The National Commission for Academic Accreditation and Assessment has been established in the Kingdom of Saudi Arabia with responsibility for determining standards and criteria for academic accreditation and assessment, and for accrediting post secondary institutions and the programs they offer. The Commission is committed to a strategy of encouraging, supporting and evaluating the quality assurance processes of post secondary institutions to ensure that quality of learning and management of institutions are equal to high international standards. These high standards and levels of achievement must be widely recognized both within the Kingdom and elsewhere in the world.
This handbook has been prepared to assist institutions to introduce and develop internal quality assurance processes and to prepare for the external peer reviews that the Commission will conduct to verify the achievement of high standards of performance.
Part 1 of the Handbook is intended to give a general overview of the system for quality assurance and accreditation. It describes the principles that underlie the approach taken by the Commission, summarizes standards that will be applied in quality assurance and accreditation judgments, and briefly outlines the stages involved in the approval of institutions and accreditation of programs. This handbook also includes an explanation of a number of terms used in the process.
Part 2 of the Handbook focuses on internal quality assurance processes. It provides advice on establishment of an institution’s quality center, processes of planning, evaluation and internal reporting on educational programs, and self study and improvement of institutional activities. Templates for use in preparing reports are included in appendices.
Part 3 of the Handbook provides details of what is required in preparation for and conduct of external reviews. These may relate to applications for approval and accreditation of a new institution, the accreditation or re-accreditation of programs, or the periodic five yearly external reviews of institutions.
Parts 1, 2 and 3 of the Handbook should be read in conjunction with several other key documents, a National Qualifications Framework setting out the learning expectations and credit requirements for levels of academic and technical awards and statements of standards for quality assurance and accreditation covering eleven areas of activity in post secondary institutions. The two primary standards documents are Standards for Quality Assurance in Higher Education Institutions and Standards for Quality Assurance of Higher Education Programs. Both of these are accompanied by companion documents providing self-evaluation scales for assessment of performance in relation to the standards. Supplementary documents dealing with special issues relevant to distance education, and to programs in different special fields are in preparation. Separate statements of standards for technical education will also be provided. These documents explain the standards expected for accreditation by the Commission and are intended to serve as important guides for continuing improvement in quality.
CHAPTER 1
PRINCIPLES AND PROCESSES
Summary of Arrangements
The National Commission for Academic Accreditation and Assessment has responsibility under its By-law for establishing standards and for accreditation of all post secondary institutions and all post secondary programs other than military education. Its responsibility relates to both institutions as a whole and to the individual programs they offer. Details of how these responsibilities will be carried out are provided in this handbook.
The Commission is an independent authority reporting directly to the Higher Council. Its role is separate from that of the Ministries and other government agencies to which institutions are administratively accountable and which may establish regulations and reporting requirements for the institutions for which they are responsible.
The Commission’s responsibilities relate to quality issues, which include the resources available, processes followed, the quality of services provided and the quality of students learning. The Commission has established required standards in eleven broad areas of activity, and has developed a National Qualifications Framework that specifies generic standards of learning outcomes for each level of qualifications.
The Commission expects that institutions will establish internal quality assurance systems that ensure high levels of quality in all of the eleven areas addressed in the standards. These internal systems must include processes of strategic planning in relation to appropriately defined institutional and program mission statements, and reporting procedures based on evidence of quality of performance. Periodic comprehensive self-studies must be undertaken to assess performance and plan for improvement. These self-studies are followed by independent external peer reviews that verify the conclusions of the self-studies and consider performance in relation to international standards. The Commission considers the reports from these independent external reviews in making its decisions on accreditation.
Existing institutions are expected to introduce quality assurance systems as soon as possible during a transition period lasting several years and will be assessed for accreditation progressively during that period. New institutions are expected to develop plans for their quality assurance systems before they receive their license to operate and to introduce those systems as soon as they begin to operate.
For new institutions plans for establishment of the institution and for planning and delivering its programs will be reviewed to check that if properly implemented they will meet the Commission’s quality requirements and any additional requirements established by the Ministry to which the proposed institution will be responsible.
If the Commission believes the plans are satisfactory it will be give provisional accreditation for the institution to offer programs in certain fields up to specified levels, and will give provisional accreditation for programs for which details have been provided. If the plans also meet other government requirements a license will be issued to allow the institution to commence operating. At a later stage the Commission will conduct a further review to determine whether the plans have been properly implemented. If accreditation requirements are met at that later stage the “provisional” designation will be removed.
Existing institutions, and new institutions after they have achieved full accreditation, will be reviewed for re-accreditation once every five years. Programs will also need to be re-accredited on a five yearly basis.
These arrangements will be progressively introduced during a transition period expected to extend over a period of three to five years. During this transition period the plans for new institutions will be reviewed as described above. The reviews of existing institutions will be phased in as quality assurance processes are put in place within the institutions, and self-studies are carried out.
Some institutions have already involved international accrediting agencies in reviews of their programs. These accreditation reviews will not replace the reviews to be carried out by the Commission, but the results will be taken into account by it when its reviews are undertaken.
Principles Underlying the System for Accreditation and Quality Assurance
1. Responsibility for quality rests with institutions delivering programs.
The institutions delivering programs in Saudi Arabia are responsible for the quality of those programs and for the quality of all of their facilities and activities. An “institution” is the legal entity established in Saudi Arabia with authority to grant academic awards.
The principle of institutional responsibility has a number of important implications.
First, while an external organization such as the Commission can have an important role in assisting institutions to plan and introduce strategies for improvement and in evaluating and publicly reporting on what is achieved, this does not remove responsibility from the institution. An external authority can help and can verify achievements, but it cannot deliver quality.
Second, although an institution may decentralize some of its responsibilities or delegate authority to an internal unit such as a College or Department, this does not remove responsibility from the institution as a whole. Institutional reviews of quality by the Commission will deal with the total institution and reviews of programs will deal with everything that affects its quality regardless of whether matters are the responsibility of the department concerned.
Third, if an institution in Saudi Arabia delivers a program that has been developed elsewhere, it is still the institution in Saudi Arabia that must accept responsibility and will be accountable for the quality of the programs it offers. This is the case even where an academic or vocational award may be issued by a partner institution in another country. An international institution wishing to operate in Saudi Arabia must establish a legal entity within the country, must meet the quality requirements for an institution of its type in Saudi Arabia regardless of any accreditation or quality requirements in its own country, and must provide sufficient resources and facilities within Saudi Arabia to satisfy accountability requirements.
2. Quality relates to all of an institution’s functions and activities.
Quality assurance processes in institutions should involve not only the educational programs, but also other matters such as the facilities and equipment, staffing, relationships with the communities served by the institution and the administrative processes that link all these together. This means that a quality assurance system should involve individuals and academic and organizational units throughout an institution, not only those directly involved in the delivery of educational programs.
