'I’m rambling’ is a stock Redgrave phrase and yes, she always is, but it’s permissible.

is phrase here a verb or as a modified noun (namely; stock phrase). Would you please propose a translation?

This is an English grammar question... ... and, as such, should be posted as English-English question. If you change the language pair to English-English, you will have a much better chance of receiving a solid explanation of the structural issues with which you are grappling. With the structural issues figured out, you are not likely to need any translation help. You will be able to put the meaning in Arabic in your own words. If, at that time, you feel that you still need some assistance with the translation, you can post an English-Arabic question. It would be a slightly different question, as the structure would already be clear to you.
