I am translating a Sudanese Certificate of Registration and there is a logo for مجلس شؤون الاحزاب السياسية (Political Parties Affairs Council).
At the bottom of the logo it says: الدوار - التداول السلمي للسلطة - الشوری - الديموقراطية
Does anyone know what الدوار means here?