Within each of these internal units consideration should be given to their inputs, processes and outcomes, with an emphasis on the quality of the outcomes of the services they provide. In the past considerations of quality were largely based on inputs such as the qualifications of faculty, provision of equipment and facilities and adequacy of resources. However, while these are still important the emphasis has shifted. The most important consideration is the quality of outcomes, although inputs and the processes used are still significant and standards relating to them must be maintained.
3. Emphasis should be on support for continuing quality improvement rather than on satisfying required standards.
The primary objective of the system for accreditation and quality assurance is continuing improvement and this orientation will permeate all of the Commission’s activities. The system is based on a fundamental assumption that institutions wish to operate with high and increasing levels of quality, comparable to, and wherever possible exceeding international standards. The most important function of the Commission is to assist institutions in achieving those improvements.
An important consideration in accreditation judgments will be the existence and effective use of quality improvement mechanisms. Institutions will be encouraged to work towards continuing improvement beyond minimum requirements in all of their activities.
However the Commission does have a statutory obligation to ensure that necessary standards are achieved. Provided this is done, accreditation will be granted, but if inadequate standards are found accreditation will be denied. Approval and accreditation can only be granted when required standards are met.
4. Supportive relationships are essential.
Relationships of trust and support are essential within institutions and between institutions and the Commission and the reviewers with whom it works. No institution or program is perfect, and there is always scope for improvement. Willingness to acknowledge weaknesses and mistakes and work to deal with them is considered a strength, not a weakness. It must be possible for individuals, for groups within institutions, and for institutions as a whole, to frankly acknowledge difficulties and discuss plans for overcoming them without fear of damage to reputation. On the other hand attempting to conceal problems is a serious weakness that will be open to criticism.
This means that the style of interaction within an institution that is effectively working for quality improvement, and between the Commission and the institution during external reviews, should be characterized by cooperation, openness and transparency, sensitivity to mission and objectives and constructive support in identifying and resolving difficulties.
5. Assessments of quality must be evidence based and independently verified.
Conclusions about quality should be based as far as possible on directly observable evidence rather than subjective judgements. Indicators of achievement should be identified in advance, related to valid benchmarks to establish appropriate standards of performance, and systematically reviewed. Where interpretations are required, for example where indicators provide indirect evidence of achievement of objectives, interpretations should be independently verified.
6. Diversity should be encouraged.
Flexibility in organizational arrangements is necessary to meet the needs of different communities, to respond to differing missions and to reflect the differing circumstances and resources of different institutions. Allowing diversity is also essential if creativity and innovation are to be encouraged and improvements are to develop over time. Specific requirements for meeting quality standards may vary for different types of institution. For example research may be an important element in the work of some institutions and not for others, and the way an institution interacts with its community should differ for a large public university and a small college in a remote community.
However, while there are important differences in expectations for some criteria, the quality of learning expected for academic awards does not vary. If community confidence in the system of post secondary education is to be maintained it must be possible to rely on consistent standards of student achievement no matter what kind of institution students attend or how their programs are organized.
7. Stakeholders should have substantial involvement in planning and review processes with feedback regularly obtained, analyzed, and responded to.
Stakeholders include students and graduates, staff, employers, providers of funds, members of the communities served by the institution and any other groups with which the institution is involved. The stakeholders have a right to be involved, but even more importantly, have perspectives that need to be considered if a system for quality assurance is to be effective.
8. Total institutional commitment to quality improvement should be achieved through effective leadership and widespread involvement.
A good higher education institution should be a learning organization, in which all faculty and staff are involved in evaluating their performance and that of the units within which they work. Everyone should be encouraged to offer ideas and plan for improvement following evaluations. This will not happen unless there is effective leadership and coordination at the level of the institution as a whole, but this leadership and coordination must be combined with wide participation in evaluation, planning and reporting. While effective leadership is essential at the most senior levels of the institution, it is at least equally important at the level of internal academic and administrative units.
Internal Quality Assurance Processes
All post secondary institutions are expected to have effective and comprehensive quality assurance systems.
For a new institution a quality assurance system should be an integral part of the plans for its development. Plans for the quality system should deal with monitoring and improving the quality and effectiveness of all programs to be offered and also with the quality of the institution as a whole and the various academic and administrative units and functions within it. The role and processes to be followed by a quality unit or center should be described.
For an existing institution processes of quality assurance should be fully integrated in all parts of the organization. More detailed descriptions of these expectations are set out in the second handbook, which deals with internal quality assurance processes, and in the standards documents developed by the Commission. In summary, the expectations include leadership and coordination of quality assessment and improvement processes based on the mission and goals of the institution; preparation of detailed planning and reporting procedures; and implementation of those procedures in a continuing cycle of annual planning, monitoring and review. More comprehensive self-studies should be conducted periodically. These more comprehensive self-studies serve as a vital review and planning mechanism for the institution itself and also as the basis for independent external reviews by the Commission.
For an existing institution that does not yet have such a system, arrangements for internal quality assurance would normally start with the establishment of a quality unit or center, appointment of key staff to that centre and appointment of a quality committee drawn from all sectors of the institution.
Part of the institution’s responsibility for its own quality assurance involves assessing itself against appropriate standards using external benchmarks or reference points. These may be descriptions of standards provided by the Commission, benchmarks relating to the performance of other comparable institutions within Saudi Arabia or elsewhere, or the opinions of independent evaluators with relevant experience in post secondary education. In some cases institutions use the judgments made by international accrediting bodies for this purpose. Although evaluations by other accrediting bodies may be made by people external to the institution, from the Commission’s point of view they are part of the institution’s own arrangements for quality assurance, and for the purposes of the system of accreditation and quality assurance in Saudi Arabia, are regarded as internal mechanisms.
External Quality Assurance Processes
The Commission will establish a system for external quality assurance involving accreditation of programs and institutions if they meet required quality standards. To carry out these evaluations the Commission will use trained and experienced reviewers. During the initial stages these will be mainly from other countries with well established quality assurance systems but as experience is gained greater reliance will be placed on reviewers from within Saudi Arabia. Some external involvement will continue permanently to help ensure comparability with international standards.
The reviewers will study documentary information, visit institutions, prepare reports, and provide advice to the Commission. A summary of the processes followed is given below, and the stages of consideration for new institutions are described in greater detail in Chapter 3 of this Handbook. Handbook 3 deals specifically with external review processes and the preparations that need to be made for those reviews.
