and the name is Abdel Mutallib Muhammad al-Bahrawi.
Abdel Mutallib emerged from the water, and although the entire area was empty of any living thing, he bent over when exposed to the elements, covering himself with his hands, and he quickly put on his clothes. Layer upon layer of tattered clothes, which were held together by a dreadful thick yellow overcoat which had a storied history – it had served in the last world war with the Allies in the tent unit, then come to its humble end here, like all veteran soldiers.

ما زالت روح البوعزيزي، ذلك الطائر الخرافي الذي أضرم النار في جسده كي يشعل جسد النظام السياسي العربي، تحلق في سماوات العالم العربي، ومعها أرواح الشهداء الذين سقطوا في تونس ومصر وليبيا. حلّقوا ويحلّقون كي تكون سماء العالم العربي وأرضه، لشعوبه، لا لطغاته. يحلّقون كي نكون، نحن من نحن، أخيراً، بكل ما تحمله الكينونة من معنى. فسلامٌ عليهم وعليهن، يسبق كل كلام.
لم يكتمل "سفر الثورة" بعد، بهناك فصول تُكتب ونحن نكتب، وأُخرى تنتظر. ولكل فصل خصوصياته وسياقه، طبعاً، وما زال في جعبة الثورة كثير، وخصوصاً أنها حالة مستمرة في تونس ومصر. لكن "تونس" – وما أدرانا ما تونس – في كل مكان. وكتاب الثورة مفتوح على مصراعيه. ومهما تؤل إليه الأمور فإن الثورة أعادت الروح إلى مفردات ومقولات وقيم كانت دُفنت تحت جثة النظام السياسي العربي حتى ظن العض أنها ماتت، لكنها أزلية خالدة: الشعب، الحرية، الاستقلال.
فركام الهزائم والكوارث السياسية والاجتماعية والفكرية منذ سنة 1967، والذي لا يرمز إلى احتلال ما تبقى من فلسطين فحسب، بل إلى بداية ظهور عوارض الفساد في الأنظمة العربية لما بعد الاستعمار، خطاباً وممارسة أيضاً، غطى على تلك المفردات حتى بدا أنها فقدت صوتها ومعانيها. فإذا كانت أنظمة الدول الوطنية تخلصت من الاستعمار الغربي المباشر وأطاحت بالأنظمة الموالية له، فإن معظمها فشل في إكمال الاستقلال بإنجاز مشاريع تأسيس أنظمة سياسية ذات مؤسسات تحترم المواطنة وتضمن الحقوق والحريات الأساسية للمواطنين، فلم يتحول إلى أنظمة مدنية، وظل الضباط الذين الرتوا الزي المدني، هم مَن يسيطر عليها في حفلة نتكرية طويلة. وتحولت الأنظمة، إن لم تكن بدأت أساساً كذلك، ألى دول بوليسية، بدرجات متفاوتة من الوحشية؛ دول تحتكر السلطة فيها نخب لم ينتخبها أحد قط (باستثناء مهازل الـ99% ومثيلاتها)، تجمعها عصبيات وروابط الدم أو المنطقة أو القبيلة. وعقدت هذه النخب تحالفات مع طبقات وشبكات رجال الأعمال والشركات المتعددة الجنسيات، فعاثت فساداً ونهباَ، وألغت، عملياً، ما كان أُنجز أصلاً، هنا وهناك، من تأتيم لثروات الشعوب وحماية حقوقها في التوزيع العادل للثروات. فجرى اعتناق الخصخصة ديناً وديدناً، وخصوصاً بعد انهيار المعسكر الاشتراكي وسيادة خطاب نهاية التاريخ وتعميم الرأسمالية الوحشية المتبرقعة تحت حُجُب العولمة والسوق المفتوحة. كما برز خطاب التوريث كمشروع وممارسة ونجح البعض في أن يرث جمهوريى أبيه، وكان الآخرون ينتظرون في الكواليس.
وإذا كان كثير من هذه الأنظمة استخدم، منذ البداية، قضية فلسطين العادلة والصراع مع الإمبريالية والاستعمار الحربائي شماعة لتعليق جميع المشكلات عليها وتبرير مختلف السياسات التعسفية والمماطلات بحجة إيلاء القضية المركزية الأولوية، فإنها، بممارساتها، وخصوصًا بعد تعميم مشروع السلام الزائف ودخول الأنظمة تباعًا إلى حظيرته يهشها الراعي الأمريكي، أصبحت في نهاية المطاف حليفة الاستعمار والاحتلال الإسرائيليين في فلسطين. كما أصبحت حليفة الاستعمار الأمريكي الجديد بوقوفها معه علانية في أثناء حرب الخليج الأولى في سنة 1991، ثم تسهيلها غزو العراق واحتلاله في سنة 2003 وانتهى الأمر بممالك النفط ومشايخه إلى أن تصبح قواعد للإمبراطورية الأمريكية، فكأننا عدنا إلى بدايات القرن العشرين، والفارق هو أن الولايات المتحدة ورثت دور بريطانيا العظمى.
