I am a little bit confused about the meaning of this word does it mean (قدرة) or (إستيعاب) in the
following context:


Context:


Improving capacity management through regulating clinical service lines. Since January 2013 the Health Authority has began licensing hospital providers for clinical services at DRG level in order to reduce duplication of services, improve the coverage of capacity gaps both at a specialty and geographic level and to meet future demand. There is clear risk of oversupply within the Emirate. The Health Authority is developing measures including improved alignment of supply with demand.