For new institutions assessments by the Commission will occur at two stages. First, when a proposal to establish a new institution is being considered the Commission will review the plans. This review is designed to ensure that if the plans are properly implemented the institution and its quality assurance systems will meet required standards and that programs will meet accreditation requirements. At that stage the institution and its programs will receive provisional accreditation, and if the plans also meet the standards established by the relevant Ministry a license will be given to allow it to begin operating. The second stage occurs after the institution is established and the programs have been offered for the first time. The Commission will carry out a further assessment to ensure that plans were properly and fully implemented and that standards are being met. Full institutional and program accreditation may then be given.
After full accreditation, programs will need to be re-accredited every five years. External reviews of the institution will also be conducted on a five-yearly basis. (While a five year cycle will be the norm, the Commission may at its discretion require an external review at an earlier time).
For existing institutions, the Commission will conduct initial reviews of institutions and programs following an approved schedule. This schedule will be developed in consultation with institutions, with the reviews commencing as the necessary internal processes have been put in place and initial self-studies completed. If appropriate, particularly during the period of transition to the new system, the initial reviews may give particular attention to helping institutions identify areas needing improvement and providing advice on issues that should be addressed in preparation for a follow up assessment. The approval and accreditation may be either provisional or full, depending on the stage the institution has reached in developing its quality assurance processes.
After programs have been accredited and institutions approved, the same process will be followed as for new institutions. Programs will need to be re-accredited every five years and external reviews of the institutions will also be conducted on a five yearly basis. As for private institutions, the Commission may conduct earlier reviews if it believes it needs to do so.
Consistent Use of Titles for Awards and Types of Institutions
Post-secondary education programs are provided by many different types of institutions, some designed for different types of programs such as technical training or higher education, some involved in research and the delivery of postgraduate professional and research programs and some concentrating on excellence in teaching and support for students at undergraduate level. In many countries there are also some specialized professional institutes offering high quality postgraduate professional education in specific fields for experienced practitioners in those professions, or in general areas of required expertise such as business administration.
There is potential for confusion and undermining of public confidence if titles of programs or names for categories of institutions are ambiguous or are used inconsistently. Consequently the Commission will require conformity with standard terminology in accrediting programs and approving institutions.
The titles and expectations for learning outcomes for programs are specified in the National Qualifications Framework. Where the same or similar titles are used for programs in technical and higher education, as in the case of diplomas, the term “technical” or “technology” should be used in the title for the technical award to ensure that the nature of studies undertaken is clearly communicated.
The levels of programs offered by institutions are as follows:
In Technical and Vocational Training
Vocational Training Centers—A variety of courses at levels 1 and 2 of the National Qualifications Framework.
Secondary Technical Institutes—Vocational training courses normally over up to 3 years of up to level 3 of the National Qualifications Framework.
Colleges of Technology—Competency based programs normally up to two or three years in length following completion of secondary education or equivalent, leading to a technical associate diploma at level 4 or a technical diploma at level 5 of the National Qualifications Framework. In some colleges of technology an additional program is offered for trainers in the vocational and technical training system at level 6 of the National Qualifications Framework leading to the degree of Bachelor of Technology Education.
Higher Institutes of Technology—Technical training programs for girls corresponding to those offered for male students in the Colleges of Technology.
In addition to these institutions technical training is offered in a variety of short courses by private training centers, and by private training institutes up to level 5 of the National Qualifications Framework.
Programs up to level 3 of the Technical and Vocational Training strand of the Framework are not considered post secondary, and those programs and the institutions that operate only at those levels will not be accredited by the Commission. However programs at levels 4, 5and 6 are regarded as postsecondary, and they and the colleges of technology or private training institutes offering them will require the Commission’s accreditation. The Commission will liaise closely with GOTEVOT in developing its accreditation and requirements.
In Higher Education
Community Colleges--Community Colleges are normally associated with public universities. Programs are offered up to the level of diplomas. Preparatory or foundation courses which they sometimes offer are not considered post secondary and do not carry credit towards a higher education award.
Higher Education Institutes--Programs may be offered up to level 5 of the higher education strand of the National Qualifications Framework, leading to the award of an associate diploma (level 4) or a diploma (level 5).
Higher Education Colleges--Programs are normally offered up to level 6 of the higher education strand of the National Qualifications Framework, leading to a bachelors degree. Research activities by the colleges and faculty teaching in them are encouraged but not required. However faculty are expected to be involved in scholarly activities that ensure they remain up to date with emerging developments in their field of teaching and with associated pedagogy. In certain cases professional programs may be offered up to the level of masters degrees, subject to conditions relating to faculty expertise, resources and facilities.
Professional Institutes--Professional Institutes are sometimes established by professional societies or other international organizations and offer professional programs up to the level of a masters degree such as an MBA, normally in a single field of study. Programs must meet all the accreditation requirements for the type of program concerned. The programs may be designed primarily for experienced members of the profession wishing to upgrade their qualifications through full time or part time study.
Universities--Programs may be offered up to the level of doctorates including research and professional degree programs. There are minimum requirements for breadth of study, research activity and provision of resources in support of postgraduate teaching and research.
Transition to the System for Accreditation and Quality Assurance
The Commission wishes to move as rapidly as possible to implement the new system for accreditation and quality assurance. Information about standards, criteria and procedures will be made generally available and all institutions will be encouraged to introduce internal quality assurance processes as soon as possible. To assist them as they do so, opportunities will be provided for training and advice, and reference documents will be made available.

إن الهيئة الوطنية للتقويم والاعتماد الأكاديمي ومن خلال لائحتها التنظيمية الداخلية تحمل على عاتقها مسؤولية بناء معايير للمصداقية في جميع البرامج التعليمية ومؤسسات التعليم ما بعد الثانوي, ويستثنى من ذلك التعليم العسكري. وترتبط مسؤولياتها بهذه المؤسسات ككل والبرامج الفردية التي تُقدﱠم من خلالها. ويقدم هذا الدليل تفصيلا شاملا لكيفية قيام الهيئة بالمسؤوليات المنوطة بها.
تعتبر الهيئة جهة ذات سلطة مستقلة ومهمتها إشعار المجلس الأعلى للتعليم. كما يعتبر دورها منفصلا عن ما تقوم به الوزارات ذات الاختصاص والجهات الحكومية الأخرى المعنية بمراقبة هذه المؤسسات إداريا وسن التشريعات الخاصة بها وتحديد متطلباتها.
ترتبط مسؤولية الهيئة تحديدا بقضايا الجودة والتي من ضمنها المصادر المتاحة , الإجراءات المتبعة , مستوى الخدمة المقدمة ومستوى التعليم المقدم للطالب. ولقد حددت الهيئة المعايير المطلوبة في أحد عشر مجالا واسعا من الأنشطة. كما قامت بتطوير أسس ومعايير للجودة الوطنية والتي تحدد المعايير العامة لمخرجات التعليم لكل مرحلة تأهيلية.