وهكذا وصل النظام السياسي العربي في بدايات العقد الثاني من هذا القرن إلى قمة الإفلاس الأخلاقي والسياسي، وأصبح عاريًا في وضع تتحكم فيه في البلاد نخب فاسدة وفاقدة للشرعية، ولاء الأغلبية العظمى فيها هو لمراكز القوى الاقتصادية العالمية ولمصالح خارجية. أضف إلى ذلك تراجع الخدمات، وضعف الدولة ومؤسساتها أمام منطق السوق وقوانينها، وتعاظم الهوة بين الأقلية الفاحشة الغنى وسواد الفقر، وتفاقم الأوضاع المعيشية للأغلبية العظمى. من جانب آخر كان الإسلام السياسي الذي شجعته الولايات المتحدة ودعمت بعض نسخه، مع حليفها النظام السعودي منذ الحرب الباردة في أفغانستان، قد احتكر آفاق المعارضة السياسية وساحاتها ومفردات الخطاب الاحتجاجي وأخذ يمتد شعبيًا وثقافيًا، وخصوصًا بعد ضرب اليسار العلماني وإضعافه. وجاء الحادي عشر من أيلول/سبتمبر، وما يسمى الحرب على الإرهاب، كي يرسخا ثنائية الإسلام السياسي والدولة البوليسية، كأحد خيارين لا ثالث لهما أمام الشعوب العربية. فتم استخدام فزاعة الدولة الإسلامية وإرهاب القاعدة وشبح الحروب الطائفية ولتبرير حكم الدولة البوليسية. وزادت الولايات المتحدة في دعمها للأنظمة البوليسية.
وما كان يدعم هذه المعادلة التبسيطية السخيفة هو الخطاب الاستشراقي العنصري الذي ظل يدعي أن العرب والمسلمين حالة استثنائية، وأنهم خارج الحداثة أو ما زالوا يتمرغون بما قبلها، لا ينطبق عليهم وعلى مجتمعاتهم ما ينطبق على مجتمعات وحضارات أخرى من معادلات ومقولات. فالديمقراطية، في الخطاب الاستشراقي، مفهوم غربي المنشأ لا يمكن تجذيره في العالم العربي، ولا مكان للعلمانية في مجتمعات ذات ثقافة وأغلبية إسلامية. وللأسف، فأن كثيرًا من المفكرين والمواطنين العرب والمسلمين، أعادوا بوعي أو من دونه، إنتاج مفردات هذا الخطاب الذي كان ترسخ في أذهانهم وممارساتهم، واستحوذ عليهم فكريًا. فبدلًا من الإصرار على المقاومة لبناء دولة المواطنة المدنية، تخبط كثيرون في مشاريع ذات خطاب إقصائي ومرجعيات غيبية. والمستفيد الأول من هذا الخطاب هو النخب السياسية العربية وحلفاؤها الغربيون.
ولعل أهم إنجازات الثورات هي أنها أفحمت الجميع وبينت بما لا يقبل الشك أن العالم العربي، شأنه شأن
غيره، يمكن أن يكون في قلب الحداثة والتاريخ، وأن الشعوب العربي، مثل شعوب العالم أجمع، تحلم هي الأخرى بقيم العدالة والحرية والديمقراطية ويمكن لها أن تثور من أجلها سلميًا وتنتصر على أعتى الدكتاتوريات عندما تتوفر الشروط التاريخية واللحظة المواتية، وأنها لن تكتفي بإسقاط رموز النظام، بل ستظل تناضل، كما نرى في تونس ومصر، لإحداث ثورة حقيقية جذرية تهدف إلى تغيير علاقات القوة بين الحاكم والمحكوم، وإلى بناء مؤسسات جديدة واستحداث آليات تضمن تمثيلًا شرعيًا للشعب الذي يظل المصدر الأول للشرعية التي يصونها ويضمنها دستور حقيقي عادل.
