التاجر المحتكر فهو الذي يشتري السلعة ويتربص بها حوالة الأسواق فيبيعها إذا ارتفع ثمنها بخلاف التاجر المدير الذي يبيع السلع ويشتريها بفيمتها الحاضرة

Thus, I don't feel that any form of the word "monopoly" fits this context, however, I can't think of anything else.