تهدف الهيئة إلى دفع تلك المؤسسات إلى إنشاء أنظمة لضمان معايير الجودة الداخلية والتي تضمن مستوى عالٍ من الجودة في الأحد عشر مجالا المستهدفة عبر تلك المعايير. ويجب أن تشتمل هذه الأنظمة الداخلية على إجراءات التخطيط الاستراتيجي وعلاقتها بالأهداف البرنامجية والمؤسسية المرجوة. كما يجب أن تشتمل هذه الأنظمة على إشعار الهيئة بهذه الاجراءات بناء على أدلة مادية حول مستوى الأداء. يضاف إلى ذلك وجوب القيام بدراسات ذاتية شاملة ودورية لتقييم الأداء ووضع خطط التطوير. كما يجب أن يتبع هذه الدراسات مراجعة خارجية من جهة مستقلة للتأكد من النتائج التي خلصت إليها الدراسات الذاتية ولتقييم الأداء في ضوء المعايير العالمية.
كما تهدف الهيئة إلى دفع المؤسسات القائمة حاليا إلى إنشاء أنظمة ضمان للجودة في أسرع وقت ممكن من خلال مرحلة انتقالية تستمر لعدة سنوات ويتم فيها تقييم مدى الاعتراف بمصداقية تلك المؤسسات بشكل مستمر. وبالنسبة للمؤسسات التعليمية قيد الإنشاء فتهدف الهيئة إلى دفعها لتطوير خططها الخاصة بأنظمة ضمان الجودة قبل إمكانية حصولها على ترخيص بالعمل على أن تقوم تلك المؤسسات بتقديم هذه الأنظمة للهيئة فور بدء عملها.
وسوف تقوم الهيئة بفحص خطط إنشاء المؤسسات التعليمية الحديثة , كما سيتم مراجعة مشاريعها الخاصة بكيفية تخطيطها وتقديمها للبرامج التعليمية والتي لو طبقت بالشكل المناسب فلابد من أن ترقى لمستوى متطلبات الجودة النوعية وأي متطلبات أخرى مُلزمَة من قبل الهيئة أو من قبل الوزارة التي ستتبعها.
وفي حالة اقتناع الهيئة بأن الخطط المقدمة مُرضية فإنها سوف تقوم بمنح المؤسسة حديثة المنشأ اعتماداً مؤقتا ومقيداً تستطيع من خلاله طرح عدد من البرامج التعليمية في عدة تخصصات ولمراحل محددة وسوف يتم اعتماد البرامج التعليمية المطروحة من قبل هذه المؤسسات بعد تقديمها تفاصيل تلكم البرامج مسبقا للهيئة. كما انه وفي حالة مطابقة خطط المؤسسة للشروط والمواصفات الحكومية فسوف يتم التصريح لها ببدء مزاولة العمل. وفي مرحلة لاحقة سوف تقوم الهيئة بإعادة النظر في خطط المؤسسة ومدى التزامها بتطبيق خططها بالشكل المناسب. حيث أن التزامها بتلك الخطط يخولها الحصول على اعتمادٍ غير مقيد.
وبعد الحصول على الاعتماد الأكاديمي غير المقيد فان الهيئة سوف تقوم بإعادة النظر كل خمس سنوات في كل من اعتماد المؤسسات التعليمية القائمة حديثا والموجودة مسبقا واعتماد البرامج التعليمية المقدمة من قبل هذه المؤسسات.
إن تطبيق الخطوات السابقة سوف يتم بشكل متوالي من خلال مرحلة انتقالية من المتوقع أن تستمر لفترة تمتد من ثلاث إلى خمس سنوات. وخلال هذه الفترة سيتم مراجعة خطط إنشاء المؤسسات التعليمية الحديثة كما ذكر آنفا , وأما بالنسبة للمؤسسات التعليمية القائمة حاليا فسوف يتم مراجعة خططها بعد أن تقوم فعليا بإجراءات ضمان الجودة وبعد قيامها بإجراء الدراسات الذاتية.
لقد بدأ عدد من المؤسسات التعليمية القائمة حاليا بإشراك عدد من الوكالات العالمية المعنية بالاعتماد الأكاديمي في إعادة نظرها لبرامجها التعليمية. إن إعادة النظر هذه لن تكون بديلا عن المراجعة التي سوف تقوم بها الهيئة ولكن نتائجها سوف تأخذ في الحسبان حين تقوم الهيئة بإعادة النظر في تلك البرامج.
المبادئ المشكلة لنظام ضمان الجودة والمصداقية
1- تقع مسؤولية الجودة على عاتق الجهة التعليمية المقدمة للبرامج التعليمية
إن المؤسسات التعليمية في المملكة العربية السعودية والتي تقوم بتقديم برامج تعليمية هي المسؤولة عن جودة تلك البرامج كما أنها مسؤولة عن جودة جميع منشأتها والأنشطة التي تمارسها. إن كلمة "مؤسسة تعليمية" هو مصطلح يطلق في المملكة العربية السعودية على الجهات التي تقدم شهادات أكاديمية.
إن مبدأ مسؤولية الجهة التعليمية المقدمة للبرامج التعليمية عن الجودة يتضمن عددا من الأمور وهي:
أولا أن المساعدة المقدمة من منظمة خارجية مثل الهيئة من الممكن أن يكون لها دور كبير في مساعدة المؤسسات التعليمية على التخطيط وتقديم الاستراتجيات الخاصة بعملية التطوير, وفي تقيم ونشر تقارير التقدم الذي أحرزته ولاكن تلك المساعدة لا تعفي المؤسسات من مسؤولياتها الأساسية في القيام بنفسها بكل ذلك. إن بإمكان الجهة أو المنظمة الخارجية المساعدة والتأكيد على الانجازات ولاكنها لا تستطيع تقديم الجودة.
ثانيا على الرغم من انه بإمكان المؤسسة توكيل جهة أو قسم داخلي للقيام ببعض مسؤولياتها إلا أن ذلك لايعفي المؤسسة ككل من تلك المسؤولية. إن المراجعة التي تقوم بها الهيئة لجودة تلك المؤسسات تتعامل مع المؤسسة ككل, ومن خلال مراجعة البرامج المقدمة في تلك المؤسسات سوف يتم النظر في جميع ماقد يؤثر على الجودة بغض النظر عن الجهة المسؤولة عن تلك الجزئية داخل المؤسسة.