يقودني هذا إلى مقولة "الشعب" الذي كثيرًا ما لهجت باسمه الأنظمة واستخف به الطغاة فذبحوه وقادوه إلى الحروب والكوارث بحجة الدفاع عنه. لقد رأينا الشعب، بأجمل وأبهى صوره، طيفًا تعدديًا لم تلغ اختلافاته، وإنما أصبحت مصدر قوة. لقد وجه الشعب في ثورته، وخصوصًا في مصر التي كانت على حافة بركان الطائفية، ضربة قاصمة إلى خطاب الطائفية الذي جرى ترسيخه في المنطقة في العقدين الأخيرين، وخصوصًا بعد احتلال العراق، حتى أصبح المنظار السائد لقراءة تاريخ المنطقة ولكثير من المواطنين الذين أشبعتهم بعض الفضائيات ووسائل إعلام البترول بمفردات الخطاب الطائفي المسمومة. إن تكاتف الشعب أعاد الأمور إلى نصابها، ليس بمعنى إلغاء الاختلاف وإنكار بعض التوترات التي اعتورت العلاقات الاجتماعية، وهي طبيعية، لكن بكشف دور الأنظمة وأجهزتها الأمنية في تغذية الخطاب الطائفي لإضعاف الشعب والسيطرة عليه. ولعل من أجمل المناظر من أرشيف الثورة المصرية وأكثرها تأثيرًا هو مشهد الشباب المسيحيين في ساحة التحرير وهم يشكلون سلسلة تحمي المصلين المسلمين الذين كانوا يؤدون صلاتهم. وكانت إقامة قداس مسيحي في ساحة التحرير إشارة رائعة ومثالًا يجب الاحتذاء به في المجتمعات ذات النسيج المتعدد، إلى أن الحيز العام يتسع للجميع، وأن لا مكان في عهد الثورة للتشكيك في انتماء المواطن. لقد كشفت المؤسسات الدينية (الأزهر والكنيسة القبطية) بوقوفها مع النظام ضد الثورة، مرة أخرى ونرجو أن تكون الأخيرة، تبعات إقحام الدين في السياسة وتوريط مؤسساته فيها وضرورة العمل على إنشاء دولة ومجتمع مدنيين، فهذا الأمر يحمي الدين من السياسة قبل أن يحمي السياسة من التطرف ومن خلط الحابل بالنابل. وهناك درس بليغ أيضًا للعلمانيين، وأنا منهم: علينا أن نتحرر من التوجس من مظاهر الدين وممارساته. لقد كان ميدان التحرير في القاهرة مختبرًا رائعًا لتصحيح كثير من الأفكار والتصورات الإشكالية.. فالجميع، باختلاف معتقداتهم وممارساتهم، كانوا يقاتلون دفاعًا عن الثورة في أحلك ساعاتها، وكانوا يقاتلون ويدافعون باسم قيم إنسانية عليا، عابرة للأديان والأيديولوجيات، ويقاتلون كمواطنين من أجل بعضهم البعض.
تغري الثورات دائمًا بالتغني بها وبشاعريتها لأنها تجدد الحياة، لكن يجب ألا نفرط في تحويلها إلى حدث شاعري، ويجب ألا ننسى أنها، وإن كانت تبدو معجزة نبعت من مكان خفي، إلا أنها نبعت من صميم الشعب ومن تاريخه ومن حقائق مادية. لقد قيل الكثير عن دور الفايس بوك والتويتر، ولا أحد ينكر أن هذه التكنولوجيا وفرت فضاء جديدًا للتواصل والعمل والتنظيم ولجيل جديد كي يبلور آفاقه، لكن الثورات عبر التاريخ كانت دائمًا تتويجًا لاستخدام البشر ما تيسر من أدوات بحيازتهم لتغيير أوضاعهم. إن التركيز المفرط على التكنولوجيا وأدواتها يغفل دور المواطن (وقد بالغ المحللون والصحافيون في الغرب في الاحتفال بالتكنولوجيا وبالتركيز عليها في استعلاء واضح وعنصرية مقيتة كي يجيروا ثوراتنا لمصلحتهم ويعيدوا الأصل في كل ما هو إيجابي إلى ما هو مستورد من خارج الثقافة العربية)، لكن هذا الخطاب يتناسى حقائق أساسية وتاريخًا طويلًا من العمل السياسي الاحتجاجي، ومن إضرابات واعتصامات، ومن حراك سياسي ومعارضة شجاعة كانت كلها تصب حممها في ذلك البركان الهائل الذي كان ينتظر أن يبلغ السيل الزبى. لقد جرى استحضار كثير من الثورات والحركات العالمية كمصدر إلهام لثورتي تونس ومصر، من الثورة الإيرانية إلى انتفاضات أوروبا الشرقية وسقوط جدار برلين، لكن كثيرًا من شباب الثورة المصرية ذكروا في حواراتهم وشهاداتهم الانتفاضة الفلسطينية والتظاهرات التي شاركوا فيها ضد حرب العراق في سنة 2003 كلحظات مفصلية في تشكيل وعيهم السياسي. وعلينا ألا ننسى طبعًا أن إخفاق الأيديولوجيات التي كانت سائدة عربيًا فيما مضى، لا يعني أبدًا أن تاريخًا وتراثًا مجيدًا من النضال ضد الاستعمار وضد الاحتلال ومن ثم ضد الطغيان، لم يكونا رافدًا أساسيًا في الذاكرة الجمعية. وقد شاهدنا وسمعنا واحتفلنا في أثناء الثورة بتلك الأشعار والأغاني والرموز التي تلهب حماسة الثوار والمواطنين.
ستعيد هذه الثورات إلى المواطن حقوقه الأساسية المشروعة في حياة كريمة وحريات مقدسة في ظل دولة القانون والتمثيل السياسي بأطر ديمقراطية، وستطلق عنان المواهب والطاقات البشرية الهائلة التي كانت الدكتاتورية تخنقها، كما ستعيد سيادة الشعب على ثرواته التي بددتها النخب الفاسدة. إذًا، هذه الثورات تنجز الاستقلال الحقيقي والكامل من دون هيمنة وتبعية، وتعد بنهضة على جميع الصعد، وسكون لهذا المد الثوري شأن آخر عندما يصل إلى بلاد الخليج العربي والجزيرة العربية، وقد بدأت بوادره في البحرين وعمان. وعلى الرغم من اختلاف الديناميات الاجتماعية والسياسية والاقتصادية بين دول النفط وبين تونس ومصر، وأن طوفان الثورة سيكون له نتائج مغايرة ومتفاوتة من بلد إلى آخر، فإن التغيير قادم لا محالة. إن أي تغيير جذري في ممالك النفط، وخصوصًا السعودية، سيكون له تأثيرات هائلة في المنطقة بأسرها، لأنه لن يحرر المواطنين فحسب، بل الثورات الهائلة من الهدر أيضًا، ويستثمرها في التنمية الحقيقية للمنطقة. إن القوى الاقتصادية المستفيدة عالميًا من الوضع السائد لن تقف مكتوفة الأيدي وستحاول كبح جماح الثورات، لكن الشعب أثبت أن القدر يستجيب كلما أراد الشعب، والشعوب تريد، فلماذا لا؟ وأزعم أن هذه الثورات هي بداية نهاية عصر هيمنة الإمبراطورية الأمريكية على العالم العربي.
