Dear assem, your words indicate that country means دولةonly; while state means بلد. However, my dictionaries' -either Al-Mawrid or the glossaries in my babylon- first Arabic equivalent for this word is بلد. بلد is not mentioned under the entry of state :)

agree Yvette Neisser Moreno : Depending on the context, I think it could also be "brother state" or "Arab brother state" (or "brother Arab state"). To be honest, I'd never heard of the "sister states" formal relationship that you mentioned; I'd only heard of "sister cities."