ثالثا إن قيام مؤسسات في المملكة العربية السعودية بتقديم برامج تم تطويرها خارج المملكة لايعفي المؤسسة التعليمية الممثلة لها داخل المملكة من مسؤولياتها تجاه الجودة المقدمة من خلال هذه البرامج. وينطبق هذا حتى على الشهادات الأكاديمية والمهنية التي تمنحها معاهد ومؤسسات تعليمية شريكة في دول أخرى. كما انه يجب على أي مؤسسة ذات صبغة عالمية وترغب في العمل داخل المملكة أن يكون لها وجود نظامي مستقل داخل المملكة كما يجب عليها أن تحقق معايير الجودة المتبعة في المؤسسات الشبيهة بها داخل المملكة بغض النظر عن أي متطلبات للجودة أو الاعتماد الأكاديمي في بلد المنشأ. يضاف إلى ذلك وجوب توفيرها لمنشآت ومصادر تعلم كافية داخل المملكة العربية السعودية لتحقيق متطلبات الاعتماد الأكاديمي.
2- ارتباط الجودة بجميع أنشطة وممارسات المؤسسة التعليمية
إن إجراءات ضمان الجودة في المؤسسة التعليمية لا تقتصر على البرامج التعليمية المقدمة ولاكن تتعدى ذلك لتشمل المنشآت والتجهيزات والتوظيف وعلاقات المعهد بالفئات التي يستهدفها والعمليات الإدارية التي مهمتها الربط بين جميع ما تقدم, مما يعني أن نظاما لضمان الجودة يجب أن يشمل كلا من الأفراد والوحدات التنظيمية والأكاديمية في جميع أقسام المؤسسة الداخلية وليس فقط تلك المرتبطة بشكل مباشر بإيصال البرامج التعليمية.
كما انه يجب مراعاة مدخلات وعمليات ومخرجات هذه الأقسام الداخلية مع التأكيد على أهمية جودة مخرجاتها من خلال الخدمات التي تقدمها. يذكر انه في الماضي كانت التركيز على الجودة يرتبط غالبا بالمدخلات مثل المؤهلات العلمية ووفرة التجهيزات والمنشآت وكفاية مصادر التعلم. ورغم بقاء أهمية جودة هذه العناصر إلا أن النصيب الأكبر من التركيز على الجودة سوف يتحول إلى المخرجات مع إعادة التأكيد أن جودة المدخلات والعمليات تظل مهمة والمحافظة على مستوى معايير الجودة المرتبطة بها تظل قائمة.
3- التأكيد على الدعم المستمر لإجراءات تطوير الجودة بدلا من التركيز على محاولة الوصول للمعايير المطلوبة
إن الهدف الأساسي من نظام ضمان الجودة والاعتماد الأكاديمي هو التطوير المستمر وسوف يتغلغل هذا التوجه في جميع أنشطة الهيئة. إن هذا النظام مبني على الافتراض الأساسي أن تلك المؤسسات ترغب في العمل داخل المملكة بمستوى جودة عالي ورغبة مستمرة في التطوير مقارنة بالمعايير العالمية إن لم يكن أفضل منها إذا استطاعت ذلك. إن أهم عمل تقوم به الهيئة هو مساعدة تلك المؤسسات على القيام بعملية التطوير هذه.
إن أحد أهم عناصر الاعتماد الأكاديمي هو وجود آليات خاصة بتطوير الجودة مع تفعيل العمل بتلك الآليات. وسوف يتم دفع المؤسسات التعليمية نحو التطوير المستمر لأنشطتها المختلفة لتتعدى الحد الأدنى المطلوب منها.
ومع ذلك يظل هناك واجب قانوني يقع على عاتق الهيئة وهو ضمان تحقيق المعايير الأساسية والضرورية. فان تم تحقيقها يحصل الاعتماد الأكاديمي وفي حالة غياب تلك المعايير لا يكون هناك اعتماد. إن الاعتماد الأكاديمي لا يتم ضمانه إلا في حالة تم تحقيق المعايير المطلوبة.
4- ضرورة إقامة علاقات بناءة
إن من الضروري إقامة علاقات مبنية على الثقة والدعم بين أقسام المؤسسات التعليمية بعضها البعض وبين تلك المؤسسات والهيئة والمتفشيين العاملين معها , حيث انه لا يوجد مؤسسة أو برنامج تعليمي خالٍ من العيوب. ويوجد دائما مجال لإحراز مزيد من التقدم. إن الرغبة في معرفة مواضع الخلل والأخطاء والعمل على إصلاحها يعتبر نقطة قوة لا نقطة ضعف. كما أنه من الواجب تجاه كل من الأفراد والمجموعات داخل المؤسسات التعليمية, وتجاه المؤسسات التعليمية ككل السماح لهم بالاعتراف بالصعوبات التي تواجههم ومناقشة الخطط المطروحة لتجاوزها دون الخوف من تضرر سمعتهم بذلك. وبالعكس من ذلك فان محاولة إخفاء المشاكل يعتبر نقطة ضعف
حقيقية وتفتح بابا واسعا للنقد والتعييب.
إن معنى كل ذلك أن أسلوب التفاعل داخل المؤسسة التعليمية التي تعمل بشكل مؤثر على تطوير الجودة وأسلوب التفاعل بين الهيئة والمؤسسة خلال المراجعات الخارجية لمدى الاعتماد الأكاديمي لابد أن يحمل صفات التعاون والانفتاح والشفافية والإحساس بالمهمة وأهدافها والدعم البناء في التعريف بالمشكلات وحل الصعوبات.
5- تقييم الجودة لابد أن يكون مبنيا على الدليل ويتم التحقق منه بشكل مستقل
إن قرار مدى الجودة لا يجب أن يبنى على الأحكام الشخصية بل على الدليل المباشر والملموس لأبعد حد ممكن. إن مؤشرات تَحقق الانجازات لابد أن يتم تعريفها مسبقا بحيث تكون مرتبطة بعلامات امتياز صالحة لإنشاء مقاييس منضبطة للأداء و تراجع بشكل دوري منتظم. وحيث ما يجب أن يكون هناك تفسير لتلك المؤشرات, ومثال ذلك حين تعطي المؤشرات دليلا غير مباشر على تحقيق الأهداف, فان تفسير تلك المؤشرات لابد أن يتم فحصه بشكل مستقل.
6- التشجيع على التنوع
إن المرونة في الهياكل التنظيمية ضرورة ملحة كي تصبح هذه الهياكل قادرة على التوافق مع المهمات المتنوعة التي تقوم بها لتلبية الاحتياجات المختلفة للمجتمعات, كما أن هذه الهياكل تُظهر الاختلافات العديدة في الظروف والمصادر في المؤسسات المختلفة. إن السماح بالتنوع ضروري لتنمية روح الإبداع والابتكار وللتشجيع على التطور عبر الوقت. إن متطلبات تحقيق معايير الجودة قد تختلف من نوع إلى آخر من المؤسسات. فعلى سبيل المثال فان البحث العلمي قد يكون عنصرا مهما في عمل بعض المؤسسات بينما لا يكون كذلك في مؤسسات أخرى وكذلك فان الطريقة التي تتفاعل بها بعض المؤسسات التعليمية مع المجتمع لابد أن تختلف في حالة كون هذه المؤسسة جامعة حكومية كبيرة عن حالتها كونها كلية صغيرة في المناطق البعيدة.