على المفكرين والمثقفين هنا القيام بواجبهم في إنتاج خطاب جديد، لا يخطب باسم الشعب، أو يزايد على الثوار من المنابر القديمة بالنبرة ذاتها، وإنما يتعلم من الثورة. نحن بحاجة إلى خطاب يستوعب التغيرات الهائلة ويساهم في تكوين ثقافة ترقى إلى الثورة وتليق بها، وإلى إطار فكري نقدي وفكر سياسي يحميان مكاسب الثورة ويكملان المسيرة، لا من منطلق شعاراتي، وإنما على أساس الحقائق المادية والتاريخية. ولعل من دروس الثورة التي لقننا إياها شبابها وأعادوا تذكيرنا بها، هو أن لا مستحيل، وأن النضال يجب أن يكون من أجل العدالة الاجتماعية والحرية، وأن النقد الراديكالي ممارسات ضرورية لا يمكن أن تتوقف.
والكلام عن الحرية والتحرير يقودنا دائمًا إلى فلسطين. لقد هتف الثوار في تونس باسم فلسطين. إن طريق عودة اللاجئين إلى فلسطين وعودة فلسطين إلى فلسطين كان وما يزال يمر بالعواصم العربية. وها هي العواصم العربية تثور وتتحرر، الواحدة بعد الأخرى، ولن تكون العواصم الحرة منتجعات سياسية لإسرائيل. وكما قال محمود درويش في تونس وعنها: حافظي على نفسك يا تونس. سنلتقي غدًا على أرض أختك: فلسطين.

The spirit of Bouazizi, that phoenix which set itself ablaze so the Arab political order could be born anew, is still circling the skies of the Arab world. Along with it are the spirits of the martyrs who fell in Tunisia, Egypt and Libya. They have been circling so that the sky and land of the Arab world may belong to their peoples, not to their tyrants. They are circling so that we may be who we really are, finally, in all the meaning that such an existence entails. So, before all else: peace be upon them.
The Book of Revolution has not yet been completed, as there are chapters being written as we speak, and others awaited. Every chapter has its specific attributes and context, of course, and there are many arrows left in the revolution’s quiver, especially as the situation is ongoing in Tunisia and Egypt. But “Tunisia” – need I remind you what Tunisia stands for? – is everywhere. The book of the revolution is wide open. Whatever is to come, one thing is certain: the revolution has renewed the spirits of terms and values that had been buried under the corpse of the Arab political order; some even thought these values had died, but they are eternal and immortal: the people, freedom, independence. The accumulation of political, societal and intellectual defeats and tragedies since 1967 – and that accumulation refers not only to the ongoing occupation of what is left of Palestine but to the appearance of symptoms of corruption in post-colonial Arab regimes, in discourse and in practice – has obscured those terms to the point that they seemed to have lost their voice and meaning. Even though the regimes of these nation-states had rid themselves of direct Western colonialism and overthrown their puppet regimes, most of them still failed in fully realizing their independence by establishing political systems with institutions that respect the citizens and guarantee them basic rights and freedoms. Thus, they did not become civilian regimes, and instead plainclothes officers still control them as if at an extended costume party. The regimes have turned – if, in fact, they did not start out that way – into police states, at different levels of monstrosity; states in which power is monopolized by an elite that absolutely no one voted for (except those “99%” charades and the like) and who are brought together by patronage networks or by family, tribal, and regional connections. This elite has entered into alliances with classes and networks of businessmen and multinational corporations, infesting the country with rampant corruption and looting. They have rolled back, in practice, what little had been accomplished here and there up to that point: nationalization of the people’s wealth, and the protection of their rights in its just distribution. There has been a total embrace of privatization as a way of life, especially after the collapse of the socialist camp, the dominance of discourse about “the end of history”, and the spread of savage capitalism under cover of globalization and free markets. A discourse also appeared presenting hereditary rule as a legitimate project and practice; some leaders succeeded in inheriting their fathers’ republics, while others waited in the wings.
From the beginning, many of these regimes used the just Palestinian cause, and the conflict with imperialism and chameleon-like colonialism, as a hook to hang all of their problems on and justify various delays and tyrannical policies, saying that ‘the cause’ must be given first priority. Even so, in practice, and especially after the Arab regimes accepted the artificial peace process and obediently followed their American herder into the barn, they ultimately became allies to Israeli colonialism and occupation in Palestine, just as they became allies to American neocolonialism with their public backing of the First Gulf War in 1991, and facilitated the invasion and occupation of Iraq in 2003. Oil kingdoms and sheikhdoms ended up becoming bases of the American Empire, as if we had returned to the beginning of the twentieth century, with the sole distinction that the United States had inherited Great Britain’s role.
