The above term is part of a case name as follows:
"McElroy v. U.S. ex rel. Guagliardo, 361 U.S. 281 (1960)"
Oxford dictionary says it means "next", however I am still not sure about the Arabic translation.

According to Black's Law Dictionary, "ex rel." is abbreviation for the Latin "ex relatione," which literally means "by or on the relation of." The word "relation" here comes from the verb "to relate,' which means "to inform."

A suit ex rel., accoding to the same dictionary, is typically brought by the government upon the application of a private party (called a relator). A relator is defined in the same dictionary as a person who furnished information on which a civil or criminal case is based (an informer).