ورغم أن هناك فروقا مهمة متوقعة في بعض معايير القياس إلا أن مستوى التعليم المأمول للدرجات الأكاديمية الممنوحة سيكون ثابتا. إن المحافظة على ثقة المجتمع في نظام التعليم ما بعد الثانوي تقتضي الاعتماد على مقاييس ثابتة لإنجازات الطلاب بغض النظر عن نوعية المؤسسة التي التحق بها الطالب وعن الطرق التنظيمية التي تتبعها البرامج التعليمية.
7- إشراك أصحابِ العلاقة في عمليات التخطيط والمراجعة والقيام بصفة دورية بتحصيل وتحليل وإعادة النظر في البيانات بحسب التغذية الراجعة
يقصد بأصحاب العلاقة في المؤسسات التعليمية الطلاب والخريجين والأساتذة والموظفين والداعمين ماديا وأعضاء المجتمع المستفيدون من المؤسسة التعليمية وأي مجموعة أخرى ذات ارتباط بالمؤسسة التعليمية. إن من الواجب إشراك أصحاب العلاقة في المؤسسات التعليمية في عمليات التخطيط وإعادة الفحص والتغذية الراجعة بشكل مؤثر من اجل أن يكون نظام ضمان الجودة فاعلا. واهم من ذلك أن يتم الأخذ بمرئياتهم.
8- الالتزام الكامل بتطوير الجودة يتحقق عبر القيادة الفعالة والمشاركة الواسعة.
إن من واجب مؤسسة التعليم العالي الجيدة أن تكون منظمة تعليمية يشارك جميع أساتذتها وإداريوها في تقييم أدائهم وأداء الأقسام التي يعملون بها. كما أن من الواجب بعد القيام بعملية تقييم الأداء تشجيع الجميع على إبداء أرائهم وخططهم التطويرية. ولا يحدث ذلك الا عبر قيادة وتنسيق فعالين على مستوى المؤسسة ككل , مع وجوب اقتران القيادة والتنسيق بمشاركة واسعة في التخطيط والتقييم والإشعار. فبينما تكون القيادة الفعالة أمر حيوي في جميع المستويات الرئيسة , فإنها على الأقل بذات القدر من الأهمية على مستوى الوحدات الداخلية الأكاديمية والإدارية.
الإجراءات الداخلية لضمان الجودة
إن من المأمول أن تشتمل جميع معاهد ومؤسسات التعليم ما بعد الثانوي على أنظمة داخلية شاملة ومؤثرة لضمان الجودة.
فبالنسبة للمعاهد والمؤسسات حديثة المنشأ فان نظام ضمان الجودة يجب أن يُدمج في خططها التطويرية. إن الخطط الموضوعة لنظام الجودة لابد أن تشمل كلا من مراقبة وتحسين الجودة, ومدى فاعلية البرامج التعليمية المقدمة, وجودة المؤسسة التعليمية ككل, وجودة مختلف الوحدات الإدارية والأكاديمية العاملة وجودة أدائها داخل المؤسسة. فالواجب إذاً إعطاء وصف مفصل للدور الذي تقوم به وحدة أو مركز الجودة, والعمليات التي ينفذها.
أما بالنسبة للمؤسسات والمعاهد التعليمية القائمة حاليا فان إجراءات ضمان الجودة لابد أن تدمج وبشكل كامل في جميع أقسام المؤسسة وسيكون هناك شرح مفصل بشكل اكبر حول المأمول في هذا الجانب في الدليل الثاني والذي يركز على الإجراءات الداخلية لضمان الجودة, كما أنه يركز على وثيقة معايير الجودة الذي قامت الهيئة بتطويرها. وباختصار فان المأمول يشمل كلا من قيادة وتنسيق إجراءات الجودة وتقييمها وتطويرها بناء على رسالة وأهداف المؤسسة التعليمية , تحضير إجراءات تخطيط وإشعار مفصلة, وتطبيق تلك الإجراءات من خلال دورة سنوية تشمل كلا من التخطيط والمراقبة والمراجعة. كما يجب القيام بدراسات ذاتية شاملة بشكل اكبر ودوري. إن هذه الدراسات لابد أن تؤدي وظيفتها كعملية نقد حيوية وآلية تخطيط للمؤسسة التعليمية نفسها وكقاعدة لعمليات إعادة الفحص المستقلة التي تقوم بها الهيئة.
وبالنسبة للمعاهد القائمة حاليا ولا تملك نظاما للجودة فان الترتيبات الداخلية لضمان الجودة تبدأ عادة مع إنشاء وحدة أو مركز للجودة وتعيين الموظفين الأساسيين لها وتشكيل لجنة جودة يتم اختيار أعضائها من جميع أقسام المؤسسة التعليمية.
إن احد المسؤوليات المنوطة بالمؤسسة التعليمية من أجل ضمان جودتها هو قيامها بتقييم نفسها وفقا لمعايير مناسبة مستمدة من معايير امتياز خارجية أو نقاط مرجعية. ومن الممكن أن تتمثل تلك المعايير والنقاط في ما تقدمه الهيئة من مقاييس, أو في معايير الامتياز في الأداء في المؤسسات التعليمية المماثلة داخل المملكة العربية السعودية وخارجها, أو في أراء محكمين مستقلين ذوو خبرة في التعليم ما بعد الثانوي. كما أن بإمكان المؤسسات والمعاهد التعليمية الاستعانة بأحكام المنظمات العالمية المتخصصة في الاعتماد الأكاديمي بهذا الخصوص. وعلى الرغم من أن الأحكام الصادرة من تلك المنظمات قد ينظر إليه على انه تقييم صادر من خارج المؤسسة التعليمية, إلا انه ومن وجهة نظر الهيئة الوطنية يعتبر جزءا من الترتيبات التي تقوم بها المؤسسة لضمان الجودة. كما أنه ومن أجل غايات نظام ضمان الجودة والاعتماد الأكاديمي في المملكة العربية السعودية سيتم اعتباره إجراء داخليا.