Thus the Arab political order at the turn of the second half of the century reached the peak of political and moral bankruptcy, and blatantly entered a state of rule by the corrupt and illegitimate elite, the vast majority guardians of global economic forces and outside interests. Add to this the deterioration of services, the weakness of the state and its institutions before the logic and laws of the market, the widening chasm between the obscenely rich minority and the masses of the poor, and the worsening living conditions for the vast majority. And on another side political Islam -- which the United States had abetted, supporting propping up some of its iterations, together with the Saudi regime since the Cold War in Afghanistan -- practically monopolized the horizons and spaces of political opposition and the discourse of dissent. It began to expand in popularity and cultural significance, especially after the secular left was beaten down and weakened. Then came 9/11, and the so-called War on Terror, to entrench the dichotomy of political Islam and the police state as the only options before the Arab people. The bogus threat of the Islamic state and al-Qaeda terrorism and the phantom of sectarian war were used to justify rule by police state -and America only increased its support for the police regimes.
Supporting this absurd, simplistic equation was the racist Orientalist discourse that continued to claim that Arabs and Muslims constituted an exceptional case, and that they existed outside modernity or were still wallowing in the past, so whatever equations and statements could be applied to other societies and civilizations could not be applied to them. Democracy, in Orientalist discourse, is a Western-developed concept which cannot be transplanted to the Arab world, and secularism has no place in majority-Muslim societies. Unfortunately, many Muslim and Arab intellectuals and citizens, consciously or unconsciously, have reproduced the terms of this discourse which was etched into their minds and their behavior and overpowered them intellectually. So instead of persisting in the resistance to build a civil state, many stumbled into projects with marginalizing rhetoric and fanciful revisionism. The primary beneficiary from this scenario is the Arab political elite and their Western allies.
Perhaps the most important achievement of the revolutions was that they dumbfounded everyone and proved (that which is true) beyond a shadow of a doubt: that the Arab world, like everywhere else, could be at the heart of modernity and history. That the Arab peoples, as all the peoples of the world, dream like everyone else of realizing the values of justice, freedom and democracy, and can revolt peacefully to realize these values and prevail over the most powerful dictatorships, when provided with historical conditions and the suitable moment. They will not be content simply with the overthrow of the symbols of the regime, but will continue struggling, as we see in Tunisia and Egypt, to effect a real, radical revolution. A revolution which aims to change the power dynamic between ruler and subject, build new institutions, and create instruments of governance which guarantee legitimate representation for the people. This representation remains the primary source of legitimacy protected and guaranteed by an actual just constitution.
This leads us to the term “the people”, in the name of which regimes have often spoken, and which tyrants have treated with disdain, massacring them and leading them into wars and catastrophes under the pretext of defending them. In their most beautiful and splendid form, we have seen the people as a diverse spectrum, the variances within which are not erased, but instead becoming a source of power. In their revolution, and especially in Egypt which was on the verge of erupting into sectarianism, the people (have) dealt a crushing blow to the sectarian discourse which had become entrenched in the region over the course of the past two decades, especially after the occupation of Iraq. This discourse had become the prevailing lens through which to read the history of the region for the many citizens who were fed the poisonous terminology of sectarian discourse by some of the satellite channels and petro-media. The solidarity of the people has redressed the balance, not in the sense of erasing differences and denying the natural tensions which have plagued social relations, but in the sense of uncovering the role of the regimes and their security apparatuses in feeding people sectarian discourse to weaken and subjugate them. Perhaps one of the most beautiful and affecting scene in the archives of the Egyptian revolution is that of Christian youth in Tahrir square forming a human chain to protect Muslim worshippers performing their ritual prayers. Likewise, the convening of a Christian mass in Tahrir square was a spectacular, perfect message which should be imitated in societies with pluralistic social fabric, so the public domain can expand to have space for everyone, and so there is no place for questioning the belonging of the citizen in this age of revolution.
Religious institutions (al-Azhar and the Coptic Church) have revealed, in standing with the regime against the revolutions once again (hopefully for the last time), the consequences of religion and religious institutions interfering and meddling in politics, and the necessity of working to build a civil state and society. Such a state would in fact protect religion from politics more than it would protect politics from religious extremism and muddling. There is also a valuable lesson for secularists, including myself, here: we must free ourselves from our apprehension about expressions and practices of religion. Tahrir Square in Cairo was an excellent space to correct many problematic ideas and conceptions. Everyone, of various persuasions and practices, was fighting to defend the revolution through its darkest hours, fighting and defending themselves (publicly) in the name of humanistic values, transcending religions and ideologies, fighting for each other as citizens.
