The word "classified" makes no sense here, it's very vague in English and doesn't apply to people unless it's specified what/how they are classified. Categorized similarly is so vague that it basically means nothing in English.

I don't actually understand what this even refers to in Arabic, is there some sort of classification or ranking system for subcontractors?

If you have any advice here please let me know!