الإجراءات الخارجية لضمان الجودة
ستقوم الهيئة بإنشاء نظام للإجراءات الخارجية لضمان الجودة ويتضمن ذلك تقييم مدى تحقيق المؤسسات والبرامج التعليمية لمعايير الجودة المطلوبة. ولإنجاز هذا التقييم ستقوم الهيئة الوطنية للتقويم والاعتماد الأكاديمي بالاستعانة بفاحصين مدربين وذوو خبرة. وخلال المراحل الأولية سوف يتم استقدام الفاحصين من دول أخرى مع إنشاء نظام ضمان جودة مُعدٌ جيداً. ولكن وعبر مرور الوقت واكتساب الخبرات سوف يتم الاعتماد على فاحصين من داخل المملكة العربية السعودية مع استمرارية المشاركة الخارجية بشكل دائم للمساعدة على وجود معايير مشابهةٍ للمعايير المطبقة عالميا.
سيقوم الفاحصين بدراسة المعلومات الموثقة, وزيارة المؤسسات والمعاهد, وتحضير التقارير, ورفع التوصيات إلى الهيئة. وسوف نأتي على ذكر ملخص للإجراءات المتبعة لاحقا. كما أن الخطوات التي يجب أخذها في الاعتبار والخاصة بالمؤسسات الحديثة المنشأ تم تفصيلها بشكل أكبر في الفصل الثالث من هذا الدليل. كما أن الدليل رقم ثلاثة يبين بالتحديد الإجراءات الخارجية للفحوصات والتحضيرات اللازمة لها.
إن تقييم الهيئة للمؤسسات الحديثة سوف يتم انجازه على مرحلتين. ففي المرحلة الأولى سوف تقوم الهيئة بفحص الخطط الخاصة بتلك المؤسسات حين تقدُمها بطلب لإنشاء مؤسسة تعليمية حديثة. وقد صمم هذا الفحص من أجل التأكد من أنه في حالة تطبيق الخطط الشكل المناسب فإن المؤسسة التعليمية وأنظمة ضمان الجودة الخاصة بها تحقق المعايير المطلوبة وبان البرامج التعليمية المقدمة من خلالها ترقى إلى مقاييس الاعتماد الأكاديمي. وعند تلك المرحلة سيتم منح المؤسسة التعليمية وبرامجها التعليمية اعتمادا مؤقتاً. كما أنه وفي حالة ملائمة خططها للمعايير المقترحة من قبل الوزارة المعنية فانه سيتم منحها رخصة تسمح لها ببدء مزاولة العمل. وتظهر المرحلة الثانية بعد أن تبدأ المؤسسة التعليمية في مزاولة نشاطها وبعد أن يتم طرح برامجها التعليمية للمرة الأولى. وسوف تقوم الهيئة بتقييم إضافي للتأكد من تطبيق الخطط بالشكل الكامل والمناسب وبأن المعايير قد تم تحقيقها. وعند ذلك يتم منح الاعتماد الأكاديمي الكامل للمؤسسة التعليمية وبرامجها.
بعد أن يتم منح الاعتماد الأكاديمي الكامل للبرامج التعليمية , سيتم إعادة فحصها مرة أخرى لاعتمادها أكاديميا من جديد وذلك كل خمس سنوات. كما سيتم عقد فحوصات خارجية للمؤسسة التعليمية كل خمس سنوات أيضا – يلاحظ انه في الوضع الطبيعي تعقد دورة الفحوصات الخارجية كل خمس سنوات, ومع ذلك فان للهيئة الحق طلب عقد تلك الفحوصات خلال مدة زمنية أقل من ذلك.
أما بالنسبة للمؤسسات القائمة فسوف تقوم الهيئة بإجراء فحوصات مبدئية لتلك المؤسسات وبرامجها وفقا لبرنامج زمني يتم الاتفاق عليه. إن هذا البرنامج الزمني سيتم بنائه بالتشاور مع المؤسسات التعليمية وسيتم البدء بعمل الفحوصات حالما يتم نظم الإجراءات الداخلية الضرورية وبعد اكتمال الدراسات الذاتية. إن الفحوصات المبدئية - وتحديدا تِلكم التي تكون خلال الفترة الانتقالية للنظام الجديد - قد تركز في البداية على مساعدة المؤسسات على التعرف على المواضع التي بحاجة للتحسين وعلى تقديم المشورة حول المسائل التي يجب مراعاتها من أجل التحضير للتقييم الذي يأتي لاحقا. وسوف تكون الموافقة بالاعتماد الأكاديمي إما مؤقتة أو دائمة بحسب المرحلة التي وصلت إليها المؤسسة في تطوير إجراءات ضمان الجودة.
وكما هو الحال في الإجراءات المطبقة في المؤسسات التعليمية الحديثة, فبعدما يتم منح الاعتماد الأكاديمي للبرامج التعليمية وبعد أن يتم منح الموافقة للمؤسسات, ستقوم الهيئة بتطبيق نفس الإجراءات على المؤسسات التعليمية القائمة. حيث سيتم إعادة فحص الاعتماد الأكاديمي للبرامج التعليمية كل خمس سنوات. كما سيتم عقد فحوصات خارجية للمؤسسة التعليمية كل خمس سنوات أيضا. وبالنسبة للمؤسسات التعليمية الأهلية فان الهيئة قد تقوم بفحوصات مبكرة في حالة اقتضت الحاجة إلى عمل ذلك.
الاستخدام الثابت للمسميات الممنوحة للدرجات العلمية وتصنيفات المؤسسات التعليمية
إن برامج التعليم ما بعد الثانوي متاحة عبر العديد من أنواع المؤسسات التعليمية والتي صمم بعضها لإتاحة عدة أنواع من البرامج التعليمية كالتعليم العالي والتدريب المهني, فيما يركز بعضها الأخر على برامج البحث العلمي وتقديم برامج الدراسات العليا البحثية منها والمهنية, كذلك يركز نوع ثالث على التميز في مجال التدريس والدعم المقدم للطلاب غير المتخرجين. كما يوجد في العديد من البلدان الأخرى مؤسسات تعليمية مهنية متخصصة في تقديم برامج دراسات عليا ذات جودة متميزة في بعض المجالات العلمية لأولئك الحرفيين ذوو الخبرة في تلك المهن أو في مجالات عامة من تلكم التي تتطلب خبرة كإدارة الأعمال.
إن هناك احتمالية لإرباك وزعزعة ثقة العامة في حالة غموض أو عدم الثبات في استخدام المسميات والألقاب الممنوحة للبرامج التعليمية أو تصنيفات المؤسسات. وبالتالي فان الهيئة سوف تشترط خضوع ومطابقة تلك المسميات للمصطلحات القياسية كشرط من شروط الاعتماد الأكاديمي للبرامج والمؤسسات التعليمية.