Revolutions and their idealism always tempt infatuation, because they renew life. But we should not go too far in romanticizing them, and we must not forget that even if they seem to be miracles of obscure origin, they actually originate in the core of the people, their history, and their material realities. Much has been said about the role of Facebook and Twitter in these revolutions, and no one denies that this technology provided a new space for communication and organization, and for expanding the horizons of a new generation. But revolutions throughout history have always been the culmination of humans’ use of the tools in their possession to alter their conditions. Excessive focus on the role of technology and its tools disregards the role of the citizen (analysts and journalists in the West excessively celebrated this technology and over-emphasized its role, with a clearly patronizing attitude and odious and racist tone, to endorse our revolutions for their own interests and to trace everything positive back to something imported from outside of Arab culture). But this discourse neglects the basic facts: a long history of dissenting political action, strikes, sit-ins, political movements, and a daring opposition which was filling that massive volcano which was waiting to erupt with hot lava. Many revolutions were drawn upon as a source of inspiration for the Egyptian and Tunisian revolutions, from the Iranian revolution to the uprisings in Eastern Europe and the fall of the Berlin wall. But many Egyptian youth cite, in their dialogue and testimonies, the Palestinian intifada and the demonstrations they had taken part in against the Iraq war in 2003 as the defining moments in the formation of their political consciousness. Of course, we must not forget: the fact that past ideologies which were prevailing among Arabs failed to ignite revolutions does not mean that a history and glorious legacy of anti-colonial, anti-occupation, and later anti-tyrannical struggle are not a major tributary of the collective memory. Indeed, we have witnessed, heard and celebrated these slogans, songs and symbols which ignited the passion of the revolutionaries and citizens throughout the revolution.
These revolutions will restore to the citizens their basic, legitimate rights to sacred freedoms and a dignified life under a state of laws and political representation under within a democratic framework. The revolutions will unleash the massive amounts of talent and human potential which the dictatorship was strangling, just as it will return the sovereignty of the people over their wealth which the corrupt elite had squandered. Thus, these revolutions are accomplishing real and complete independence, free of foreign hegemony and dependency, and represent a veritable renaissance at all levels of society. The revolutionary tide may take a different form when it reaches the Gulf states and the Arabian Peninsula, indications of it having already emerged in Bahrain and Oman. Despite the differences in social, political and economic dynamics between the oil-rich states, on the one hand, and Tunisia and Egypt on the other; that the wave of revolutions will have differing and divergent results from one country to another; and that the ambitiousness of the demands may differ vary from one place to another – the coming change is inevitable. Any radical change in the oil-rich monarchies, especially Saudi Arabia, will have massive consequences in the entire region, because it will not only liberate those citizens but also save that wealth from being wasted, and invest it in real development in the region. The economic forces which benefit on a global scale from the status quo will not sit idly by, and will work to curb all revolutions, but the people have shown that fate favors the will of the people - and the people have willed. And why not? I claim that these revolutions are the beginning of the end of the age of American imperial hegemony in the Arab world.
Thinkers and intellectuals here must fulfill their duty in producing a new discourse, one which does not speak in the name of the people, and does not seek to one-up the revolutionaries from the same old pulpits in that same old tone, but seeks instead to learn from the revolution. We need a discourse which understands the massive ongoing changes and assists in the formation not only of a culture which rises to the level of the revolution and advances alongside it, but also of a critical intellectual framework and political outlook which protect the gains of the revolution and see them through. This will not be premised upon empty slogans, but upon material and historical realities. Perhaps one of the lessons of the revolutions which its youth taught us and reminded us of is that nothing is impossible, and that the struggle must be on behalf of freedom and social justice, and that radical critique is a necessary practice which must never stop.
Talking about freedom and liberation always leads us to Palestine. The revolutionaries in Tunisia chanted in the name of Palestine. The path of the refugees’ return to Palestine, and Palestine’s return to itself, has always run through the Arab capitals, and still does. And here we see the Arab capitals, revolting and liberating themselves, one after another – and these liberated capitals will not be political safe havens for Israel. As Mahmoud Darwish said in Tunisia, and of Tunisia: “Hold fast, Tunisia, for we shall meet again in your sister-land, Palestine.”

كان مشروع المحطات النووية في الضبعة قد أثار كثيرا من الجدل على الساحة العامة
كانت هناك بطبيعة الحال آراء مساندة للمشروع ، سواء عن اقتناع أصحابها بأهمية الطاقة النووية وقيمتها، أو عن اقتناع بضرورة مساندة قرارات الحكومة بشكل عام والقرارات التي تحظى بتأييد مؤسسة الرئاسة بشكل خاص. وساد على الساحة الاعلامية توجه نحو تسييس المشروع ووصفه بأنه إنجاز وطني، وأنه يحقق "الحلم النووي" الذي يرفع مصر إلى مصاف الدول المتقدمة وأن مساندة " المشروع النووي" دليل على الإخلاص والولاء الوطني.