إن المسميات العلمية ومخرجات التعليم المأمولة من البرامج التعليمية قد تم تحديدها في وثيقة "أطر عمل المؤهلات الوطنية". ولهذا يجب أن يتم استخدام نفس المسميات أو مسميات مشابهة في كل من التعليم التقني أو العالي – ومثال ذلك كما هو الحال في برامج الدبلومات فكلمة "تقني" أو "تكنولوجي" لابد إن تستخدم كمسمى للدرجة العلمية الممنوحة لضمان أن طبيعة الدراسة المستهدفة قد تم إيضاحها بشكل مناسب.
إن مستويات البرامج المقدمة عبر المؤسسات التعليمية هي كالتالي:
أ. في التدريب الفني والمهني:
مراكز التدريب المهني – وتقدم مجموعة متنوعة من المقررات الدراسية مصنفة على المستوى الأول والثاني بحسب وثيقة "أطر عمل المؤهلات الوطنية".
المعاهد التقنية الثانوية – وتقدم برامج في التدريب المهني تصل عادة إلى ثلاث سنوات ومصنفة على المستوى الثالث بحسب وثيقة "أطر عمل المؤهلات الوطنية".
الكليات التقنية – برامج تعقب مرحلة التعليم الثانوي أو ما يعادلها وتقوم على التأهيل وتمتد عادة من سنتين إلى ثلاث سنوات وتمنح شهادة الدبلوم التقني المتوسط على المستوى الرابع أو الدبلوم التقني على المستوى الخامس بحسب وثيقة "أطر عمل المؤهلات الوطنية". وفي بعض الكليات التقنية توجد برامج إضافية في نظام التعليم الفني والتدريب المهني تسمح للمتدربين بالحصول على درجة البكالوريوس في التعليم الفني على المستوى السادس بحسب وثيقة "أطر عمل المؤهلات الوطنية".
المعاهد العليا للتقنية - وتقدم برامج تدريب مهنية للفتيات شبيهة بتلكم المقدمة للشباب في الكليات التقنية.
وبالإضافة للمؤسسات السابق ذكرها فان التعليم المهني يُقََدﱢمُ برامج دراسية قصيرة في كل من مراكز ومؤسسات التدريب الخاصة وتصنف مؤهلاتها حتى المستوى الخامس بحسب وثيقة "أطر عمل المؤهلات الوطنية".
إن البرامج التعليمية المصنفة ضمن مسار التعليم الفني والتدريب المهني بحسب وثيقة "أطر عمل المؤهلات الوطنية" والتي تكون أيضا مصنفة حتى المستوى الثالث لا تعتبر برامج تعليم ما بعد ثانوي, كما أن تلكم البرامج والمؤسسات التعليمية التي تمنح شهادات مصنفة حتى هذا المستوى لن تمنح شهادة مصداقية من قبل الهيئة. وفي المقابل فان البرامج التعليمية المصنفة في المستوى الرابع والخامس والسادس من الوثيقة تعتبر برامج تعليم ما بعد ثانوي وسوف تحتاج تلك البرامج والكليات التقنية أو المؤسسات الأهلية الخاصة التي تقدمها إلى شهادة مصداقية من قبل الهيئة. إن الهيئة الوطنية ستعمل عن قرب مع المؤسسة العامة للتعليم الفني والتدريب المهني من أجل إكمال متطلباتها وتطوير مصداقيتها.
ب. في التعليم العالي:
كليات المجتمع – ترتبط كليات المجتمع عادة بالجامعات الحكومية وتقدم برامج تعليمية حتى مرحلة الدبلوم. إن البرامج التحضيرية أو التأسيسية التي تقدمها أحيانا لا ينظر إليها على أنها برامج تعليم ما بعد ثانوي ولا يتم معادلتها في الدرجات العلمية الأعلى من ذلك.
مؤسسات التعليم العالي – ويتم فيها طرح برامج تعليمية مصنفة حتى المستوى الخامس ضمن مسار التعليم العالي بحسب وثيقة "أطر عمل المؤهلات الوطنية" ويتم فيها منح شهادة الدبلوم الجامعي المتوسط (المستوى الرابع) أو الدبلوم (المستوى الخامس).
كليات التعليم العالي – ويتم فيها منح شهادة البكالوريوس وتكون البرامج التعليمية المقدمة فيها عادة مصنفة حتى المستوى السادس في مسار التعليم العالي من وثيقة "أطر عمل المؤهلات الوطنية". ويتم تشجيع الكليات وأعضاء هيئة التدريس نحو القيام بأنشطة بحثية ولكن ذلك غير إلزامي . ومع ذلك فإن المتوقع من أعضاء هيئة التدريس بهذه الكليات الانخراط في أنشطة علمية تبقيهم مطلعين على آخر المستجدات والتطورات في تخصصاتهم العلمية وطرائق تدريسها. كما أنه وفي بعض الحالات التي يتم فيها طرح برامج متخصصة حتى مرحلة الماجستير فان شروطا متعلقة بخبرات أعضاء هيئة التدريس ومصادر التعلم والمنشآت التعليمية لابد من توفرها.
المؤسسات التعليمية المتخصصة – إن المؤسسات التعليمية المتخصصة هي التي تنشأ أحيانا عبر المنظمات الدولية أو الجمعيات المتخصصة وتوفر برامج متخصصة في حقل علمي واحد مثل إدارة الأعمال حتى مرحلة الماجستير. إن على هذه البرامج أن تحقق جميع متطلبات المصداقية المتوفرة في مثيلاتها. إن من الممكن أن يتم تصميم هذه البرامج لتتناسب وبشكل رئيسي مع ذوي الخبرات في مجال تخصصي معين والراغبين في ترقية مؤهلاتهم عبر دراسة نظامية كاملة أو جزئية.
الجامعات – ويتم عبرها طرح برامج تعليمية حتى مرحلة الدكتوراه, كما تتضمن برامج لمنح الدرجات البحثية والتخصصية. إن هناك حداً أدنى من المتطلبات يجب توفره في كل من شمولية الدراسة, والأنشطة البحثية, ومدى توفر مصادر التعلم في دعم تعليم وأبحاث الدراسات العليا.
التحول لنظام ضمان الجودة والمصداقية
تأمل الهيئة الوطنية للتقويم والاعتماد الأكاديمي بالتحرك سريعا قدر الإمكان لتطبيق النظام الجديد الخاص بضمان الجودة والاعتماد الأكاديمي. بصفة عامة فإن المعلومات الخاصة بالمعايير والمقاييس والإجراءات سوف تكون متاحة. كما أن الهيئة ستقوم بتشجيع المؤسسات التعليمية على تقديمها للإجراءات الداخلية لضمان الجودة في أسرع وقت ممكن. ولمساعدتهم على ذلك, ستوفر لهم الهيئة فرصا للتدريب والاستشارة, كما ستقوم الهيئة بجعل جميع اللوائح المرجعية متوفرة.