لكن كان هناك أيضا الكثير من الأراء والأصوات التي عبرت عن اعتراضها أو أثارت تساؤلات أو مخاوف حول المشروع. وبدلا من فتح حوار مجتمعي واسع يقوم على مناقشة الحجج ونشر المعلومات كما تشجع التوصيات الدولية ، صدر قرار حظر النشر في " مشروع الضبعة" بأمر من النائب العام، ابتسر ما كان قد بدأ من حوار
ونستعرض فيما يلي أهم الموضوعات التي انتظمت حولها معظم الآراء المعارضة للمشروع
1- اعتراضات لأسباب اقتصادية واستراتيجية
مثل الاعتراض بسبب ارتفاع تكلفة البناء وأيضا طول مدة الإنشاءات وكذلك ارتفاع سعر الكهرباء النووية مقارنة بغيرها خصوصا مع وجود بدائل كثيرة أفضل أرخص سعرا مثل الطاقات المتجددة، ومثل أعتراضات لأسباب استراتيجية تتعلق بخطورة الاعتماد على الخارج في توفير الوقود والتخلص من الوقود المستنفد ومن الاعتمادية الشديدة على روسيا ومن تأثير الاعتبارات السياسية على حرية اتخاذ القرار المصري
كذلك اعتراضات على القرض الروسي الذي يحتسب القرض الأكبر في تاريخ مصر وتأثيره على الاقتصاد . كما كانت هناك اعتراضات رجال الأعمال على اختيار موقع الضبعة في الساحل الشمالي المتفرد في إمكانياته الطبيعية وأن هذا يهدر فرص التنمية السياحية الأفضل اقتصاديا من المحطة النووية من وجهة نظرهم
2-- اعتراضات على عملية اتخاذ القرار وغياب الحوار والمشاركة والشفافية
وذلك لأن عملية اتخاذ القرار المنتهى بتوقيع الاتفاقية لم تكن واضحة ولا معلنة ولم تأت معبرة عن تشاور كاف داخل المجتمع أو شراكة فى صنع القرار خصوصا مع مع تراجع أدوار مؤسسات الدولة أمام مؤسسة الرئاسة والأجهزة المحيطة به، كذلك لم تنشر الاتفاقية المتعلقة بإنشاء وتشغيل المحطة النووية ، واعتراضات على تراجع دور البرلمان حيث لم تعرض اتفاقية القرض على البرلمان بالمخالفة للدستور ، وحيث تم عرض مشروعات القوانين الثلاثة والموافقة عليها في نفس الجلسة في عجالة ودون فرصة حقيقية للنقاش
أيضا بسبب عدم معرفة تفاصيل ما تم التوقيع عليه ، أو نشر دراسات الجدوى الاقتصادية أو دراسات تقييم الأثر البيئي خصوصا وأن المؤتمر الشعبي للحوار المجتمعي الذي عقد في الضبعة تم إدارته بطريقة صورية دون مناقشة تفاصيل المشروع بجدية او اتاحة فرصة للحوار بشأنه.
واعترض بعض المسئولين داخل الهيئات النووية نفسها على عدم مشاركة الخبراء والكوادر من هذه الهيئات حول الملف ولا حول ملفات أخرى هامة في المجال النووي.
3- اعتراضات على ملائمة المشروع لمصر بسبب ضعف الخبرات والكفاءات
وقد جاءت هذه المعارضات في معظمها من الخبراء والباحثين فقد اعترض عدد من خبراء الطاقة النووية منهم المدير السابق لهيئة المحطات النووية على المشروع لأن مصر تفتقر حاليا إلى الخبرات المدربة في كافة المستويات والقطاعات القادرة على ادارة مشروع معقد مثل المحطات النووية. وأن منظومة التعليم العالي في مصر غير قادرة على سد هذا النقص بسرعة. وقد اعترض أيضا رئيس نادى تدريس هيئة الطاقة الذرية، الذي يرى أننا لا نمتلك أى خبرات فى تشغيل المفاعلات النووية، وأن شروط بناء الكوادر مفقودة في الوضع الحالي ، وأنه لا يمكن تحقيق نهضة حقيقية دون إصلاح منظومة التعليم والبحث العلمى بمصر أولا.
4- اعتراضات على المشروع بسبب ضعف الإطار التنظيمي والرقابي النووي
حيث كان رأي البعض ومنهم المدير السابق لهيئة المحطات النووية أن القانون لا يعطي وزن كافي لاعتبارات الأمان النووي وأن هناك نفوذ قوي للسلطة التنفيذية في هيئة الأمان النووي ما يضعف استقلاليتها ، خصوصا وأن القانون يخلو من الاشارة إلى مرجعية القوانين والمعاهدات الدولية
جدير بالذكر أن مصر لم تصدق على اتفاقية الأمان النووي حتى الآن بالرغم من أنها قامت بالتوقيع عليها عام 1994. تعتبر مصر وايران الدولتان الوحيدتان الغير منضمتين إلى اتفاقية الأمان النووي، وينشئان مفاعلات نووية. https://www.iaea.org/topics/nuclear-safety-conventions/convention-nuclear-safety
وقد اعترض باحثين في البيئة على ضعف قدرات هيئة الرقابة النووية والاشعاعية حتى مقارنة مع مثيلاتها في دول مجاورة وأنها لا تقوم بدورها بكفاءة في الرقابة على مجالات قائمة بالفعل في الطب والأبحاث ومجال توعية الجمهور. كما اعترضوا على أن تعديل القوانين الذي تم أخيرا يزيد من ضعف هيئة الرقابة النووية الضعيفة أصلا.
ا5- اعتراضات بسبب مخاوف من الحوادث النووية
وقد نشر بعض الكتاب مقالات عن عواقب الحوادث النووية وعن الحلم النووي الذي سيتحول إلى كابوس نووي، كما كانت هذه المخاوف الشاغل الأكبر للجمهور الواسع من غير المتخصصين، والذي عبر خلال منصات التواصل الاجتماعي عن هذه المخاوف التي يرون أن لها مايبررها ظل ضعف كفاءة الأداء وضعف الإدارة والبنية التحتية والتعليم والفساد #المفاعل_النووي_المصري ،
ترجمة - أنجليزي Community Discussion and the Dabaa Nuclear Project
International guidelines and practices indicate the necessity of establishing a dialogue throughout society to reassure the populace and respond to their fears and inquiries. As such, public acceptance of the project via provision of information and continuous updates – not covering up information – are a condition of establishing a nuclear reactor in any country in the world.
The nuclear plant project in Dabaa provoked much discussion in the public sphere.
Of course, there were those supportive of the project, either because they were convinced of the importance and value of nuclear energy, or of the necessity of supporting the government’s decisions in general or the decisions made to support the institution of the presidency specifically. A tendency to politicize the project predominated in the media, which characterized it as a national achievement which fulfilled the “nuclear dream” and would raise Egypt to the ranks of advanced countries. Support of the “nuclear project” was characterized as evidence of one’s loyalty to national authority.
But there were also many opinions and voices which expressed their opposition, or raised questions or fears about the project. Instead of initiating a widespread community dialogue based on discussion of the issues and publication of information, as encouraged by international recommendations, the Attorney General issued a ban on publishing information about “the Dabaa project”, and prematurely shut down what discussion had begun.
We present the following as the most important objections around which most opinions opposing the project have revolved.
1 – Objections for strategic or economic reasons
These objections are due to the high cost of construction and the long construction time, as well as the high cost of nuclear energy compared to other sources, especially given the presence of many preferable and cheaper options, including renewable energy. They also include strategic reasons related to the danger of reliance on outside sources for fuel provision and disposal of spent fuel as well as extreme dependency on Russia and the effects of political considerations on the freedom of Egyptian decision-making.
There are also objections to the Russian loan, which is estimated to be the largest loan in Egyptian history, and its effect on the economy. There are also objections from businessmen to the choice of the Dabaa location on the north coast, which has unique natural potential. This destroys opportunities for tourism development, which is economically preferable to the nuclear plant in their opinion.
2 – Objections to the decision-making process and the absence of dialogue, participation and transparency
There are objections to the decision-making process that resulted in the signing of the agreement, which was neither clear nor public, and which did not follow sufficient consultation in society or participation in making the decision, especially given the receding role of state institutions before the institution of the presidency and its surrounding apparatus. The agreement regarding the construction and operation of the nuclear plant was also not published, and there are objections to the receding role of the parliament, as the loan agreement was not brought before parliament, in violation of the constitution. The three bills were presented and approved in the same session, in haste and without a real opportunity for discussion.
There are also objections to the lack of knowledge of the details of what was agreed upon and the lack of publication of economic benefit studies or environmental impact analyses. The public conference on social dialogue, held in Dabaa, was run deceptively, without serious discussion of the details of the project or the chance for dialogue on the issue.
Some members of the nuclear agencies themselves opposed the lack of participation of experts and staff from these agencies, either in this issue or in other important issues in the realm of nuclear energy.
3 – Objections to the inappropriate nature of the project for Egypt due to a lack of competence and expertise
Most of this opposition came from experts and researchers. A number of nuclear energy experts, including the former director of the Nuclear Power Plants Authority, opposed the project because Egypt is currently lacking in trained expertise, on all levels and in all sectors, capable of running a complicated project like a nuclear plant. The higher education system in Egypt is not capable of quickly compensating for this shortcoming. The director of the teaching club of the Atomic Energy Agency also opposed it, seeing that that we do not possess any expertise in operating nuclear reactors, that conditions for building a workforce are lacking in the current situation, and that a true revival is not possible without reform of the education and scientific research system in Egypt first.
4 – Objections to the project due to the weakness of the nuclear regulatory and organizational framework
Some, including the former director of the Nuclear Power Plants Authority, saw that the law did not give proper weight to nuclear safety considerations, and that there was strong influence from the executive commission on the nuclear safety commission, which weakened its autonomy, especially as the law lacked any indication as to the authority of international laws and agreements.
It is notable that Egypt has not ratified the Convention on Nuclear Safety, in spite of the fact that it signed it in 1994. Environmental researchers have objected to the weakness of the Nuclear and Radiation Regulatory Authority, comparing it to its counterparts in neighboring countries, and saying that it does not play enough of a role in monitoring areas related to health, research, and awareness-building. They also objected to the fact that the amendments which finally occurred increase the weakness of the already-diminished Nuclear Regulatory Authority.
5 – Objections due to fears of nuclear accidents
Some writers have published articles about the consequences of nuclear accidents and about the nuclear dream turning into a nuclear nightmare. These fears are the biggest concern to the wider non-expert population. They have expressed these fears, which they see as justified because of weak efficiency, administration, infrastructure and education, as well as corruption, over social media with the hashtag #المفاعل_النووي_المصري .
